Largely, these colleagues are able to work in a hybrid way, with some time spent in the office and some time at home. Although some service delivery roles such as Work Coach Team Leaders are not customer facing, they do support customer facing staff therefore it may be necessary for them to be in the office.</p><p> </p><p>Following recent announcements colleagues have been advised to follow the government guidance regarding working from home. Colleagues in Scotland and Wales have been advised to follow the guidance provided by the devolved administrations. At that point over 162,000 Kickstart jobs had been started by young people. The last Kickstart jobs were started by young people on 31 March 2022, and we expect the number of starts to increase further as employers report commencement of employment.</p><p>We have previously published the number of jobs approved and advertised as of 31 January 2022 <a href="https://questions-statements.parliament.uk/written-questions/detail/2022-01-31/114956" target="_blank">here.</a> At that point, over 235,000 jobs had been advertised and over 305,000 had been approved. Kickstart has now closed to employer applications and, as of March 2022, all approved jobs proceeding to the advertisement stage, have been advertised. As such, these totals will not increase further.</p><p>Below are tables listing the number of Kickstart jobs which have been made available and started by young people to date by geographical area of Great Britain and work sector. The figures used are correct as of the 24 April 2022 and these figures have been rounded according to departmental standards.</p><p>Jobs made available (advertised) and job starts quoted here include some unfunded Kickstart jobs. Also included in the Great Britain total are a small number of jobs made available (less than 100 in total) that have an unrecorded job location.</p><p>The number of approved jobs is defined as the number of jobs associated with approved applications recorded on the Kickstart application system on the date above. This total excludes approved jobs that have been withdrawn from the Kickstart Scheme by agreement with employers and gateways. This is generally because, over time, some previously approved jobs were removed where the employer chose not to follow up the application.</p><p>Although care is taken when processing and analysing Kickstart applications, referrals and starts, the data collected might be subject to the inaccuracies inherent in any large-scale recording system, which has been developed quickly.</p><p>The management information presented here has not been subjected to the usual standard of quality assurance associated with official statistics but is provided in the interests of transparency. 	answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>In relation to part (a), statistics on Personal Independence Payment (PIP) first assessment outcomes at disability level are not readily available and have not previously been published as Official Statistics. We are producing the statistics requested and issuing them in an Official Statistics release on 11<sup>th</sup> December 2018 in accordance with the Code of Practice for Official Statistics.</p><p> </p><p>In relation to part (b), since PIP was introduced, 40 people with a primary disabling condition of tachycardia who were disallowed PIP after their initial assessment went on to receive an award at tribunal. The figures in (b) have been rounded to the nearest 10.</p><p> </p><p>Overall, since PIP was introduced 3.5m decisions have been made up to June 2018, of these 9% have been appealed and 4% have been overturned.</p><p> </p><p>Appeals, data is based on primary disabling condition as recorded on the PIP computer systems. Claimants may often have multiple disabling conditions upon which the decision is based but only the primary condition is shown in these statistics. These are estimates based on data collected through the Family Resource Survey as well as DWP administrative data. Departments must ensure that they apply the legislative increase to the National Living Wage and National Minimum Wage.</p><p> </p><p>The National Living Wage (NLW) is the statutory minimum wage for workers aged 23 and over. Different minimum wage rates apply to 21-22 year olds, 18-20 year olds, 16-17 year olds and apprentices aged under 19 or in the first year of an apprenticeship.</p><p> </p><p>In April 2022, the Government increased the National Living Wage to £9.50 per hour. This will rise to £10.42 an hour from 1 April 2023, an increase of 9.7%. By 2024, the Government has committed that the National Living Wage will reach 66% of median UK earnings.</p><p> </p><p>As of 24 January 2023, the total number of civil servants in DWP paid at the National Minimum Wage rate per hour was 0 (0% of all staff) and the National Living Wage rate per hour was 65. There is a well-established system of hardship payments, benefit advances and budgeting loans for those who need extra support.</p><p> </p><p>Our deductions policy strikes a fair balance between a claimant’s need to meet their financial obligations and their ability to ensure they can meet their day-to-day needs. Since October 2019, Universal Credit deductions are a maximum of 30% of a claimant’s standard allowance down from 40% previously.</p><p> </p><p>We also recognise the importance of safeguarding the welfare of claimants who have incurred debt, so last resort deductions over the 30% cap can be applied to protect vulnerable claimants from eviction and/or having their fuel supply disconnected, by providing a repayment method for arrears of these essential services.</p><p> </p><p>Of all eligible claims to Universal Credit Full Service due a payment in November 2019, 58% (1,307,000 claims) had a deduction.</p><p> </p><p>Of this 1,307,000 claims with a deduction:</p><p> </p><p>a) 44% (569,000 claims) had deductions up to and including 20% of the Standard Allowance (25% of all eligible claims).</p><p> </p><p>b) 52% (681,000 claims) had deductions between 20% and 30% of the Standard Allowance (30% of all eligible claims).</p><p> </p><p>For last resort deductions –</p><p> </p><p>c) 4% (51,000 claims) had deductions between 30% and 40% of their Standard Allowance (2% of all eligible claims).</p><p> </p><p>d) 1% (7,000 claims) had deductions above 40% of their Standard Allowance (0.3% of all eligible claims).</p><p> </p><p>Notes:</p><p> </p><p>1. Claim numbers may not match official statistics caseloads due to small methodological differences.</p><p>2. Claim numbers are rounded up to the nearest 1,000.</p><p>3. We suspended face-to-face assessments, reviews and reassessments. We continue to assess people based on written evidence alone, where that is possible, and have introduced telephone assessments. We also automatically extended awards where necessary for certain health and disability benefits, providing reassurance to those in receipt of them. Telephone assessments began a piloted roll out from 23 March 2020 for Capita and 03 April 2020 for IAS.</p><p><strong> </strong></p><p><strong>ESA and UC</strong></p><p>Face-to-face assessments for UC and ESA were paused due to Covid-19 from 17 March 2020.
