The EEA Agreement will no longer operate in respect of the UK when we leave the EU. However, at the March European Council we agreed with the EU that the UK is to be treated as a Member State for the purposes of international agreements for the duration of the implementation period. This includes the EEA Agreement. 	answer	answer is ministerial correction date of answer 24/01/2019 answer text <p>UK Ministers meet regularly with Ministers from the Scottish and Welsh governments, through JMC (EU Negotiations), JMC (Europe), the Ministerial Forum (EU Negotiations), as well as bilateral and trilateral meetings. In the absence of an Executive, we also engage at an official level with the Northern Ireland Civil Service.</p><p>Yesterday the Prime Minister met with the First Ministers of Scotland and Wales as part of ongoing discussions to find a consensus around the terms of the UK’s exit from the EU. 	answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>During the passage of the EU (Withdrawal) Act 2018 in the Commons the Government committed to providing a statement about the impact of all EU exit bills on equalities legislation (which includes provisions on disability as a protected characteristic). The Government’s commitment requires the relevant Minister to make and publish a statement for each EU exit bill indicating:</p><ol><li><p>whether the bill amends, repeals or revokes any part of the Equality Acts 2006 or 2010 or any secondary legislation made under those Acts and, if it does make such changes, an explanation of the effect of each change; and</p></li><li><p>that in relation to the policy which is given effect by the Bill, the relevant Minister “has had due regard to the need to eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under the Equality Act 2010.”</p></li><li><p>that the Government will be making such a statement in respect of the WAB (which will be set out in the Explanatory Notes accompanying the Bill on its introduction); and this analysis has been carried out to inform decision-making on the Withdrawal Agreement and as preparation for the equality statement.</p></li></ol><p>The UK Government is committed to ensuring that there is no regression in equalities as we leave the EU. The Equality Act 2010 sets out wide-ranging equalities protections, and incorporates virtually all existing EU equalities law and Court of Justice of the European Union (CJEU) case law. In some areas, domestic legislation goes further than EU requirements - for example the public sector equality duty, which places a duty on public authorities to consider how their policies or decisions would affect people who are protected under the Equality Act. This broadly means equal access for workers and the self-employed and limited access for those not working. However, the Government continues to prepare for all eventualities.</p><p>We are working across Government to develop and implement our preparations to leave the EU. This is a commitment we have upheld in full in the Northern Ireland Protocol.</p><p>As the Attorney-General sets out in his legal commentary, the objectives of the Protocol, as set out at Article 1(3), are to address the unique circumstances on the island of Ireland, maintain North-South cooperation, avoid a hard border on the island of Ireland, and protect the Belfast Agreement in all its dimensions.</p><p>This includes the ongoing operation of the institutions the Belfast Agreement establishes. For example, Article 13 requires the Protocol to be implemented and applied so as to maintain the necessary conditions for continued North-South cooperation. 	answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The annexes to the Protocol set out the small fraction of EU rules that would apply in the event that the backstop was in effect - though as we have been clear, we fully expect alternative arrangements to be in place to avoid the need for its use by the end of 2020.</p><p>In that scenario, the only EU rules that apply would be the fraction strictly necessary to avoid a hard border on the island of Ireland and give frictionless access to the EU market for all goods from Northern Ireland’s businesses. That includes, as we have set out in the explainer to the Agreement and other accompanying documents, product standards on industrial goods and agricultural goods. But the net effect in a backstop would be significantly increased powers and flexibility for a restored Northern Ireland Assembly and for Parliament. The Government is committed to taking the interests of the Overseas Territories into account as we leave the EU, and getting a deal that works for the wider British family, including the Overseas Territories.</p><p>The Overseas Territories are covered by the territorial scope of the Withdrawal Agreement and therefore the arrangements for the Implementation Period. Both the UK and Ireland have said they will do everything in our power to avoid a hard border in any scenario. But, given that we haven’t yet agreed a deal, the Government’s continued duty is to prepare for every eventuality, including a no deal scenario.</p><p>The UK Government is clear that, in the event of no deal, we will do everything in our power to prevent a return to a hard border. In such a scenario, we must continue to respect our unique relationship with Ireland, with whom we share a land border and who are co-signatories of the Belfast Agreement.
