DCMS has not estimated total savings delivered to the public purse using Social Impact Bonds since 2010.</p><p> </p><p>Several Social Impact Bond programmes have been independently evaluated and some of these evaluations estimate savings. The Barnett Formula will have been applied to all changes to the DCMS budget at both Spending Reviews and at Fiscal Events in the normal way as set out in the Statement of Funding Policy.</p><p> </p><p>Companies from across the country have been directly engaged in legacy infrastructure and projects - for example, South Wales based Pro Steel were awarded contracts as part of the transformation of the Olympic Stadium roof post-2012 Games, they secured a £1m loan to enable them to compete for the work from Finance Wales. Pro Steel were also awarded a subcontract by BAM Nuttal for transformation work in Queen Elizabeth Olympic Park post games consisting of re-purposing and construction of a bridge in the north of the Park near the Velodrome. They were also awarded the contract to make modifications and strengthening works to another bridge, and supply and installation of a third bridge.</p><p> </p><p>Last week I met with my counterparts in Wales and Scotland to discuss the many opportunities the Birmingham 2022 Commonwealth Games presents to the whole of the UK. This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machine from £100 to £2, online gambling, and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. Government has also encouraged industry to increase its funding for third sector initiatives to support people with a gambling addiction.</p><p> </p><p>GambleAware, an independent charity, commissions treatment services, including the National Gambling Helpline and counselling services, specialist treatment delivered by the NHS National Problem Gambling Clinic and the Gordon Moody Association. GambleAware aims to triple access to its treatment services across the country and recently announced the establishment of a further specialist NHS clinic and Problem Gambling Support team in Leeds.</p><p>As demonstrated by the report Gambling Behaviour in Great Britain 2016, which is based on the combined Health Surveys, there is an association between mental health and problem or risky gambling behaviour. Some problem gamblers will therefore access support through services for other addictions and mental health conditions. Sport England has committed up to £194 million of investment into children and young people over the next four years, which includes the Families Fund: up to £40 million invested in projects that offer new opportunities for families with children to be active together. Sport England will also provide specialist training to at least two teachers in every secondary school in England by 2020, and will invest £28m into Satellite Clubs between 2017-2021.</p><p> </p><p>DCMS are working closely with the Department for Education and the Department of Health and Social Care on a new School Sport and Activity Action plan, which will be published in Spring 2019. This is higher than in 2012, when 21% of boys and 16% of girls met the guidelines. However this excludes school-based activities and active travel. This survey launched in schools in September 2017 and will measure in much more detail how children and young people engage in sport and physical activity, and how many are meeting the Chief Medical Officer's guidelines, both in and out of school. It provides top-up contributions to locally commissioned Social impact Bonds (SIBs) that aim to tackle complex social problems.</p><p> </p><p>All of the £80m Life Chances Fund has been awarded in principle to local commissioners, including local authorities and clinical commissioning groups. These commissioners are at various stages of designing and delivering the projects. Their most recent figures from March 2017 show there are 319 lotteries that hold two licences. These are Macmillan, Royal British Legion and Age UK.</p><p> </p><p>Some societies also come together under a common umbrella brand, managed by licensed External Lottery Managers. The Gambling Commission were asked to make recommendations considering three high level objectives:</p><p> </p><ol><li>The regulatory framework for society lotteries should not be overly burdensome and new entrants should not face unnecessary barriers;</li></ol><p> </p><ol start="2"><li>Public trust and confidence in society lotteries and the good causes with which they are associated should be maintained;</li></ol><p> </p><ol start="3"><li>Reform should not jeopardise the position of the National Lottery and its returns to good causes.</li></ol><p> </p><p>This advice was published in June 2018 alongside the consultation on society lotteries which closed on 7 September 2018.</p><p> </p><p>Evidence from the Gambling Commission suggests that to date society lottery sales have not significantly impacted the National Lottery. Any changes must maintain this balance, enabling society lotteries to grow without detriment to the National Lottery.</p><p> </p><p>The consultation received over 1,600 responses and my officials are now in the process of considering the range of views that were submitted, including evidence about the potential impact on the National Lottery. These include strengthened guidance from the Committees of Advertising Practice (CAP) on protecting vulnerable people, tougher sanctions for operators who breach advertising codes and a multi-million pound safer gambling advertising campaign.</p><p> </p><p>The Industry Group for Responsible Gambling has announced that it will extend its voluntary commitment not to advertise on TV before 9pm to include advertising during sporting events. Its industry-wide code for socially responsible advertising also requires all TV adverts to feature a responsible gambling message for the duration of the advert. The Gambling Commission’s Young People &amp; Gambling 2018 report surveyed 2,865 children aged 11-16 years old in schools in England, Scotland and Wales. It reported that 2% of those aged 11-15 years old (45 individuals) had spent money on scratchcards in the past 7 days. Of the 11-15 year olds who have bought National Lottery products (National Lottery tickets or scratchcards) in the past, 62% said a parent or guardian handed over the money at the till.</p><p> </p><p>Data from the Health Survey for England and Scotland 2015 and Problem Gambling Survey Wales 2015 indicates that none of the 16-17 year olds surveyed who played scratchcards were classified as problem gamblers. This is from a sample of 246 16-17 year olds, of whom 53 who had bought scratchcards in the last 12 months. The Gambling Commission also carries out regular telephone surveys, which again found that there were there were no problem gamblers amongst 16-17 and 16-18 year old scratchcard players surveyed. In 2017-2018, the Commission exercised its powers 1,136 times.</p><p> </p><p>There is no fixed duration for an inquiry, but the Commission’s aim is to conclude investigations as soon as is practicable. The time an inquiry can take will depend on many factors, including: the nature and complexity of the issues being investigated; the responsiveness of trustees and third parties; and whether other agencies are involved. The breakdown includes charities classified as being for ‘advancement of health / saving lives’, but the Commission does not disaggregate this classification any further, and some charities may use or promote CAM therapies as one part of a much wider range of activities.</p><p> </p><p>The Charity Commission has updated its approach to assessing the charitable status of organisations that promote complementary and alternative medicine (CAM) therapies. The recent publication of data from the Active Lives: Children and Young People survey confirms that active children are happier: the most active children report a mean happiness score of 7.5 (out of 10), compared to 6.8 for those who are less active. Benefits include building confidence, managing anxiety and depression, and increasing self-esteem, cognitive skills and improving learning and attainment.</p><p> </p><p>In December last year the Department of Health and Social Care and Department for Education published Transforming children and young people’s mental health provision: a green paper, which highlighted how important physical activity is for good mental health and wellbeing.
