The Area is prosecuting more serious and complex cases as evidenced by a 21% increase in homicide, a 23% increase in offences against the person and a 62% increase in sexual offences cases. During this period, minor motoring cases have fallen by 52% in the Area. answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The Education and Skills Funding Agency (ESFA) continues to liaise with the local authority and regional schools commissioner team to monitor improvements in key stage 4 provision in the borough and identify local need. The ESFA also meets regularly with SK College Group to discuss the college’s offer of A level provision at their Knowsley campus. For 2018/19 academic year the college made 68 offers to study academic A levels at its Knowsley campus. Twelve learners progressed to enrol and attend at the college. However, due to low numbers it was financially unviable to deliver at the Knowsley Campus, so the learners access A Level provision on the St Helens Campus via bespoke transport.</p><p>For 2019 the college has committed to continue to promote the development of A level provision at the Knowsley campus and this is being marketed in their prospectus for 2019/20. They now have in place specific branding alongside targeted promotional activities including: a 2019 school leaver prospectus distributed to all local schools, supermarkets, convenience shops, community centres, and libraries; an A level advert in the college adult course guide in December which is distributed to 65,000 local homes across Knowsley and surrounding Liverpool areas; digital ad vans promoting the A level offer prior to college open evenings; and planned and targeted social media campaigns, local press promotions and railing banners. In addition, the then Minister of State for Housing, met the Building Societies Association to have similar discussions.</p><p>The Government also ran a separate consultation, ‘Implementing reforms to the leasehold system’ during 15 October 2018 to 26 November 2018 and is still analysing the responses.</p><p>During this period, the Housing Minister met the Home Builders’ Federation on 5 November 2018 to discuss leasehold reforms. On 8 November 2018, the Secretary of State held a round table with developers and investors, setting out his concerns regarding onerous ground rents and the lack of redress for existing leaseholders. The consultation received 6,075 responses; 5,701 via an online survey and 374 via email and post. Of those responding to the online survey providing background information, 5,336 respondents said they were private individuals, of which 2,790 answered a follow up question confirming they were a leaseholder living in a house, with 1,699 confirming they were a leaseholder living in a flat and 431 identifying themselves as a freeholder. 332 respondents identified themselves as replying to the consultation on behalf of an organisation.</p><p>A full breakdown of responses by type and question can be found at Annex A of the Government response, published on 21 December 2017 available at <a href="https://www.gov.uk/government/consultations/tackling-unfair-practices-in-the-leasehold-market" target="_blank">https://www.gov.uk/government/consultations/tackling-unfair-practices-in-the-leasehold-market</a>.</p><p>The Government also ran a separate technical consultation, ‘Implementing reforms to the leasehold system’ during 15 October 2018 to 26 November 2018, and is still analysing the responses. This includes significant works required to fix the structural issues and defective works that have been identified following the termination of the Private Finance Initiative contract in 2018 in addition to those identified at termination and firming up the scale of works for issues previously identified. The work also includes an assessment of the additional revenue expenditure associated with the existing hospital facility to maintain patient safety and business continuity. Additional capital funding has already been provided by the Department for this purpose.</p><p> </p><p>The finalised costings and the additional capital and revenue funding required, to come from Departmental budgets, will be set out in a business case which the Trust is aiming to submit to the Department for approval in April 2019.
