The roles of operating the National Lottery and distributing funds to good causes are separate and distinct. National Lottery funding is awarded by 12 distributors working at arm’s length from Government. The distributors generally aim to ensure a wide geographical reach, but ultimately funding is distributed where there is greater need and impact.</p><p> </p><p>The Fourth Licence to run the National Lottery is due to come into force in 2023. Its purpose would be to co-ordinate charitable fundraising and distribution in response to a major incident. answer	answer is ministerial correction date of answer 17/01/2019 answer text <p>Through the evidence gathered in the 2017-18 Community Life Survey in England, indicators linked to social exclusion do not show a significant difference between urban and rural areas. Adults living in rural areas are less likely to say that they often/always feel lonely than people living in urban areas (3% compared with 6%). In addition, adults living in rural areas are more likely to say they feel they belong to their immediate neighbourhood (68%) than those living in urban areas (61%).</p><p> </p><p>The cross-government loneliness team, based in DCMS, is overseeing the implementation of England’s first Loneliness Strategy, with policies for both rural and urban areas. Government has also unlocked £20 million to tackle loneliness across England including the £11.5m Building Connections Fund, from which evidence will be gathered on what interventions work in different places, including rural areas. Guidance has also been published with the Office for National Statistics to establish a consistent way of measuring loneliness.</p><p> </p><p>In its response to a House of Lords’ report on the Natural Environment and Rural Communities Act in May 2018, the government reiterated its commitment to rural proofing all policies. answer	answer is ministerial correction date of answer 21/02/2019 answer text <p>The Horserace Betting Levy Board (HBLB) is an arms-length body of DCMS which is responsible for collecting a statutory Levy from betting operators which it distributes in line with its statutory duties to support British horse racing. In April 2017, the Government implemented significant reforms to the Levy, resulting in a £45m increase in statutory Levy income in 2017/18.</p><p> </p><p>The HBLB provides over £200,000 annually for the Equine Influenza Programme, and a further £150,000 towards the Equine Infectious Disease Surveillance Programme, provides British racing with expert information and provisions to minimise the impact of equine diseases and respond quickly to outbreaks.</p><p> </p><p>HBLB has committed to pay a contribution to owners or trainers for the costs incurred where the British Horseracing Authority (BHA) recently required test samples to be taken for equine influenza, including the cost of the swabs and the veterinary fees involved. In addition, HBLB has committed £321,500 to support the rescheduling of replacement races and fixtures following the recent suspension, and will continue discussions with the BHA regarding funding for further races and fixtures as required. This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machine from £100 to £2, online gambling, and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. Government has also encouraged industry to increase its funding for third sector initiatives to support people with a gambling addiction.</p><p> </p><p>GambleAware, an independent charity, commissions treatment services, including the National Gambling Helpline and counselling services, specialist treatment delivered by the NHS National Problem Gambling Clinic and the Gordon Moody Association. GambleAware aims to triple access to its treatment services across the country and recently announced the establishment of a further specialist NHS clinic and Problem Gambling Support team in Leeds.</p><p>As demonstrated by the report Gambling Behaviour in Great Britain 2016, which is based on the combined Health Surveys, there is an association between mental health and problem or risky gambling behaviour. Some problem gamblers will therefore access support through services for other addictions and mental health conditions. That is why Sport England is investing over £194 million (between 2016-21) into projects focusing on improving children’s engagement in and enjoyment of physical activity. In the Civil Society Strategy, the government announced that this funding would be directed to a new, independent organisation, with a remit to address this social issue. This set out decisive action to protect those vulnerable to harm by cutting the maximum stake on B2 machine from £100 to £2, along with measures to strengthen protections around online gambling and gambling advertising. These include action by the Gambling Commission to improve age-verification controls online and introduce tougher sanctions for breaches of advertising codes.
