answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>As in preparation for 29 March and 12 April, our ‘no deal’ contingency plans for 31 October cover the National Health Service, social care and the independent sector and covers all medicines, medical devices and clinical consumables, supplies for clinical trials, vaccines and countermeasures, and organs and tissues for transplants.</p><p>Specialist nutritional products including prescription foods and synthetic protein supplements are an important part of patient care throughout the health and social care sector. In recognition of this we have made this a specific area of focus within our preparedness arrangements.</p><p>The Department has continued to work closely with the devolved administrations, industry trade bodies including the British Specialist Nutrition Association and suppliers, the NHS and other key stakeholders. Prior to 29 March, the Department analysed the supply chains of 12,300 medicines, close to half a million product lines of medical devices and clinical consumables, vaccines used in national and local programmes, and essential non-clinical goods on which the health and care system relies. These analyses and assessments have been updated where necessary and will continue to be refined while a ‘no deal’ European Union exit remains a possibility. This work has informed our plans.</p><p>We are asking suppliers to analyse their supply chains and to make alternative plans if they anticipate disruption, including rerouting to alternative ports or using airfreight where necessary. We are working closely with NHS England and NHS Improvement ensure the National Health Service is as prepared as possible in the event of a ‘no deal’ EU exit.</p><p>In light of the extension of the Article 50 period to 31 October 2019, we are working with our stakeholders to review the position carefully, before sharing further guidance at the earliest opportunity. The Department, alongside NHS England and NHS Improvement, are ensuring that there is regular communication with frontline NHS organisations and partners, including hospital trusts, about EU exit preparations.</p><p>Professor Keith Willett, Strategic Commander for EU Exit at NHS England and NHS Improvement, wrote to clinical commissioning group and trust Chief Executives on 18 April 2019 to update them on the further extension to Article 50, and the actions that now need to be taken locally to continue to prepare for the United Kingdom’s exit from the EU.</p><p>NHS England and NHS Improvement are keen to ensure that the EU exit structures and preparations put in place nationally, regionally and locally are adapted for this extension, and have emphasised that organisations should continue to have an EU exit Senior Responsible Officer overseeing plans and preparations.</p> answering member constituency Wimbledon answering member printed Stephen Hammond question first answered 20/05/2019 13:25:34 answering member 1585 label Biography information for Stephen Hammond

However, HM Revenue and Customs requires that if a defined benefit pension scheme pays an annual allowance charge there must be an adjustment to the benefits the member has accrued. The value of the scheme pays charge, plus interest, is recouped from the value of the member’s pension on retirement. The interest rate for scheme pays charges is set at the scheme discount rate. answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>The Department has sought to make available to NHS Pension Scheme members all possible flexibility under Her Majesty’s Revenue and Customs legislation and the current fiscal framework for public sector pension schemes.</p><p> </p><p>The Department has therefore recently made changes to the NHS Pension Scheme to extend the scope of the ‘Scheme Pays’ facility. The ‘Scheme Pays’ facility allows scheme members to manage tax liabilities by paying annual allowance charges from the value of their pension benefits rather than upfront. This facility has been extended to cover payment of tax charges of any amount, and those arising from the tapered annual allowance.</p><p> </p><p>The Department recognises that the tax implications of the annual allowance, particularly the effects of the taper, may contribute to decisions from consultants to retire early or limit their National Health Service commitments. We are also listening carefully to senior doctors and NHS employers about those concerns.
