Both of these are administered and enforced by the Information Commissioner (ICO). If a company collects phone numbers from customers, it must be clear and transparent about how personal data will be handled, and ensure that the data is processed in a way which individuals would expect. Personal data must not be shared with third parties without an appropriate legal basis. Organisations that fail to comply may be subject to enforcement action by the Information Commissioner’s Office (ICO). answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>Advertising in the UK is regulated by the Advertising Standards Authority (ASA), the industry’s independent regulator, which enforces the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. The Codes incorporate all relevant legislation and sets standards for accuracy and honesty to which advertisers must adhere, including specific conditions on social responsibility.</p><p> </p><p>With regard to payday loans, guidance relating to the advertising of high-cost short-term credit products is available to advertisers, to ensure that their advertising is compliant with the Advertising Codes, by being socially responsible and not trivialising the seriousness of taking out a loan. At the same time, the Financial Conduct Authority, responsible for regulation of the consumer credit market including payday lenders since 1 April 2014, has introduced a tough set of detailed rules regarding firms’ promotions and advertisements, which operate alongside the Advertising Codes. The Government does not hold data centrally on the effect of advertising on take-up of payday loans.</p><p> </p><p>With regard to gambling machines, the Advertising Codes contain provisions to ensure gambling advertising does not target or appeal particularly to children or young people, or exploit vulnerable people. Gambling companies who advertise in the UK must comply with these rules. In practice, most advertising of gambling products does not involve gaming machines. answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>The Superfast programme met its original objective of delivering at least 24Mbps broadband to 95% of the population in December 2017, and is now pushing beyond 96% with an ambition to reach at least 97% coverage by March 2020.</p><p> </p><p>According to ThinkBroadband, Superfast Coverage (&gt;24mbps) in South Northamptonshire in December 2017 was 91.8%, it is now 95.69%. Superfast programme take-up in Northamptonshire (County Council area) was 46.11% in December 2017, and 58.96% in Mar 2019.</p><p> </p><p>The government has invested heavily in Northamptonshire, with over £9million of central government funding allocated and local bodies’ have also contributed over £11million to the project. Delivery is managed by Superfast Northamptonshire, our local delivery partner.</p><p> </p><p>Last July, the Government published its Future Telecoms Infrastructure Review, which set out the Government’s strategy for ensuring that 15 million premises are connected to faster than ultrafast, gigabit capable broadband networks by 2025 with nationwide coverage by 2033. This includes an ‘outside-in’ approach through which the Government will support the deployment of gigabit capable broadband to the least commercial 10% of UK premises, at the same time that the market is deploying to more commercial areas. These rules apply to international marketing calls made on behalf of UK companies.</p><p><strong> </strong></p><p>We also secured over £600k in the Autumn Budget which we have used to provide vulnerable people with call blocking devices. answer	answer is ministerial correction date of answer 07/03/2019 answer text <p>Work has already started to build full fibre networks in rural areas, with up to £700 million allocated by Government for rollout up until the end of 2021.</p><p> </p><p>The Future Telecoms Infrastructure Review identified that around 10% of premises would not get full fibre commercially by 2033, largely in rural and remote areas. To reach the Government’s targets for nationwide full fibre coverage by 2033, these areas will require additional funding of around £3 billion to support investment, ensuring delivery in the final 10% occurs alongside commercial rollout.</p><p> </p><p>Funding already committed to these areas includes around £200 million from the BDUK Superfast programme, which is building on the 96% superfast coverage in the UK, and now rolling out full fibre connections.</p><p> </p><p>The Local Full Fibre Networks programme (LFFN) is designed to stimulate commercial investment in full fibre networks in both rural and urban locations across the whole of the UK. Companies in the sector have received £230 million from the UK’s video games tax relief since its introduction in 2014, supporting 480 video games productions that together account for over £1 billion investment in the UK. The UK Games Fund, launched in 2015 with £4 million DCMS support, has further helped 75 businesses and 170 graduates, and has been provided with an additional £1.7 million from government to extend the fund to 2020.</p><p> </p><p>The Creative Industries Sector Deal, published in 2018, also includes a Creative Scale-Up Programme piloting support for early stage creative businesses operating in Greater Manchester, the West Midlands and the West of England. As outlined in our Digital Strategy and Charter, our ambition is to ensure the UK is the best place in the world to start and grow a digital business.</p><p> </p><p>A significant part of achieving this is ensuring the wider ecosystem has the correct infrastructure for businesses to thrive. That is why the Industrial Strategy included commitments to boost spending on 5G digital connectivity right across the UK, raising investment in research and development, and improving skills by investing in maths, digital and technical education. DCMS’ Cyber Security team also supports and delivers programmes that accelerate and innovate cyber start-ups, including the NCSC Cyber Accelerator programme, and through the LORCA project - a vital step to ensure citizens and businesses can continue to operate safely online, whilst supporting UK entrepreneurs.</p><p> </p><p>We know primary barriers to growth for start-ups are having adequate access to both finance and talent. That is why for finance, Government announced a new £2.5 billion British Patient Capital programme. This is expected to attract a further £5 billion in private investment, to support UK companies with high growth potential to access the long-term investment they need to grow and go global. In addition, if in the event that the Government cannot agree on a future relationship with the European Investment Bank prior to EU Exit, we will provide the British Business Bank with £200m of additional funding in venture capital and growth finance. This will provide start-ups across the country with the initial capital they need to start their business.</p><p> </p><p>To continue to attract international talent, we have doubled the number of Tier 1 Exceptional Talent visas to 2,000. Doctors and nurses have been taken out of the Tier 2 visa cap, freeing up many more skilled worker visas to other sectors, including tech. 2019 will also see the launch of a new Start-Up visa for entrepreneurs, which will replace a route exclusively for graduates, opening it up to other talented business founders.</p><p> </p><p>In the Autumn Budget 2017 we announced investment of £21 million to expand Tech City UK into a nationwide network – Tech Nation – aimed at accelerating the growth of the digital tech sector across the country.
