unstar this property answer text <p>An independent academic evaluation of the effectiveness of Cyber Essentials found that its security controls work well to mitigate the vast majority of Internet-based threats. These security controls are kept under continual review. The primary objective for Cyber Essentials is to help all organisations mitigate cyber security risks, especially small and medium-sized organisations. The Government continues to work to ensure Cyber Essentials has the greatest impact for the majority of the target audience and is currently developing the scheme to ensure a) the journey to certification is as simple as possible, and b) the technical controls remain fit for purpose in the ever-changing cyber threat landscape.</p><p> </p><p> </p> more like this

unstar this property answer text <p>Ministers have regular meetings with Mobile Network Operators (MNOs) on a range of subjects including the development of 5G networks. MNOs will lead the rollout 5G in the UK and it is for them to to confirm the details of the steps they plan to take to upgrade their network infrastructure.</p><p> </p><p>The Government is setting the policy and regulatory environment needed to ensure the right conditions for investment in the development of 5G networks. For example through our 5G Testbeds and Trials Programme, and the establishment of new business models and revenue streams which in turn could lead to accelerated private sector investment.</p> more like this

unstar this property answer text <p>Companies who process personal data and use it to make marketing communications are regulated by the Data Protection Act 2018 (DPA) and the Privacy and Electronic Communications Regulations 2003 (PECR). Both of these are administered and enforced by the Information Commissioner (ICO). If a company collects phone numbers from customers, it must be clear and transparent about how personal data will be handled, and ensure that the data is processed in a way which individuals would expect. Personal data must not be shared with third parties without an appropriate legal basis. Organisations that fail to comply may be subject to enforcement action by the Information Commissioner’s Office (ICO). The ICO has the power to impose a monetary penalty on those who break the law.</p><p> </p><p>The Government has not made an official assessment of the effect on levels of nuisance calls of companies requiring consumers to provide their phone numbers when purchasing products or signing up for services.</p>

unstar this property answer text <p>The fundamental purpose of the General Data Protection Regulation is to provide individuals with greater protection and control over their personal data.</p><p> </p><p>Allowing General Practices to charge for providing responses to subject access requests would weaken the rights of patients. General Practices can still charge for repeat or excessive requests made by data subjects and for requests made by third parties such as insurers under the Access to Medical Reports Act 1988.</p><p> </p><p>The Information Commissioner’s Office has updated its guidance on the Right to Access, which can be viewed on its website at ico.org.uk</p> more like this

In the Future Telecoms Infrastructure Review, the Government stated its view that the development of a set of innovative 5G services and new investment models may require more flexible approaches to spectrum licensing. We have read the report with interest. Ofcom, as the national regulatory authority, is responsible for managing spectrum and ensuring that radio spectrum is used in the most effective way.</p> more like this

unstar this property answer text <p>Advertising in the UK is regulated by the Advertising Standards Authority (ASA), the industry’s independent regulator, which enforces the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. The Codes incorporate all relevant legislation and sets standards for accuracy and honesty to which advertisers must adhere, including specific conditions on social responsibility.</p><p> </p><p>With regard to payday loans, guidance relating to the advertising of high-cost short-term credit products is available to advertisers, to ensure that their advertising is compliant with the Advertising Codes, by being socially responsible and not trivialising the seriousness of taking out a loan. At the same time, the Financial Conduct Authority, responsible for regulation of the consumer credit market including payday lenders since 1 April 2014, has introduced a tough set of detailed rules regarding firms’ promotions and advertisements, which operate alongside the Advertising Codes. The Government does not hold data centrally on the effect of advertising on take-up of payday loans.</p><p> </p><p>With regard to gambling machines, the Advertising Codes contain provisions to ensure gambling advertising does not target or appeal particularly to children or young people, or exploit vulnerable people. Gambling companies who advertise in the UK must comply with these rules. In practice, most advertising of gambling products does not involve gaming machines. The Gambling Commission’s Gambling Participation 2017 report showed that 4% of respondents had played on fruit or slot machines in the past four weeks and 1% on machines in bookmakers.</p><p> </p>

(1)</p><p> </p><p>Arts Council England is providing grant funding over four years to a range of National Portfolio Organisations (NPOs). Some of these NPOs are based in rural locations and programme live music including:</p><p> </p><ul><li>Pocklington Arts Centre (East Riding of Yorkshire)</li><li>Ropery Hall (Barton on the Humber)</li><li>Queens Hall (Hexham)</li></ul><p> </p><p>Rural music venues can also benefit from Arts Council NPO and Project Grant funding as receiving houses for touring work and festival performances.</p><p> </p><p>1.
