<p>The Foreign Secretary has not made direct representations to Foreign Minister Lavrov
about the Sea of Azov. However, at a UN Security Council Open Briefing on the situation
in Ukraine on 30 October, at which Russia was present, the UK made a statement to
UN members.</p><p>The UK made clear that the opening of the Kerch bridge was a flagrant
violation of Ukraine's sovereignty. The UK's Permanent Representative to the UN noted
that Russia's systematic disruption and detention of both Ukrainian and third country
flagged vessels in the Sea of Azov since April 2018 was yet another attempt to destabilise
Ukraine.</p>
