star this property answer text <p>The Preventing Sexual Violence in Conflict Initiative (PSVI) is part of the UK's Women, Peace and Security National Action Plan (NAP), which includes our strategy for tackling and preventing conflict-related sexual violence. The Foreign and Commonwealth Office is currently developing an additional three-year strategy on PSVI, which remains a top priority for the UK Government.</p><p>The Foreign and Commonwealth Office, Department for International Development (DFID) and the Ministry of Defence (MOD) will all contribute to this strategy, not only in London but across the network of Embassies in countries where conflict-related sexual violence issues are acute. This work will be overseen by the joint FCO-DFID Minister of State for South Asia and the Commonwealth and Prime Minister's Special Representative for Preventing Sexual Violence in Conflict, Lord Ahmad of Wimbledon.</p><p>Our PSVI objectives will remain to strengthen justice and support for survivors and hold the perpetrators to account; tackle the stigma faced by survivors, including children born of sexual violence in conflict; and prevent sexual violence in conflict. The Government will ensure the three-year strategy is survivor-centred, working closely with PSVI Survivor Champions throughout its development.</p>

star this property answer text <p>The Foreign and Commonwealth Office follows UK Government monitoring and evaluation good practice, tailored to what is most appropriate for the size of funding we deliver and the partners we work with. All programmes and projects must contribute to, and help realise, a Theory of Change and be appropriately monitored throughout delivery. Our Grant Agreements, Memoranda of Understandings or Contracts set out the reporting requirements for implementers. A review or evaluation of every completed project and programme must be carried out, tailored to what is appropriate for the size of funding we deliver. We are looking carefully at these processes in light of the findings by the Independent Commission for Aid Impact (ICAI).</p><p>The FCO works closely with academics and civil society organisations, including through our Preventing Sexual Violence in Conflict Initiative (PSVI) and Women, Peace and Security (WPS) working groups, to share information and help develop effective policy approaches towards the Government's policy objectives. It is standard practice for PSVI experts returning from overseas to provide detailed reporting post-deployment, which offers vital information that informs the Government's overall approach. . We recognise there are further improvements that can be made on sharing PSVI information. Building on lessons learned is central to improving access to information on preventing sexual violence in conflict.</p>

star this property answer text <p>The Foreign and Commonwealth Office published a response to the recommendations of the Independent Commission for Aid Impact (ICAI)'s review of the Preventing Sexual Violence in Conflict Initiative (PSVI) on 20 February. The recommendations will support the development of a PSVI strategy, and influence our policy and programming.. Progress in delivering the PSVI is set out in the 2019 Annual Human Rights Report and the Women, Peace and Security Annual report, both of which will be available later this year.</p> more like this

star this property answer text <p>The UK is fully committed to supporting survivors of conflict-related sexual violence and follows a survivor-centred approach. This includes working closely with survivor networks and organisations to ensure their perspectives inform Preventing Sexual Violence in Conflict Initiative policy and programming. In October 2019, the British Government announced the appointment of two Survivor Champions who advocate for support for all survivors and children of conflict-related sexual violence. The Champions will ensure survivors voices are integrated into policy discussions and have an impact on policy outcomes.</p> more like this

Foreign and Commonwealth Office-funded programmes within PSVI moved to a two-year programming cycle between 2018/19 and 2019/20 to allow for more strategic programming, although individual projects were contracted for one financial year to ensure effective learning and deliver value for money. Conflict Stability and Security Fund PSVI projects on the FCO baseline already operate multi-annually. The FCO will consider future funding cycles for FCO funded programmes as part of its preparation for the Spending Review when it resumes.</p> more like this

star this property answer text <p>The Foreign and Commonwealth Office published a response to the recommendations of the Independent Commission for Aid Impact (ICAI)'s review of the Preventing Sexual Violence in Conflict Initiative (PSVI) on 20 February. The UK is committed by law to spending 0.7% of its gross national income (GNI) each year on Official Development Assistance (ODA). To ensure this target is met, HM Treasury requires all ODA-spending government departments to spend at least 80% of their ODA funding by the end of a calendar year (i.e. 31 December). The FCO is therefore required to spend 80% of its ODA allocation before the end of December, and all funds (ODA and non-ODA) must be spent by the end of the financial year.</p> more like this
