answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>The National Institute for Health and Care Excellence (NICE) does not currently recommend any specific treatment for Alpha-1 Antitrypsin Deficiency (AATD).</p><p> </p><p>NHS England is engaging with NICE on the Highly Specialised Technologies evaluation of human alpha1-proteinase inhibitor for treating emphysema in adults with documented severe AATD (ID856). answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The Climate Change Act 2008 requires the Government to produce, every five years, an assessment of the risks to the United Kingdom arising from current and predicted climate change. Government published its second Climate Change Risk Assessment (CCRA) in January 2017 which endorses six priority risk areas identified by the independent evidence report produced by the Adaptation Sub-Committee in July 2016. This included risks to domestic and international food production and trade and potential opportunities from long-term, climate-related changes in global food production.</p><p> </p><p>The CCRA notes a number of potential risks to UK agricultural production arising from, for example, vulnerability to water shortages, pests and disease, and extreme weather events. The report also observes that warmer weather and longer growing seasons may improve agricultural productivity.</p><p><strong> </strong></p><p>The second National Adaptation Programme, published in July 2018, sets out how we aim to tackle the risks to domestic and international food production and trade that England is facing from a changing climate. For example, Government’s commitment to review and publish the updated UK Food Security Assessment.</p><p><strong> </strong></p><p>The Government is committed to taking action to mitigate climate change and to adapt to its impact. As the cornerstone of future agriculture policy, the new environmental land management system will use public money for the provision of public goods, including supporting farmers and other land managers to mitigate and adapt to climate change.</p><p>Agricultural greenhouse gas emissions have reduced by 16% since 1990, with many farms using more efficient agricultural practices. Land use, land use change and forestry continue to provide benefits in carbon sequestration. The Government recognises the importance of reducing emissions further in these sectors. answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>Defra provides funds to Local Authorities via the air quality grant fund for projects in local communities to tackle air pollution and reduce emissions affecting schools, businesses and residents. For example, in 2016/17, the London Borough of Islington were awarded £50,000 to run a local school focussed awareness and engagement campaign through the air quality grant, and in 2017/18, Spelthorne Borough Council were given £145,188 to run an awareness campaign in schools across Surrey.</p><p> </p><p> </p><p> </p><p>Local Authorities have a duty to monitor and assess air quality and to take action to reduce pollution where these breach statutory limits, and are best placed to determine local priorities. Their local knowledge and interaction with the communities that they serve mean that they know the issues on the ground in detail and the solutions that are best suited to local circumstances.</p><p> </p><p> </p><p> </p><p>Defra awarded a total of £2.4 million to local authorities from the 2017/18 air quality grant fund; £3.7 million was awarded to local authorities in 2016/17, and £0.5 million in 2015/6. £3 million has been allocated for 2018/19.</p><p> </p><p> </p><p> </p><p>The Government has also put in place a £3.5 billion plan to improve air quality and reduce harmful emissions, which includes £255 million for councils to improve air quality and a dedicated Clean Air Fund of £220 million for those local areas with the biggest air quality challenges. I understand that he now has a further opportunity of appeal.</p><p>The UK has raised this case at senior levels with the Government of Bahrain. Most recently, I discussed my concerns on the sentencing with the Ambassador of the Kingdom of Bahrain to the Court of St James’ on 5 November. We will continue to closely monitor the case as it makes its way through the judicial system.
