answer text
We are aware of reports that allege that a process of involuntary organ removal may be taking place in China, including suggestions that minority and religious groups are being specifically targeted. The British government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.

Reports by authors such as Kilgour, Gutmann and Matas are important sources of information about China’s organ transplant system. They rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China. However we do not agree with the claims of systematic organ harvesting of prisoners of conscience, assessing that the evidence they present does not substantiate such a claim.

The World Health Organisation (WHO) collates global data on organ donations and works with China. The WHO view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, although the WHO does have concerns about overall transparency.

We continue to review available evidence on this issue.

We have had a Counter Terrorism capacity-building programme in Indonesia since the 2005 terrorist attack in Bali and deliver training to the Indonesian National Police through the Jakarta Centre for Law Enforcement Co-operation. Our support includes teaching a broad range of counter terrorism investigation skills. We are also working to build first response capability for the emergency services. In March 2018, we supported the Bali regional government to run a live CT exercise. Finally, we are working with the Bali police to develop a cadre of police officers able to cascade CT Security Awareness training to the tourism sector.

more like this

answer text
Regrettably human rights defenders remain under attack in many parts of the world. In 2018 over 300 defenders were killed and thousands more imprisoned, attacked or tortured around the world. This is why, at the high-level meeting on human rights defenders at the UN on 18 December, we called on governments to allow human rights defenders to fight for human rights; allow civil society the space to engage with and, where needed, challenge governments without fear or reprisal; and to create an environment where democracy can flourish. In November we co-sponsored a new UN General Assembly resolution on freedom of assembly and association, further strengthening support for civil society and human rights defenders. Throughout 2019 our network of embassies and high commissions will continue to work with Human Rights Defenders using the UK Guidelines on Working with Human Rights Defenders, which were updated again in 2018, to inform their work. Last year on International Human Rights Day Lord Ahmad hosted key human rights defenders.
