answer text <p>The Ministry of Justice published prison population projections for 2022-2027 on 23 February: <a href="https://www.gov.uk/government/statistics/prison-population-projections-2022-to-2027" target="_blank">Prison population projections: 2022 to 2027 - GOV.UK (www.gov.uk)</a>.</p><p>To meet that demand we are delivering 20,000 extra places – the biggest expansion of prison capacity in over a century. We have already delivered over 3,100 places, including the recent re-roll of HMP Morton Hall and the brand-new prison, HMP Five Wells. 1,700 further places are being created through the delivery of HMP Fosse Way, due to open in spring this year.</p> more like this

answer text <p>The total population and capacity of the prison estate is published weekly at <a href="https://www.gov.uk/government/collections/prison-population-statistics" target="_blank">Prison population statistics - GOV.UK (www.gov.uk)</a>. The population and capacity of each individual prison is published monthly at the same link.</p><p>On 27 March 2020, the total population was 83,189 and the useable operational capacity of the estate was 85,583. On 2 December 2022, the total population was 82,896 and the useable operational capacity was 84,148.</p><p>A table showing the capacity, population and places out of use at each adult male prison on 2 December 2022 has been provided below. Prison capacity can be taken out of use temporarily for a number of reasons.</p><p>All new prison capacity is brought into use in a phased and controlled way, so only cells that are available for use are included below. With regard to places out of use, these have only been listed where the losses affect the deliverable operational capacity of the site, and so is limited to sites where losses are not mitigated by answer text <p>Over the next ten years, additional capacity will begin to come in to use through new build prison accommodation, existing accommodation returning to use following the completion of refurbishments, essential maintenance or places coming into use following a change in function.</p><p>We are delivering 20,000 additional, modern prison places, the biggest prison build programme in a century, ensuring the right conditions are in place to rehabilitate prisoners, helping to cut crime and protect the public. These places include the completed HMP Five Wells, the completion of our ongoing prison build HMP Fosse Way at Glen Parva, the construction of 4 new prisons, the expansion and refurbishment of the existing estate as well as temporary accommodation, of which we have already delivered around 3,100 additional prison places.</p> more like this

answer text <p>Each prison has a Regime Management Plan, which sets out the activities that need to be provided for. A “full regime” – normally described as “Green” on the RAG (Red/Amber/Green) rating system – means that, as the prison is fully staffed on the given day, all planned activities can take place and the establishment is able to meet all the relevant expectations. A “near-full” (Green/Amber) regime means that while the full range of activities can be delivered, there may be some limitations attached to work with low priority.</p><p>How any resource shortage is managed is generally at the Governor’s discretion: where necessary, the regime of activities may be curtailed in order to facilitate higher priority work. In all cases, the focus is on delivering consistent, safe, decent, secure and rehabilitative regimes.</p> more like this

answer text <p>HMPPS is committed to promoting prisoner welfare and wellbeing. This is ensured through a number of procedures and mandatory policies.</p><p>In relation to Time in the Open Air, subject to weather conditions and the need to maintain good order and discipline, all prisoners are afforded a minimum of 30 minutes in the open air daily. However, many prisoners may regularly benefit from more, including through participation in activities.</p><p>Prison cell occupancy in prisons in England and Wales is certified by the Prison Group Director (PGD) in accordance with the Certified Prisoner Accommodation Framework, which provides guidelines for determining cell capacities. Cells are only shared where a PGD has assessed them to be of an adequate size and condition.</p> more like this
