To extract this data would require a review of each separate case file to track their progress on licence.</p><p>Public protection is our priority and recall is used to ensure that offenders on licence who present a high risk of harm to the public or are at risk of re-offending are returned to custody as quickly as possible.</p><p> </p><p>Offenders on licence are subject to strict licence conditions, which are designed to enable the Probation Service to manage the risk that offenders may pose on release from prison and to safeguard public protection. All offenders on licensed supervision in the community are liable to recall to prison if they fail to comply with the conditions of their licence.</p>

star this property answer text <p>4,239 people - both adults and youths - who had no previous convictions for burglary offences were convicted of a burglary offence in year ending September 2018, of which 2,306 (54%) received a custodial sentence. A custodial sentence includes both immediate custody and suspended sentence orders.</p><p>Sentencing in individual cases is a matter for our independent courts, taking into account the particular circumstances of the offence and offender, and following any relevant sentencing guidelines.</p> more like this

star this property answer text <p>A Serious Further Offence (SFO) review is undertaken where an offender under statutory supervision in the community is charged with a qualifying offence – a “notification”. Not every offender charged with an SFO will eventually be convicted of an SFO.</p><p> </p><p>Serious further offences are rare. Fewer than 0.5% of offenders under statutory supervision are convicted of serious further offences. star this property answer text <p>A report by the Centre for Social Justice issued last year concluded that people addicted to heroin and crack cocaine account for 70% of shop thefts. MoJ is committed to ensuring the most vulnerable offenders, including those with drug addictions, are able to access appropriate support at the right time. This includes diverting offenders away from custody where appropriate.</p><p> </p><p>Unless we tackle the underlying causes of offending, we cannot protect the public from being victims of crime. Effective community orders can address offenders’ behaviour, answer their mental health and alcohol or drug misuse needs, and provide reparation for the benefit of the wider community.</p><p> </p><p>Data on the highest number of previous shoplifting offences for a person convicted of a shoplifting offence who was not given an immediate custodial sentence, and the sentence given in each such case, as well as data on the highest number of previous shoplifting offences for a person who received their first immediate custodial sentence for a shoplifting offence, covering the period year ending September 2016 – year ending September 2018, can be viewed in the table.</p><p> </p><p>There is persuasive evidence showing community sentences, in certain circumstances, are more effective than short custodial sentences in reducing reoffending. The MoJ study ‘The impact of short custodial sentences, community orders and suspended sentence orders on re-offending’ published in 2015 found that over a 1-year follow up period, a higher proportion of people re-offended having been sentenced to custody of under 12 months without supervision on release than other similar people given community orders.</p>
