However, financial need will vary significantly from family to family.</p><p>The department keeps under review the use of the 16-19 Bursary Fund to inform our understanding of whether it is providing effective support to our most economically disadvantaged students.</p><p>The defined vulnerable groups eligible for particular support from the 16-19 Bursary Fund are groups that generally do not receive financial support from their families. Young carers can receive help from the discretionary element of the 16-19 Bursary Fund, which is made available to education and training institutions. It is their role to determine which young people need bursaries and the level of financial support required to enable these students to participate.</p><p>Young carers are able to discuss their particular needs with their school or college, which can then provide appropriate individualised support. Government guidance for those institutions is very clear about the need to encourage young carers to apply for the bursary fund, to reassure them about confidentiality and to consider whether they need extra help because of their caring responsibilities. 	answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>This Government recognises and values the vital contribution made by all carers, young or old in supporting some of the most vulnerable in society including pensioners and those with disabilities.</p><p> </p><p>The Government thinks it is important that carers can maintain links with the education system and so carers are able to undertake part-time education and still receive Carer’s Allowance. However, there are no plans to change the current 21 hour study rule as we think it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, rather than the social security benefit system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Ensuring that the UK is competitive on the energy costs faced by manufacturing industry is an important element of our Industrial Strategy.</p><p> </p><p>The Department has made no specific assessments of the effect of energy costs on the sustainability of the UK chemical sector. We know the chemistry sector recognises the value of the work we have undertaken in partnership to reduce energy costs. The recently-launched Chemistry Council Strategy the sector has noted that:</p><p> </p><p>“Government and industry have worked together to help deliver improved energy costs for energy intensive industries (EII). Industrial energy prices and statistics are published quarterly by BEIS, most recently in September this year and calculations on volatility can be carried out on them.</p><p> </p><p>However energy prices and pricing arrangements paid by businesses in the UK chemical industry are laid out in contracts that are subject to commercial confidentiality. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>In the Chemistry Council Strategy the sector has welcomed the UK Clean Growth Strategy and its cost-effective approach to decarbonisation, including a joint Chemical Sector Roadmap Action Plan, with its focus on low carbon opportunities while ensuring affordable and internationally competitive energy.</p><p> </p><p>Since 2013 chemical sector businesses have received have received more than £160 million under the EU’s Emmisions Trading Scheme, Carbon Price Support, Renewables Obligation and Feed-In-Tariffs.</p><p> </p><p>The chemical industry will have the opportunity to benefit from the new Industrial Energy Transformation Fund announced in the Budget. This will help businesses, including those in the chemical sector, that use large amounts of energy to transition to using less.</p><p> </p><p>We anticipate that funding will be available for energy efficiency investments for a range of technologies relevant to the chemical industry, including more efficient compressors and pumps and transformative decarbonisation investments.</p><p> </p><p>Funding, backed by £315 million new money, will be available from 2020/2021, providing the Government time to consult on how the Fund should be implemented and providing businesses, including those in the chemical sector, with the time to prepare proposals.</p> answering member constituency Watford answering member printed Richard Harrington question first answered 19/11/2018 15:10:11 answering member 4068 label Biography information for Lord Harrington of Watford

	answer	answer is ministerial correction date of answer 23/11/2018 answer text <p>In the response to the consultation on driving offences and penalties relating to causing death or serious injury, published in 2017, the government proposed to increase the maximum penalties for causing death by dangerous driving and causing death by careless driving when under the influence of drink or drugs from 14 years’ imprisonment to life.</p><p> </p><p>The government is committed to making sure that the courts have sufficient powers to deal with driving offences appropriately and proportionately.</p><p> </p><p>We will bring forward proposals for changes in the law as soon as parliamentary time allows. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Through our Contracts for Difference scheme, which is our main mechanism for supporting new renewable electricity generation projects, contracts are awarded in a series of competitive auctions, with the lowest price bids being successful - which drives efficiency and cost reduction. The scheme has been a success, delivering substantial new investment and helping deliver significant reductions in the costs of some renewable technologies.</p><p> </p><p>In addition, the UK is likely to need significant new nuclear capacity in order to meet our carbon reduction commitments. We have always been clear that new nuclear must provide value for money. To that end, the Government’s Nuclear Sector Deal has set out a target for a 30 per cent reduction in the cost of new build projects by 2030.
