	answer	answer is ministerial correction date of answer 05/09/2019 answer text <p>As part of a responsible Government, the Department is doing everything appropriate to prepare for European Union exit. We want to reassure patients that we should be fully prepared for leaving on 31 October, and that our plans should ensure the supply of medicines and medical products remains uninterrupted when we leave the EU.</p><p>The Department is implementing a multi-layered approach, which consists of stockpiling where possible, securing freight capacity, changing or clarifying regulatory requirements, procuring additional warehousing, working closely with industry to improve trader readiness and putting in place the National Supply Disruption Response to manage potential shortages. This should ensure the continuity of supply of medicines and medical products following EU exit.</p><p>We continue to engage with stakeholders and update our communications regularly. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>NHS England does not believe that the closure of the Commissioning Support Programme will leave a gap in the review of treatments.</p><p>The topics that would have been referred to the Commissioning Support Programme will now be routed to the appropriate appraisal programme, undertaken by the National Institute for Health and Care Excellence (NICE), except where there is a clear rationale not to do so. NICE expects to implement this expansion from April 2020. It will be in a position to start progressing topics through the NICE topic selection process from the summer of 2019.</p><p>All policy propositions relating to topics previously being supported in development through the Commissioning Support Programme have been handed over at the agreed stage as for all topics, post stakeholder testing. These are now being progressed though the usual development process. This process is set out in ‘Methods: National Clinical Policies’ at the following link:</p><p><a href="https://www.england.nhs.uk/publication/methods-national-clinical-policies/" target="_blank">https://www.england.nhs.uk/publication/methods-national-clinical-policies/</a></p><p>The voluntary scheme agreed between Department and the Association of the British Pharmaceutical Industry on getting the best value and most effective medicines into use more quickly for branded medicines pricing and access was published in November 2018. Should a situation arise for the evaluation of multiple technologies for the same indication within the HST process, the feasibility and suitability of this would be considered at that point. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>Following agreement with the Department and industry as part of the 2019 Voluntary Scheme for Branded Medicines Pricing and Access (voluntary scheme), the National Institute for Health and Care Excellence (NICE) is now expected to undertake appropriate appraisal for all new active substances in their first indication, and extensions to their Marketing Authorisation to add a significant new therapeutic indication, except where there is a clear rationale not to do so. NICE expects to implement this expansion from April 2020. They will be in a position to start progressing topics through the NICE topic selection process from the summer of 2019.</p><p>The topics that would have been referred to the Commissioning Support Programme will now be routed to the appropriate appraisal programme instead.</p><p>Furthermore, NHS England advises that all policy propositions that were previously being developed by the Commissioning Support Programme have been handed over to the relevant committee, to bring them in line with the usual development process. 	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>The United Kingdom participates in various transparency initiatives, including the European Integrated Price Information Database, the World Health Organization’s Pharmaceutical Pricing Reimbursement Information Network, and the Global Fund Price and Quality Database. The UK has a long-established and globally-recognised track record of assessing the price of new, innovative medicines according to their clinical value, rather than pricing by their development costs or international reference prices.</p><p>We believe that is the right approach: ensuring the development of the best medicines in areas of high unmet need are rewarded. Through its technology appraisal and highly specialised technologies programmes, NICE plays an important role in ensuring that patients are able to benefit from effective new treatments, including treatments for small numbers of patients. NICE has recommended a number of drugs for small patient populations through these programmes that are now routinely funded by the National Health Service for eligible patients.</p><p> </p><p>NICE periodically reviews its methods and processes to ensure that they keep pace with developments in science and healthcare.
