star this property answer text <p>The Government is making £1.6 billion available to support the remediation of unsafe cladding. This will deal with some of the highest risk and highest cost safety defects in our existing high rise stock, protecting leaseholders from the vast majority of these costs. However, government funding is not the only means of funding remediation. <br> <br> The Government expects building owners to meet costs without passing them on to leaseholders wherever possible, through their own resources or by recovering costs from applicable warranty schemes or from the developers or contractors who were responsible for the installation of installed unsafe cladding, as has happened with more than half of the private sector buildings with Aluminium Composite Material cladding. <br> <br> In parallel, Government adviser Michael Wade, is developing a financing solution that will help protect leaseholders from unaffordable remediation costs while making sure these do not fall to the taxpayer.</p> more like this

star this property answer text <p>We have announced an additional £27 million, on top of the existing £35 million already being provided, to pay for the installation of fire alarm systems in all buildings with a waking watch regardless of height or the reason for the waking watch being in place. <br> <br> Waking watch measures should only be used in the most exceptional circumstances and for the shortest period possible. The installation of common alarms systems is an  approach supported by current industry led guidance that will keep residents safe and end the misuse of costly waking watch measures, which are usually paid for by leaseholders. <br> <br> Funding is available for the installation of alarms where waking watches are in place at the time of the fund launch.</p> more like this

star this property answer text <p>The Government has been clear in its expectation that all owners of high rise residential buildings with Aluminium Composite Material (ACM) cladding complete remedial works by the end of 2021 or face further action. For other types of unsafe cladding, the Government is making £1 billion available to fund the removal of unsafe non-ACM cladding in 2020/21</p><p><br> In addition, the application guidance clearly states that applicants must be in a position to evidence that remediation works will commence onsite prior to 31 March 2021 and, once funding is granted, must subsequently ensure that remedial works are delivered at pace</p><p><br> The Department published registration statistics for the Building Safety Fund on 30 September and is continuing to work with building owners to progress applications.</p> more like this

We have also appointed construction experts who are reviewing remediation timescales and identifying what can be done to increase pace, along with providing direct expert support to projects.</p><p> </p><p>Where building owners have failed to act, despite government support, the Government has supported enforcement action by Fire and Rescue Services and local authorities. We are also holding case conferences to discuss specific buildings of greatest concern with the relevant local authorities to agree action plans.</p><p> </p><p>Housing and building safety are devolved matters, and the progress of remediation in Scotland, Wales and Northern Ireland is a matter for their respective devolved administrations.</p> more like this

star this property answer text <p>The Department has been investigating what can be done to reduce the cost of Waking Watch. We will shortly publish data on Waking Watch costs so that there is transparency on the range of costs and comparisons can be clearly made. In addition, the National Fire Chiefs Council (NFCC) has published updated guidance for buildings where <em>Stay Put</em> has been suspended, emphasising that these are short term measures and encouraging greater use of more cost-effective measures such as alarm systems to replace or reduce dependency on Waking Watch wherever possible. The Government is providing £1.6 billion of public subsidy to ensure remediation of high rise buildings with unsafe cladding happens at pace and so residents and their homes are made safe for the long term, and  interim measures, such as a Waking Watch, are no longer required.</p> more like this

star this property answer text <p>The Building Safety Fund will cover all reasonable costs for eligible works that are necessary to remediate unsafe non-ACM cladding systems on high-rise residential buildings, including a range of direct project costs such as professional team fees and managing agents' fees in respect of administering qualifying expenditure. <br> <br> Reasonable costs must be informed by an industry standard approach to specification and procurement of works, having regard to cost benchmarks established from comparable projects. <br> <br> Higher than expected costs will be challenged and will be subject to further scrutiny, and the level of grant may be reduced. The Government is considering the recommendations in the report on the regulation of property agents from the working group chaired by Lord Best, and we will continue to work with the industry on improving best practice.</p> more like this

star this property answer text <p>Local planning authorities are required to publicise certain types of planning applications in local newspapers as set out in Article 15 of the Town and Country Planning (Development Management Procedure) (England) Order 2015.</p><p>In the response to coronavirus restrictions, temporary regulations have been introduced to supplement the existing statutory publicity arrangements for planning applications. Local planning authorities now have the flexibility to take other reasonable steps to publicise applications if they cannot discharge the specific requirement for newspaper publicity – for instance, if the local newspaper is not now in circulation. <br> <br>These steps can include the use of social media and other electronic communications, such as local online news portals, and must be proportionate to the scale and nature of the proposed development. However, if a local planning authority is required to publicise a planning application in a local newspaper, and that paper is still in circulation, then they must continue to do so.</p><p> </p>
