In the Future Telecoms Infrastructure Review, the Government set out how the 3.6 GHz band could facilitate access to spectrum to support 5G services, thus promoting dynamic efficiency and innovation through more flexible approaches to spectrum licensing.</p><p> </p><p>We welcome Ofcom’s consultation document on the 700 MHz and 3.6-3.8 GHz release for 5G services. Whilst Ofcom have provisionally stated that these bands will be auctioned on a national basis, the Government continues to explore spectrum sharing models which would allow community or small provider solutions to meet the needs of local areas.</p><p> </p><p>DCMS meets regularly with Ofcom to discuss these issues and consider future use cases for 5G technologies. However as Ofcom is the national regulatory authority, they are responsible for managing spectrum and ensuring that spectrum is used in the most effective way to facilitate such growth.</p><p> </p><p>More broadly, the Government believes that there should be greater liquidity in the spectrum market and barriers to spectrum trading should be removed. 	answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>In the second chapter of the Government's Childhood Obesity Plan, published in June, we committed to consult by the end of 2018 on introducing a 9pm watershed on TV advertising of HFSS products and similar protection for children viewing adverts online - with the aim of limiting children’s exposure to HFSS advertising, and incentivising sugar and calorie reduction.</p><p> </p><p>Alcohol advertising is not in scope for this work because the consultation is focused on products that children consume.</p><p> </p><p>As with HFSS advertising, alcohol advertising in the UK is regulated by the Advertising Standards Authority (ASA), the industry’s independent regulator, who enforce the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. The Codes apply to all media, including broadcast and online, and set standards for accuracy and honesty to which advertisers are expected to adhere, including specific conditions on advertising to children, causing offence and social responsibility.</p><p> </p><p>The Codes recognise the social imperative of ensuring alcohol advertising is responsible. They are regularly reviewed and updated by the industry to ensure they remain effective, and proposed changes to the Codes are routinely subject to public consultation. This work will play an important role in promoting and ensuring fairness and the ethical use of data to deliver maximum benefits for society. An interim update on these projects is expected in summer 2019.</ins></p><p> </p><p><ins class="ministerial">Further, it is essential that AI developed in the UK reflects the needs and make-up of society as a whole and that industry and the public sector are able to access the greatest supply of talent in terms of numbers. Increasing diversity in the AI workforce is vital to ensure that everyone with the potential to participate has the opportunity to do so. This would be achieved through encouraging market competition and commercial investment, whilst intervening in uncommercial areas through an Outside-In approach.</p><p> </p><p>Over £1.7bn of public money has been invested in the BDUK superfast programme, which met our target to extend superfast coverage to 95% of UK premises by December 2017. Further investment through BDUK to reach 97% superfast coverage will be solely through full fibre deployment</p><p> </p><p>Starting in April 2019, the £200m Rural Gigabit Connectivity programme announced in the 2018 budget will also deliver full fibre connections to local hubs in rural areas, starting with primary schools, alongside vouchers for connectivity to nearby premises.</p><p> </p><p>Government is also supporting competitive commercial investment through the £400m Digital Infrastructure Investment Fund, which is expected to unlock over £1bn investment in full fibre. Since Summer 2017, the £294m Local Full Fibre Networks programme is also stimulating commercial investment in full fibre networks. This includes our £67m Gigabit Broadband Voucher Scheme, available to homes and businesses across the UK.</p><p> </p><p>In addition, the Government is continuing to address barriers to deployment. We published two consultations on policy options to reform existing access arrangements to provide a right of entry for communication providers in cases of absentee landlords, and to ensure full fibre connections to new build developments. These consultations are now closed and the Government will publish responses shortly.</p><p> </p><p>Industry have continued to respond with commitments to full fibre rollout. CityFibre recently announced a £2.5bn investment plan to expand its full fibre network to 5 million homes in partnership with Vodafone, and Hyperoptic have secured funding to target up to 5 million homes by 2024, whilst Openreach have expanded the reach of its Fibre First rollout to 25 towns, cities or boroughs. This includes G.fast technology, which is used by Openreach to deliver ultrafast speeds of more than 100 Mbps, using their existing part-copper infrastructure.</p><p> </p><p>However, the Government is clear that demand for faster, more reliable and resilient broadband will rise and that the UK needs to increase the number of full fibre connections to deliver a nationwide gigabit capable broadband network by 2033. Our Future Telecoms Infrastructure Review (FTIR), published in July 2018, set out a strategy for delivering that ambition. This includes direct investment into full fibre through the £190 million Local Full Fibre Networks (LFFN) Challenge Fund and the £67 million Gigabit Voucher Scheme. At Budget, the Chancellor announced a further £200 million from the National Productivity Investment Fund (NPIF) to pilot innovative approaches to deploying full fibre in rural areas.</p><p> </p><p>The Government is also working to improve mobile broadband. We are committed to extending geographic coverage to 95% of the UK by 2022, and to becoming a world leader in 5G, with the majority of the population covered by a 5G signal by 2027. 	answer	answer is ministerial correction date of answer 14/12/2018 answer text <p>The Government’s policy is to ensure world-class broadband connectivity across the UK, including in rural areas, and includes the following steps which have been designed to improve broadband and mobile phone coverage in rural areas.</p><p> </p><p>£1.7 billion of public money is being invested to support vital improvements in superfast broadband coverage across the UK, including in rural areas. In December 2017, we met our target to extend superfast coverage to 95% of UK premises, and we expect to reach at least 97%. .</p><p> </p><p>We have also put in place legislation to create a new Universal Service Obligation giving every household and business the right to request a broadband connection of at least 10 Mbps by 2020, to ensure no-one is left behind. In addition, the Better Broadband Scheme provides additional voucher funding to UK premises that do not have access to an affordable broadband service delivering at least 2Mbps. This will provide a safety net until the USO is in place by 2020</p><p> </p><p>We want to provide world class digital connectivity that is gigabit-capable, reliable, long-lasting and widely available across the UK. We have set ambitious targets - for 15 million premises to be connected to full fibre by 2025, with nationwide coverage by 2033. In the Future Telecoms Infrastructure Review, we set out our long term national strategy to meet these targets, and to ensure that rural and remote areas are not left behind. Critical to delivering this ambition, is the “outside-in” approach set out in the review, which seeks to ensure that the harder to reach, mostly rural areas which are not viable for commercial investment - are addressed at the same pace as the rest of the country.</p><p> </p><p>The £200m Rural Gigabit Connectivity (RGC) programme announced in the Budget on 29 October 2018 marks the first step in this “outside-in” process and will prioritise the delivery full fibre to premises in rural and remote areas. The RGC builds on the Local Full Fibre Networks programme which includes a £190 million Challenge Fund designed to stimulate commercial investment in full fibre networks in both rural and urban locations across the UK. In addition, Defra has also allocated £30 million of grant funding from the Rural Development Programme for England, targeted at helping to connect businesses with superfast broadband in hard to reach rural areas.</p><p> </p><p>On Mobile services, the Government is committed to ensuring that the UK has good quality, consistent mobile connectivity where people live, work and travel. Mobile coverage has significantly improved over recent years, with 87% of UK landmass having a 4G signal from at least one operator (compared to 78% in 2017). My Department is also working across Government, and with others, to ensure delivery of our manifesto commitment to secure 95% geographic coverage of the UK by 2022. Ofcom has also updated its Code of Practice on Broadband Speeds.</p><p> </p><p>The ASA also reviewed the use of the term ‘fibre’ to describe part-fibre and full-fibre broadband and concluded in November 2017 that the term 'fibre' is unlikely to mislead consumers as currently used in the advertising of part-fibre broadband services. In June 2018, the Administrative Court granted CityFibre permission to proceed with its Judicial Review (JR) of the ASA's decision. The next stage is for the Administrative Court to make a substantive decision on the JR.</p><p> </p><p>The Government remains committed to working with regulators and industry to ensure that consumers receive clear, concise and accurate information in order to make informed choices about their broadband, particularly as the rollout of new technologies like full fibre broadband increases. This has been re-invested into a number of recent Superfast contracts and change requests. Furthermore in many cases those contracts have consisted of a mixture of Fibre to the Cabinet and Fibre to the Premise. This includes quarterly financial reporting on all spend to deliver the contract, including supplier contribution. Each payment request from the supplier must include supporting evidence that the costs are genuine and comply with the contractual definition of qualifying expenditure before payment can be made.</p><p>Once build has completed and been signed off by the contracting authority, all of the costs declared over the life of the build, including those funded by the supplier, are reviewed and compared to the contract baseline to confirm their eligibility against the contract. Similarly, 96.8% of premises in the city of Birmingham has access to Superfast broadband.</p><p> </p><p>The West Midlands area is slightly higher with 97% of premises having this access. This is up from 60% in 2010. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Ministers and officials hold regular discussions with Ofcom on a range of issues, including on the provision of children’s content.</p><p> </p><p>With the Digital Economy Act 2017, Ofcom was given new powers to publish criteria on commercial public service broadcasters’ provision of children’s programming and, if appropriate, to set related conditions. In response to this, in November 2017 Ofcom launched a review of children’s content. 	answer	answer is ministerial correction date of answer 18/12/2018 answer text <p>The government is committed to sign and ratify the Withdrawal Agreement, which will allow for the Implementation Period until December 2020. During the Implementation Period, UK-based broadcasters will be free to broadcast to the EU with their Ofcom licence, and the government will be given an opportunity to negotiate the details of the future relationship between the EU and the UK.</p><p> </p><p>Broadcasting is not excluded or carved out of the political declaration, which is typically the case for trade agreements. Furthermore, the UK is a signatory to the Convention on Transfrontier Television which means that films and TV programmes made or produced in the UK will continue to have the status of European Works, which is of significant importance for industry.</p><p> </p><p>Ultimately, the future relationship with the EU on broadcasting, including on licensing arrangements, will depend on the exit negotiations. The UK is committed to seek the best possible arrangement for broadcasting that will work for UK businesses and audiences, and we will work closely with the sector to update them on any new developments.
