Furthermore, DCMS is leading a cross-government review into the supply chain arrangements for the UK’s telecoms infrastructure. 	answer	answer is ministerial correction date of answer 19/02/2019 answer text <p>The Government’s key objectives in relation to spectrum are ensuring the efficient and effective use, improving mobile coverage and encouraging innovation and investment in new 5G services to meet future demand. In the Future Telecoms Infrastructure Review, the Government set out how the 3.6 GHz band could facilitate access to spectrum to support 5G services, thus promoting dynamic efficiency and innovation through more flexible approaches to spectrum licensing.</p><p> </p><p>We welcome Ofcom’s consultation document on the 700 MHz and 3.6-3.8 GHz release for 5G services. Whilst Ofcom have provisionally stated that these bands will be auctioned on a national basis, the Government continues to explore spectrum sharing models which would allow community or small provider solutions to meet the needs of local areas.</p><p> </p><p>DCMS meets regularly with Ofcom to discuss these issues and consider future use cases for 5G technologies. However as Ofcom is the national regulatory authority, they are responsible for managing spectrum and ensuring that spectrum is used in the most effective way to facilitate such growth.</p><p> </p><p>More broadly, the Government believes that there should be greater liquidity in the spectrum market and barriers to spectrum trading should be removed. The Future Telecoms Infrastructure Review set out the potential benefits of a dynamic spectrum access model for rural areas that are less likely to be covered by 5G mobile networks.</p><p> </p><p>Fast, reliable connectivity can deliver economic, social and well-being benefits for both rural businesses and residents, creating opportunities for businesses to tap into a global customer base and for people to work more efficiently.</p><p> </p><p>Government continues to explore this and other spectrum sharing models and therefore welcomes Ofcom’s recent consultation documents on spectrum sharing and their proposals toward flexible licensing practices. There is potential for the Department to make available up to an additional £25m over the same time period.</p><p> </p><p>The project is in a mobilisation stage of work, which the Department is co-funding with the West Midlands Combined Authority (WMCA). 	answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>In the second chapter of the Government's Childhood Obesity Plan, published in June, we committed to consult by the end of 2018 on introducing a 9pm watershed on TV advertising of HFSS products and similar protection for children viewing adverts online - with the aim of limiting children’s exposure to HFSS advertising, and incentivising sugar and calorie reduction.</p><p> </p><p>Alcohol advertising is not in scope for this work because the consultation is focused on products that children consume.</p><p> </p><p>As with HFSS advertising, alcohol advertising in the UK is regulated by the Advertising Standards Authority (ASA), the industry’s independent regulator, who enforce the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. The Codes apply to all media, including broadcast and online, and set standards for accuracy and honesty to which advertisers are expected to adhere, including specific conditions on advertising to children, causing offence and social responsibility.</p><p> </p><p>The Codes recognise the social imperative of ensuring alcohol advertising is responsible. They are regularly reviewed and updated by the industry to ensure they remain effective, and proposed changes to the Codes are routinely subject to public consultation. 	answer	answer is ministerial correction date of answer 13/02/2019 answer text <p><del class="ministerial">While we have seen some success with voluntary measures to improve online safety, Government has been clear that tech companies need to take more consistent and effective action to tackle online harms.</del></p><p> </p><p><del class="ministerial">A joint DCMS-Home Office White Paper will be published shortly, setting out clear responsibilities for tech companies to keep their users safe online</del>.</p><p> </p><p><ins class="ministerial">The Government recently set up the Centre for Data Ethics and Innovation to provide independent, expert advice on the measures needed to enable and ensure safe, ethical and innovative uses of AI and data-driven technologies.</ins></p><p><ins class="ministerial">The first two projects the Centre will study include: the use of data in shaping people's online experiences; and the potential for bias in decisions made using algorithms. This work will play an important role in promoting and ensuring fairness and the ethical use of data to deliver maximum benefits for society. An interim update on these projects is expected in summer 2019.</ins></p><p> </p><p><ins class="ministerial">Further, it is essential that AI developed in the UK reflects the needs and make-up of society as a whole and that industry and the public sector are able to access the greatest supply of talent in terms of numbers. Increasing diversity in the AI workforce is vital to ensure that everyone with the potential to participate has the opportunity to do so.
