star this property answer text <p>No assessment has been made.</p><p> </p><p>The £20 per week uplift to Universal Credit and Working Tax Credit was announced by the Chancellor as a temporary measure in March 2020 to support those facing the most financial disruption as a result of the public health emergency. This measure remains in place until March 2021. As the Government has done throughout this crisis, it will continue to assess how best to support low-income families, which is why we will look at the economic and health context before making any decisions.</p><p> </p><p>There are no plans to extend the temporary £20 uplift to legacy benefits. Claimants on legacy benefits can make a claim for Universal Credit (UC) if they think they will be better off and should check carefully their eligibility and entitlements under UC before applying, as legacy benefits will end when claimants submit their UC claim and they will not be able to return to them in the future. For this reason, prospective claimants are signposted to independent benefits calculators on GOV.UK. Neither DWP nor HMRC can advise individual claimants whether they would be better off moving to UC or remaining on legacy benefits.</p><p> </p><p>No assessment has been made with regards to suspending the benefit cap. There are currently no plans to change the Benefit Cap.</p>

star this property answer text <p>It is wrong to say that workers on zero-hour contracts, who are not working as a result of the covid-19 outbreak, are unable to qualify for Universal Credit because they are considered to have employment.</p><p><strong> </strong></p><p>Universal Credit is payable in and out of work including for those working zero-hour contracts, part-time or temporary jobs.</p><p> </p><p>The amount of Universal Credit paid to claimants reflects, as closely as possible, the actual circumstances of a household during each monthly assessment period. Monthly assessment periods align to the way the majority of employees are paid and also allows Universal Credit to be adjusted each month. This means that if a claimant’s income falls, they will not have to wait several months for a rise in their Universal Credit.</p><p /><p>The Chancellor has also confirmed that, depending on their status, workers on zero hour contracts may be eligible for the Coronavirus Job Retention Scheme and we would urge people to explore this avenue too.</p>

star this property answer text <p>The department has now delivered over 353,000 CO2 monitors to over 99% of eligible maintained schools, further education colleges, and the majority of early years providers. Special schools and alternative provision education providers were prioritised, given their higher than average number of vulnerable pupils. Deliveries to these providers are now complete. Final deliveries to providers will be made shortly.</p><p>All education providers should receive approximately one CO2 monitor per two teaching rooms. The monitors are portable and so they can be moved around to test their full estate. Feedback from education providers is that they are finding the monitors helpful to manage ventilation and, in the majority of settings, existing ventilation measures are sufficient.</p><p>The private sector is autonomous, and it is up to individual providers to decide on whether they want to purchase CO2 monitors. There is no mandate from government to do so. Youth clubs were not included in the rollout of CO2 monitors as youth clubs are autonomous and able to determine their own arrangements to keep young people and staff as safe as possible.</p><p>Throughout the COVID-19 outbreak, the department has emphasised the importance of ventilation and had supplied guidance to education providers on ventilation requirements.</p>

star this property answer text <p>The Children and Families Act 2014, amended the Children Act 1989 to place a duty on local authorities to assess the needs of young carers. The duties have remained in place throughout the COVID-19 outbreak. Local authorities must ensure young carers are identified and referred to appropriate support if needed, and that the young carers are not taking on excessive or inappropriate care and support responsibilities. This provision works alongside those for assessing adults in the Care Act 2014, to enable whole family approaches to assessment and support.</p><p>On 7 September 2021, we announced investment of an additional £5.4 billion over three years in social care, which includes a commitment to take steps so that unpaid carers have support, advice and respite fulfilling the goals of the Care Act 2014. We will work with the sector, including unpaid carers to develop more detail on our plans and publish further detail in a White Paper for reform later this year. We have also provided councils with access to over £1 billion of additional funding for social care in the 2021/22 financial year. This will support councils to maintain care services while keeping up with rising demand and recovering from the impact of COVID-19.</p>

star this property answer text <p>The Office for Health Improvement and Disparities has reported on excess mortality throughout the COVID-19 pandemic. In the year to 24 February 2023, there were 45,232 excess deaths in England. Excess deaths are not reported by ambulance service region.</p><p>Tables showing the ambulance response times against the national standards in the last 12 months by the Yorkshire Ambulance Service and in England are attached.</p><p>The information requested on serious incidents in ambulance trusts across the last 12 months is shown in the attached table.</p><p>No such estimate of excess deaths attributed to long ambulance waiting times has been made. There are a wide variety of factors contributing to excess deaths. It is likely that a combination of factors has contributed to excess deaths over the last 12 months, including high flu prevalence, cold weather, the ongoing challenges of COVID-19 and health conditions such as heart disease and diabetes.</p><p>The number of deaths in ambulances waiting outside hospitals is not collected centrally.</p>

star this property answer text <p>Whilst the Department holds no specific information about lessons learned from serious incidents reported by Yorkshire Ambulance Service in the last two years, these incidents should be closed by the relevant commissioner when they are satisfied that the investigation report and action plan meet the required standard. This ensures that the fundamental purpose of investigation, which is to ensure that lessons can be learnt to prevent similar incidents recurring, is realised.</p><p>NHS England published the Patient Safety Incident Response Framework in August 2022. It replaces the Serious Incident Framework and fundamentally shifts how the National Health Service responds to patient safety incidents for learning and improvement. All providers are expected to transition to the new framework by Autumn 2023.</p><p>To address the pressures the ambulance service is facing, the NHS has published a delivery plan for recovering emergency care, which aims to reduce Category 2 ambulance response times to 30 minutes next year with further improvements towards pre-pandemic levels the following year. Backed up by a £1 billion dedicated fund, the plan will include the delivery of 800 new ambulances including specialist mental health ambulances.</p>
