star this property answer text <p>The SEND and AP green paper sets out the government's proposals to improve the outcomes and experiences of children and young people with SEND and their families. The proposals aim to drive national consistency in how needs are assessed, identified, and met across education, health and care through the introduction of national standards. These standards are intended to set out the full range of support for meeting all needs, including those of children and young people with more complex needs. The standards will also include guidance and best practice on reasonable adjustments for disabled children.</p><p>As part of our proposals, our aim is to provide parents and carers with a clearer understanding of the support that should be available to meet their child’s needs and support them to make an informed choice about which education provider they would like their child to attend. Where specialist provision is required, the department is consulting on proposals for a simplified process where parents and carers will be supported to express an informed preference for a suitable placement from a tailored list of providers that are appropriate to meet their child’s needs. The expectation is that all schools on the list will be able to meet the child’s special educational needs as identified in their education health and care needs assessments. This aims to give parents and carers clarity on what is available locally which may still include mainstream, special, independent or out of borough provision where appropriate in order to meet the child’s needs. Our intention is that this will lead to greater transparency about what is available for children and young people in their local school and greater clarity about how it can be provided. The department also aims for this to improve the choice offered to parents and carers by suggesting options they may not have otherwise considered.</p><p>All of the proposals within the green paper are currently open to a full public consultation and the department will be listening carefully to all views expressed to ensure policies secure the departments ambitions to improve outcomes and parental confidence in the system. The department is committed to ensuring everyone has the opportunity to take part in the consultation and encourages everyone to do so.</p>

star this property answer text <p>The most recent model articles of association for use by mainstream academies, last updated on 30 June 2021 states:</p><p> </p><p>“Notwithstanding the number of Members from time to time, the maximum aggregate number of votes exercisable by Local Authority Associated Persons shall never exceed 19.9% of the total number of votes exercisable by Members in general meeting and the votes of the other Members having a right to vote at the meeting will be increased on a pro-rata basis.”</p><p> </p><p>This remains the department’s policy position, and we have no plans to change this approach for most types of academy trusts.</p><p> </p><p>The department is testing an approach to allow local authorities to establish new multi academy trusts, where there is a need, to which the above limit on local authority Associated Persons shall not apply. We will, however, require at least one member to be independent of any association with the local authority. We will work with a small number of local authorities to test the concept. Local authority-established multi-academy trusts will be subject to the same oversight and, where necessary, intervention as all trusts. star this property answer text <p>The department published a report on the condition of the school estate in England in May 2021, entitled ‘Condition of School Buildings Survey – Key Findings’. We plan to publish the underlying school level building condition data, collected in the Condition Data Collection programme, later this year.</p><p>Local authorities, academy trusts and governing bodies are responsible for the management of the physical condition and building safety in schools, using their local knowledge, and understanding of their school estate. This includes carrying out the appropriate surveys, condition checks and fire safety inspections on an on-going basis.</p><p>Last year, the department wrote to all responsible bodies in England to remind them of their responsibilities to manage their school estate effectively, maintain it in a safe working condition, and to comply with all relevant regulations. The department supports responsible bodies to keep school buildings safe and fit for purpose with an extensive range of guidance. star this property answer text <p>The current academisation rate is 46.2% of all state-funded schools, which represents 9,990 academies and free schools compared to 11,623 local authority maintained schools. Of these academies, 54% are in trusts with fewer than ten schools and fewer than 7,500 pupils.</p><p> </p><p>The average costs of converting community schools to academy status, and of forming trusts of at least ten schools or 7,500 pupils, will vary significantly. This is because the cost depends on the circumstances of each school and trust at the time, such as whether the school is converting via the sponsored or converter route.</p> more like this

star this property answer text <p>The government has great sympathy for those affected by historical adoption practices. Our hearts go out to the parents and children of those involved. Although from a modern perspective these practices are clearly wrong, they took place at a time when society shared very different values.</p><p><br> Thankfully society today takes a very different attitude to single parents. Lessons of the time have been learned and led to significant changes to legislation and practice. Single parents are now supported to help ensure that children and their families stay together, and children are only removed permanently by a court, without the consent of the parents, if it is satisfied that the child is suffering significant harm or is likely to suffer significant harm.</p><p> </p><p>Parents now have legal representatives appointed to support them, to ensure their views are heard and that evidence put forward can be challenged. In addition, NHS maternity services now have robust policy guidance and processes in place to safeguard care for vulnerable women and babies.</p><p> </p><p>A range of help and support is available for those affected by historical adoption practices. For example, they can access intermediary services, provided by local authorities, voluntary adoption agencies and registered adoption agencies, to help them trace their birth children or birth parents and establish whether contact is possible. Birth relatives and adopted adults can also add their details to the Adoption Contact Register at the General Register Office to find a birth relative or an adopted person.</p><p> </p><p>We recognise that none of the above can change the heartbreak and impact of things done in the past and repeat again our deepest sympathy for all those affected.</p>

We do hold information on the numbers of children who return to care who had had a previous permanence arrangement.</p><p>Figures by region on the number of children who started to be looked after who had a previous permanence arrangement under an adoption order, are shown in the table. National figures are available in table C1 of the statistical release Children Looked After in England (including Adoption) year ending 31 March 2021 at: <a href="https://explore-education-statistics.service.gov.uk/data-tables/children-looked-after-in-england-including-adoptions" target="_blank">https://explore-education-statistics.service.gov.uk/data-tables/children-looked-after-in-england-including-adoptions</a>.</p><p>National figures showing the reasons why a child changed placement from a fostering arrangement during a year are also available in the same statistical release in table B4 via the above link. The figures in the attached table show this breakdown by region.</p><p>There are many factors that contribute to instability and placements ending in an unplanned way. Since April 2015 we have been collecting the ‘reason for placement changes’ as part of the children looked after data return submitted by local authorities. This helps us to better understand why children move, at a national and local level. However, it is not possible to make a full interpretation of whether these placements were successful or not from the categories described.</p><p>Some placement moves are necessary, particularly when part of a plan to find a longer term or permanent home for a child. Planned moves are often in the best interests of the child - a first placement may be organised at short notice due to an emergency and may not be a perfect fit, or a child may need a short-term placement for specialist care.</p>

We recognise the importance of such support plans being in place even before the child moves into their adoptive family.</p><p>The adoption strategy focuses on the clear need to find families for children, not children for families, and for recruitment campaigns to focus particularly on seeking adopters for those children who often wait the longest. The strategy also sets out a range of ways to improve matching. As well as promoting existing methods and tools to secure matches for children without delay, we want to see new processes and procedures put in place to speed up the sharing of adopters across regions.</p> more like this
