Friend the Minister for Women and Equalities has frequent discussions with cabinet colleagues on a range of equalities matters.</p><p> </p><p>The Department for Health and Social Care lead on policy relating to the human papillomavirus (HPV) vaccine. Advice from the Joint Committee on Vaccination and Immunisation is that there may be considerable benefit in offering the HPV to other individuals who have a similar risk profile to that of the men who have sex with men (MSM) population attending Specialist Sexual Health Services and/or human immunodeficiency virus (HIV) clinics. However we have serious concerns about the continued lack of respect for civil and political human rights in China, particularly relating to the rights of ethnic minorities; the death penalty; freedom of expression, association and assembly; and freedom of religion or belief.</p><p> </p><p>The advent of advanced surveillance technologies has facilitated increased restrictions on the rights of citizens in China. This has been particularly noticeable in Xinjiang, where there are credible reports of over a million Uyghurs and other minorities being detained in so called “re-education camps”. Reliable reporting suggests the region is subject to widespread surveillance, overt discriminatory profiling of members of ethnic minorities, and an omnipresent security apparatus. We currently have particular concerns relating to the persecution of certain ethnic minorities, including Uyghur Muslims in Xinjiang; the use of the death penalty; and reductions in freedom of expression, association and assembly; and limits on freedom of religion or belief.</p><p> </p><p>While I have not made recent representations to my Chinese counterpart on the protection of civil society groups and human rights in China, the British Government remains committed to raising these issues with the Chinese authorities, and will continue to do so. The Prime Minister spoke about human rights during her most recent visit to China. Additionally, the Foreign Secretary highlighted his concerns about human rights in China with State Councillor and Foreign Minister Wang Yi during his last visit to China in July 2018; I also did the same with my counterpart earlier that month.</p><p> </p><p>Moreover, we highlight our human rights concerns publicly in the Foreign and Commonwealth Office's Annual Report on Human Rights and Democracy – the 2019 report was published earlier this month. The United Kingdom has also taken regular action bilaterally and multilaterally, including in the March 2019 session of the United Nations Human Rights Council, to support civil society groups in the country. During China’s last Universal Periodic Review, we asked China publically what steps it is taking to ensure these groups are protected from detention and harassment. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>The Government has made no such assessment.</p><p>The NHS England guidance ‘Commissioning Excellent Nutrition and Hydration (2015-2018)’ supports commissioners to develop strategies and address issues related to improvements in delivery and commissioning of nutrition and hydration needs in acute services and the community. The guidance has been developed in conjunction with key partners including the British Dietetic Association and the British Association for Parenteral and Enteral Nutrition.</p><p>In addition, the National Institute for Health and Care Excellence (NICE) is responsible for publishing clinical guidelines for the National Health Service. ‘Nutrition support for adults: oral feeding, enteral tube feeding and parenteral nutrition’ (NICE Clinical Guideline 32) provides advice to the NHS to help identify patients who are malnourished or at risk of malnutrition and was most recently reviewed by NICE in July 2017. Further information is available at the following link:</p><p><a href="https://www.nice.org.uk/guidance/qs24" target="_blank">https://www.nice.org.uk/guidance/qs24</a></p><p>Building on this guidance, further steps have been taken to support screening and recording of malnutrition in hospitals and other healthcare settings.</p><p>A 'Malnutrition Universal Screening Tool' ('MUST') has been developed by the Malnutrition Advisory Group. The tool is supported by governmental and non-governmental organisations, such as the Royal College of Nursing, and is the most commonly used screening tool in the United Kingdom. Further information is available at the following link:</p><p><a href="http://www.malnutritionselfscreening.org/self-screening.html" target="_blank">http://www.malnutritionselfscreening.org/self-screening.html</a></p><p>The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 set out the fundamental standards of care, which must be met by all providers of health and adult social care. Regulation 14 of that Act relates specifically to meeting nutritional and hydration needs. During inspections of health and adult social care services, the Care Quality Commission (CQC) asks five key questions of all care services: are they safe, are they effective, are they caring, are they responsive to people’s needs and are they well-led?</p><p>Under the Effective key question, the CQC seeks to understand how services support people to ensure that they eat and drink enough to maintain a balanced diet. This means that everyone with the capability to succeed in HE should have the opportunity, regardless of their background, ethnicity, gender, or where they grew up.</p><p> </p><p>The Office for Students (as the regulator for higher education in England) has a duty to promote equality of opportunity in relation to access and participation in HE and we expect to see further progress, particularly amongst the most selective institutions.</p><p> </p><p>Overall numbers of students studying science, technology, engineering and mathematics (STEM) are rising. The share of students studying science subjects at English HE providers has increased from 41% in 2010/11 to 45% in 2016/17.</p><p> </p><p>Despite rising STEM student numbers, we are far from complacent. The Department for Education is committed to tackling the gender imbalance in STEM subjects, and has invested in programmes to address female participation, particularly in subjects like computing and physics. This includes the Stimulating Physics Network which has a specific strand focusing on increasing the number of girls studying physics A level. A Gender Balance in Computing Pilot Programme will be launched this year to identify practical interventions that schools can implement to improve girls’ participation in computing.</p><p> </p><p>They are also funding a new £84 million programme to improve computing teaching and participation, and the Advanced Maths Premium which aims to support schools and colleges in tackling some of the financial barriers to increase participation in post-16 maths.</p><p> </p><p>The department is improving careers advice in schools so that young people are aware of the high quality options available for both technical and academic routes into STEM and that they have access to information about the variety of careers that STEM pathways have to offer.
