answer text <p>The Crown Prosecution Service (‘CPS’) does not hold data on the number of young adults aged 18-25 that have received a maturity assessment prior to charge.</p><p> </p><p>However, the CPS recognises the importance of considering a suspect’s age and maturity when making a decision. This is included in the Code for Crown Prosecutors and relevant legal guidance, and is included in training for specialist youth prosecutors.</p> more like this

answer text <p>The Government stands side-by-side with Ukraine in its domestic war crimes investigations and prosecutions. I have a close relationship with Ukrainian Prosecutor General Iryna Venediktova, and met her and her team in person in Ukraine on 9 May 2022, to better understand how the UK and the international community can support Ukraine in its search for justice and accountability for Russia’s actions in its illegal invasion.</p><p> </p><p>The Ukrainian Prosecutor General’s Office has opened over 12,000 case files and has hundreds of suspects. The UK and its allies are determined to provide practical and technical expertise to support their investigations. I have appointed Sir Howard Morrison QC, one of the UK’s leading war crimes lawyers and a former judge at the International Criminal Court, as an Independent Adviser to Prosecutor General Venediktova. My visit to Ukraine was also to lead a delegation of war crimes experts, who remained in Poland to meet international partners, NGOs, and other stakeholders to scope out the assistance the UK can provide. The Government and the UK’s wider operational bodies are carefully considering what support we can provide.</p><p> </p><p>I know that our allies are equally supportive. Earlier this month I convened a meeting of the Quintet of Attorneys General from the United States, Canada, Australia, and New Zealand, with Prosecutor General Venediktova. Following this meeting, we have published a joint statement which makes clear our countries’ support for Ukraine’s domestics war crimes investigations and prosecutions, and our commitment to work together with the Prosecutor General and her Office to ensure every perpetrator faces justice.</p>

answer text <table><tbody><tr><td><p>The United Kingdom stands shoulder to shoulder with Ukraine in its fight for accountability for Russia’s actions.</p><p>The Attorney General has regular contact with her Ukrainian counterpart, Prosecutor General Andriy Kostin. She visited him in Kyiv and joined him at Ukraine’s United for Justice conference in Lviv over 3 to 5 March, and more recently hosted him in London for the UK-Dutch Justice Ministers’ Conference in support of the International Criminal Court’s investigation into the situation in Ukraine.</p><p>Prosecutor General Kostin is responsible for the extraordinary task of investigating and prosecuting crimes committed in Ukraine and has opened over 80,000 files covering a range of alleged offences. The Ukrainian authorities have brought successful war crimes prosecutions already in Ukraine’s domestic courts, in real time during this live and brutal conflict – a practically unprecedented achievement.</p><p>We are supporting Ukraine in their domestic legal processes through a number of significant initiatives. We have recently concluded a judicial training programme in the region, led by Sir Howard Morrison KC, training over 100 judges in person on the conduct of war crimes trials.</p><p>The UK, together with the United States and EU, has also launched the Atrocity Crimes Advisory Group (ACA) to directly support the War Crimes Units of the Office of the Prosecutor General of Ukraine in its investigation and prosecution of conflict-related crimes. The ACA seeks to streamline coordination and communication efforts to ensure best practices, avoid duplication of efforts, and encourage the expeditious deployment of financial resources and skilled personnel to respond to the needs of the OPG as the legally constituted authority in Ukraine responsible for dealing with the prosecution of war crimes on its own territory.</p><p>This government remains steadfast in its ongoing support to Ukraine’s search for justice.</p></td></tr></tbody></table>

answer text <p>The Government is appalled by the atrocities being committed in Ukraine by Russian forces, including the targeting of civilians, mass graves, and rape and sexual violence being used as weapons of war. We stand shoulder-to-shoulder with Ukraine, at the forefront of international efforts to ensure there is no impunity.</p><p>The Attorney General has an ongoing and fruitful dialogue with Ukrainian Prosecutor General Iryna Venediktova (PG), having signed a Memorandum of Cooperation with her to underline UK support for her Office’s work investigating and prosecuting crimes committed in the course of the conflict and visited the Prosecutor General in Ukraine. The Attorney and former Solicitor General hosted the PG for a two-day visit in London at the end of May. The Attorney has also appointed Sir Howard Morrison QC, one of the UK’s leading war crimes lawyers, to support her directly on her domestic investigations.</p><p>The Attorney convened a meeting of the Quintet of Attorneys General from the United States, Canada, Australia, and New Zealand, with Prosecutor General Venediktova. Following this meeting, we published a joint statement which makes clear our countries’ support for Ukraine’s domestics war crimes investigations and prosecutions, and our commitment to work together with the Prosecutor General and her Office to ensure every perpetrator faces justice.</p><p>The preservation and collection of evidence is vital. The UK, together with the United States and EU, has launched the Atrocity Crimes Advisory Group (ACA) to directly support the War Crimes Units of the Office of the Prosecutor General of Ukraine (OPG) in its investigation and prosecution of conflict-related crimes. The ACA seeks to streamline coordination and communication efforts to ensure best practices, avoid duplication of efforts, and encourage the expeditious deployment of financial resources and skilled personnel to respond to the needs of the OPG as the legally constituted authority in Ukraine responsible for dealing with the prosecution of war crimes on its own territory. This shows the Government’s clear commitment to supporting Ukraine in its investigations.</p><p>The Metropolitan Police has also set up an online reporting tool for witnesses, including refugees, to submit evidence.</p><p>The UK also led the largest group referral made by States Parties to the International Criminal Court (ICC’s) Rome Statute to refer the atrocities in Ukraine to ICC. The ICC Prosecutor, Karim Khan QC, has jurisdiction to prosecute perpetrators for war crimes, crimes against humanity and genocide. We have offered the ICC a comprehensive package of financial and technical support to ensure that leaders under President Putin and those in the field can be held to account for any war crimes in Ukraine.</p><p> </p><p>We will continue to work with Ukraine, partners and international mechanisms in their investigations and to collect and preserve evidence of war crimes in Ukraine. Those responsible will be held to account.</p>

answer text <table><tbody><tr><td><p>On 20 January 2023, the Foreign Secretary announced that the UK will play a leading role in a core group of likeminded partners to pursue criminal accountability for Russia’s illegal invasion of Ukraine. Alongside other international partners invited by Ukraine, the UK will shape thinking on how to ensure criminal accountability for Russia’s aggression against Ukraine. The first meeting of the core group took place in Prague on 26 January 2023. On 4 March 2023 at the United for Justice conference in Lviv, it was announced that an International Centre for the Prosecution of Crimes of Aggression against Ukraine will be established in The Hague, within the structure of Eurojust’s Joint Investigation Team for Ukraine.
