star this property answer text <p>In line with EU Directive 2009/128, we have in place a National Action Plan for the Sustainable Use of Pesticides (NAP) that we must review every five years. The Government has reviewed the existing NAP and concluded that it is remains fit for purpose. Looking forward, the Government proposes to undertake a broader review of pesticides policy and will work closely with all interested parties as we develop our evidence base and policy thinking.</p><p> </p> more like this

star this property answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. Phasing out direct payments will free up money so we can reward farmers for delivering public goods, including environmental outcomes<ins class="ministerial"> and animal welfare</ins>.<del class="ministerial"> We recognise that some certain sectors are more dependent than others on direct payments but provided that these farmers are delivering public goods, they will be well placed to benefit from the new system.</del></p>

star this property answer text <p>The Government intends to continue to develop its approach to pesticides, and we propose to consult on the future of pesticides policy later in 2019. Both the 25 Year Environment Plan and the National Action Plan emphasise the importance of Integrated Pest Management. This means not only that pesticides are used well, but that pesticide use is minimised and the uptake of alternatives is strongly encouraged.</p><p> </p> more like this

star this property answer text <p>Defra officials are working closely with the Gangmasters and Labour Abuse Authority (GLAA) on the Government’s seasonal workers pilot. The oversight and protection of workers was a central element of the selection process for Pilot Operators. The selected Pilot Operators were first publically announced in the Statement of changes to the Immigration Rules, which was laid on 11 December and is available here: <a href="https://www.gov.uk/government/publications/statement-of-changes-to-the-immigration-rules-hc-1779-11-december-2018" target="_blank">https://www.gov.uk/government/publications/statement-of-changes-to-the-immigration-rules-hc-1779-11-december-2018</a>.</p><p> </p><p> </p><p> </p><p>Officials will continue working closely with the GLAA over the two year operation of the Pilot. A key objective of the pilot is to ensure that migrant workers are adequately protected against modern slavery and other labour abuses. The operators of the scheme will be licensed by the GLAA. They will ensure that all workers are placed with farms who adhere to all relevant legislation, including paying the National Minimum Wage. Farmers will also be vetted to ensure that living and working conditions are of a suitable quality.</p><p> </p>

star this property answer text <p>The Government is committed to pursuing a negotiated outcome which maintains our ability to export all seed to the EU and recognises that this issue is of particular concern for the seed potato industry. However, it is our duty as a responsible Government to prepare for all eventualities, including no deal, until we can be certain of the outcome of those negotiations.</p><p> </p><p> </p><p>The EU has stated in its Preparedness Notice for plant reproductive material that, in a no deal scenario, UK seed of all species will be subject to its equivalence requirements for third countries. This means that UK seed will not be marketable in the EU until the EU recognises UK processes as equivalent. Defra, with input from the devolved administrations, has made an initial application to the EU Commission for third country equivalence. More detailed information is being prepared in anticipation of discussion with the EU shortly. If approved, this would allow UK exports of seed potatoes to continue as they do now.</p>
