This includes a self-assessment tool for National Health Service trusts and foundation trusts to review risks for non-clinical consumables, goods and services. The results of these self-assessments were received at the end of November, and the Department is conducting analysis on the data that will be used to provide additional guidance to trusts and foundation trusts in January 2019.</p> more like this

star this property answer text <p>The NHS Long Term Plan is a 10-year strategy for our National Health Service. It sets out how the NHS will spend the £20.5 billion a year real terms annual increase going into the NHS budget by 2023/24.</p><p> </p><p>It is important that every additional penny of funding is being well spent. Through year-on-year improvements in efficiency and productivity, the NHS will continue to cut waste from the system. This includes delivering savings of over £700 million by 2023/24 across providers and commissioner administrative costs to ensure that an increasing share of the NHS budget is invested in frontline services including additional frontline workforce.</p><p> </p><p>Local health systems will be expected to engage with their local communities and delivery partners in developing local plans in 2019, setting out proposals for how they will deliver the outcomes in the Long Term Plan. These will be brought together in a detailed national implementation programme by the autumn.</p> more like this

In undertaking the review, the Department called for evidence from interested stakeholders which included several confidential individual case studies from organisations who have not permitted the Department to share these within the public domain. A summary of the findings will be shared with contributors to the review and we will continue to keep the impact of the regulations under close review, working closely with our stakeholders.</p><p> </p><p>National guidance is clear that National Health Service maternity treatment should always be considered as immediately necessary and provided to all patients regardless of whether or not they are entitled to receive it free of charge or there are doubts about whether they could pay if subsequently found to be chargeable under the regulations.</p> more like this

star this property answer text <p>The Department engaged with 79 organisations as part of the process of reviewing the National Health Service (Charges to Overseas Visitors) (Amendment) Regulations 2017 and received 57 formal responses. The Department met with and received responses from a number of organisations with expertise in maternity care, including a royal college, maternity staff groups and maternity stakeholder groups. A number of other organisations and individuals who contributed to the review also commented on the impact of the amendment regulations on maternity service users.</p><p> </p><p>Although maternity treatment must always be regarded as immediately necessary, and therefore not subject to the upfront charging requirement, some evidence suggested that overseas visitors may not always be aware of this. The Department has therefore committed to develop user-friendly, culturally-appropriate guidance, that will clarify that maternity treatment is never subject to the upfront charging requirement and ensure this reaches those who may be impacted. The Department has also updated national guidance (published 24 December 2018) to make clear that termination of pregnancy services are to be regarded as urgent, and therefore not subject to the upfront charging requirement, where the overseas visitor cannot reasonably be expected to leave the UK before the date which an abortion may no longer be a viable option.</p><p> </p><p>As a result of the 2017 amendment regulations some secondary care services, including community midwifery services, have become chargeable. However, these services were already chargeable if delivered by hospital employed or directed staff and the removal of the exemption was important in ensuring that charging rules apply in a fair and consistent manner, regardless of where a service is provided. The exemption from the charging regulations for conditions caused by sexual violence remains in place to protect this vulnerable group.</p>
