	answer	answer is ministerial correction date of answer 25/07/2022 answer text <p>The process of awarding the licence to run the National Lottery is governed by the National Lottery etc. Act (1993)​​. Under the Act, the Gambling Commission has a duty to ensure that any person who either runs or benefits from the running of the National Lottery is fit and proper and that the Licensee’s operation meets high standards of propriety. The award of the licence is distinct from an acquisition - at no point is the operator appointed to run the lottery the owner of the National Lottery as an asset. The 4th National Lottery licence is due to begin in 2024.</p><p>During the competition to run the 4th National Lottery licence, the Commission carried out fit and proper tests on all 4 final stage applicants. Fit and proper checks examine the identity, integrity, criminality and financial standing of those who run, or benefit from running, the National Lottery, or are applying to do so. As part of its duties under the Act, the Commission cannot award the licence unless it is satisfied that the proposed licensee is fit and proper. The Commission is also required to revoke a licence if it becomes satisfied that the licensee is no longer, or indeed never was, fit and proper.</p><p>Following the Russian invasion of Ukraine, the Gambling Commission, as a responsible regulator, sought assurances that none of the final stage applicants were impacted by sanctions against the Russian regime. The Commission was satisfied that this was the case.</p><p>In addition, following the announcement of Allwyn as the preferred applicant in March 2022, standard vetting checks (Baseline Personnel Security Standard or BPSS level) are being carried out as planned, on behalf of the Commission, by UK Security Vetting on key people connected with the proposal. These include Qualifying Direct Shareholders, which is any person who holds at least 5% interest in the licensee. Once added to the non-repayable £400 discount on energy bills this autumn for domestic electricity customers, this will result in all pensioners households in Great Britain receiving £900 for households with someone of state pension age and under 80 and £1,000 for households with someone aged 80 or over to help with increased fuel costs. In addition, there is a £650 Cost of Living Payment deliberately targeted at low-income households in receipt of a means tested qualifying benefit. This cut represents savings for households and businesses worth around £2.4 billion in 2022-23.</p><p> </p><p>The Government has been clear that it expects those in the supply chain to pass the fuel duty cut through to consumers as promptly as possible. That is why the Government is providing over £15 billion in further support, targeted particularly on those with the greatest need. This package is in addition to the over £22 billion announced previously, with government support for the cost of living now totalling over £37 billion this year. The package includes:</p><ul><li>£400 off GB energy bills from October through the expansion of the Energy Bills Support Scheme (EBSS);</li><li>A £650 Cost of Living Payment for over 8 million households across the UK in receipt of means tested benefits;</li><li>A £150 one-off disability Cost of Living Payment for 6 million people who receive non-means tested disability benefits;</li><li>An extra one-off £300 this year for over eight million pensioner households to help them cover the rising cost of energy this winter;</li><li>An extra £500 million of local support, via the Household Support Fund, for households that are not eligible for Cost of Living Payments or for families that still need additional support.</li></ul><p> </p><p>The Government has also expanded and increased the Warm Home Discount. Three million vulnerable households will now receive £150 each year. The Government’s objective for the Warm Home Discount is to focus the support towards those on the lowest incomes and in, or at greatest risk of, fuel poverty.</p><p> </p><p>The Government has robust plans in place to improve the efficiency of peoples’ homes. The Heat and Buildings Strategy, published in October, detailed the £3.9 billion committed over the Spending Review period to improve the energy efficiency of our building stock and help to reduce bills.</p><p> </p><p>We are also expanding the Energy Company Obligation, which places an obligation on larger energy suppliers to provide energy efficiency and heating measures for fuel poor households across Great Britain, to £1 billion per year from 2022-2026. 	answer	answer is ministerial correction date of answer 04/07/2022 answer text <p>The Government is fully aware that unsolicited direct marketing calls, known as nuisance calls, can cause anxiety and distress, particularly for the most vulnerable people in our society.</p><p>Companies that send direct marketing communications are regulated by both the Privacy and Electronic Communications Regulations 2003 (PECR) and the data protection legislation (the UK GDPR and the Data Protection Act 2018). The PECR was designed to complement the data protection legislation and impose strict obligations on organisations that make direct marketing calls to individuals in the UK. The legislation is regulated and enforced by the Information Commissioner’s Office (ICO).</p><p>The Government’s response to the consultation <a href="https://www.gov.uk/government/consultations/data-a-new-direction/outcome/data-a-new-direction-government-response-to-consultation#:~:text=The%20government%20launched%20its%20consultation,the%20UK's%20National%20Data%20Strategy." target="_blank">Data: A New Direction</a> which proposed reforms to improve the UK’s data protection regime, including potential changes to the PECR, was published on the 17th June 2022.</p><p>The Government plans to introduce new legislation to allow the ICO to take enforcement action against organisations on the basis of the number of communications (calls, texts and emails) that they generate rather than just on the number that are connected. It will also require public communications service and network providers to inform the ICO of suspicious traffic transiting their networks when they have reasonable suspicion; and increase fines for direct marketing companies that continue to break the rules. This includes an increase in mainstream school funding for 5 to 16 year olds of £2.5 billion, which is equivalent to an average 5.8% cash increase, or an average of £300 per pupil.</p><p>Through the English as an additional language (EAL) factor in the national funding formula (NFF), schools attract funding for pupils who are classed as having EAL and who have started in the state-funded education system in England within the last three years. This equates to an additional £565 per primary school pupil and £1,530 per secondary school pupil in the 2022/23 financial year, meaning the NFF will distribute a total of £410 million through the EAL factor.</p><p>At present, the NFF is used to determine how much funding is provided to each local authority in England, and it is for each local authority, to set a local formula to distribute it between schools. Individual authorities can decide whether to include an EAL factor in their local formulae, and where they do, how much that factor should distribute. The government has made clear its intention to move to a ‘direct NFF’, which will determine schools’ budgets directly rather than through local formulae. This includes requiring all local authorities to use the NFF methodology of EAL3, meaning that all pupils with EAL that have entered the school system during the last three years will attract this funding. In October 2021, we published measures to allow more patients to see or speak to general practitioners and primary care teams during the winter, supported by the Winter Access Fund. Between November 2021 and March 2022, this supported Wycombe’s Primary Care Networks to offer more than 7,900 additional appointments.</p><p>We have committed £1.5 billion to create an additional 50 million general practice appointments a year by 2024 by increasing and diversifying the workforce. In the Buckingham Clinical Commissioning Group area, there were on average an estimated 10,900 appointments per working day in March 2022 excluding COVID-19 vaccination appointments, compared to 10,300 in March 2021. NHS England and NHS Improvement have advised that six practices will receive funding for new advanced telephony systems, with a further three practices already in receipt of funding for existing advanced systems. In response to this, and continued concerns about the poor practice and behaviour of the private parking industry, the Government supported the Parking (Code of Practice) Act 2019, which my Department is currently implementing. Students deserve good quality, face-to-face teaching from their universities, and we need a resolution that delivers this for them as soon as possible. It is what the vast majority of teaching staff want, and what students rightly expect.</p><p>The Office for Students (OfS) have wide-ranging powers to ensure students’ interests are protected, and they expect providers to do all they can to avoid disruption to students. The OfS has written to universities to make their expectations clear: universities must abide by the conditions of registration and ensure they meet obligations under consumer protection law in relation to the impact of industrial action.</p><p>Higher education providers are autonomous and responsible for the pay and pension provision of their staff. While government has no direct role in the disputes, we have been clear that we want this disagreement resolved in a way that avoids further disrupting students’ learning. We strongly encourage a resolution that delivers good value for students, staff, and providers.</p><p>Students who have complaints about their higher education experience should contact their provider in the first instance. Where a student remains unsatisfied once they have been to their provider, they can approach the Office of the Independent Adjudicator (OIA) who can consider their complaint. It is not for the UK to prescribe a solution or to act as a mediator. 	answer	answer is ministerial correction date of answer 21/03/2022 answer text <p>The Environment Agency’s National Framework for water resources, published in 2020, identified that between 2025 and 2050 around 3,435 million additional litres of water per day will be needed for public water supply. Of this total, around half is required for the South East of England.</p><p> </p><p>Water companies have a statutory duty to provide a secure supply of water for customers, efficiently and economically. Statutory water resources management plans show how companies will continue to meet this duty and manage water supply and demand for at least the next 25 years. In their plans, water companies must consider all options, including demand management and water resources infrastructure.</p><p> </p><p>Collaborative regional water resources groups and water companies are preparing their water resources plans for consultations during 2022. Thames Water and Affinity Water will formally consult publicly on their draft water resources management plans at the end of 2022. 	answer	answer is ministerial correction date of answer 01/03/2022 answer text <p>We regularly raise our concerns about human rights violations directly with the North Korean authorities and at the UN, and recently discussed the human rights situation in the DPRK during a closed session of the UN Security Council on 15 December 2021.</p><p>The UK co-sponsored (alongside 59 other countries) the resolution on DPRK human rights adopted at the UN General Assembly on 16 December 2021. The resolution sends an unequivocal message to the DPRK Government and reiterates long-held demands of the international community for the DPRK regime to take concrete action to end the systemic and widespread human rights violations in the country, and to uphold the right to freedom of religion or belief.
