star this property answer text Under the current tariff regime, the independent Office for Budget Responsibility have forecast tariff revenue to be £3.5bn in 2019/20. In the event of a no deal it will not be possible to replicate our current trading arrangements. The yield raised from tariffs, under the temporary tariff regime, is likely to be highly sensitive to any behavioural response, wider economic conditions, and judgements on modelling assumptions taken by the Office for Budget Responsibility. It is therefore not possible to provide a firm estimate at this stage of a full year of the temporary tariff regime but in the event of no deal, the tariffs policy would be reflected in a future Office for Budget Responsibility fiscal forecast. more like this

I have asked the Authority to reply<del class="ministerial">.</del> <ins class="ministerial">and I will place the response in the Library of both houses.</ins></p><p> </p><p><em><strong>Letter from John Pullinger CB, National Statistician, to The Lord Pearson of Rannoch, dated 15 June 2018.</strong></em></p><p>Dear Lord Pearson,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking about the number of suicides since 2000 of separated fathers compared to those of separated mothers <strong>(HL8615)</strong>.</p><p>The Office for National Statistics (ONS) publishes suicide rates for the UK, constituent countries, regions and local authorities in England and Wales in an annual bulletin[1].</p><p>The information we hold on deaths is limited to what is recorded on the Medical Certificate of Cause of Death by a doctor, provided to the registrar by the informant at the time of death registration, or recorded by a coroner following their inquest into the cause and circumstances of the death. We can provide the number of suicides per year by legal marital status, but we have no available information on whether the deceased was (a) separated at the time of death, that is, living apart from their partner; or (b) was a father or mother.</p><p> </p><p>Table 1 attached provides the numbers and crude rates per 100,00 persons of deaths due to suicide, by sex, for each year between 2000 and 2016 in England and Wales. The rates are broken down by marital status recorded at death. I have asked the Authority to reply.</p><p><strong><br>Letter from John Pullinger CB, National Statistician, to The Lord Stoddart of Swindon, Lord, dated 9 July 2018.</strong></p><p> </p><p>Dear Lord Stoddart,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking what proportion of the UK population identifies as being LGBT or transgender <strong>(HL9192)</strong>.</p><p><strong> </strong></p><p>The Office for National Statistics (ONS) estimated that 2% of the UK population aged 16 and over in 2016 identified as Lesbian, Gay or Bisexual (LGB). LGB refers to sexual orientation, which is an umbrella concept encompassing sexual identity, attraction and behaviour.</p><p> </p><p>Trans or Transgender are terms used to refer to people whose gender identity differs from their sex assigned at birth.</p><p> </p><p>ONS does not currently collect any information on gender identity on any of our social surveys.</p><p> </p><p>In the 2021 Census Topic Consultation, data users showed a clear requirement for gender identity for policy development and service planning; especially in relation to the provision of health services. In addition, respondents also identified a requirement for the protected characteristic of gender reassignment in relation to fulfilling equality duties under the Equality Act 2010. The Gender Identity topic report[1] on the consultation findings provides further information.</p><p> </p><p>ONS is currently undertaking work, research and testing to inform our position on this topic and help us to determine whether and how best to meet user needs for information on gender identity. Plans and current work are detailed on our website[2].</p><p> </p><p>The Government Equalities Office (GEO) have recently published an LGBT action plan following the Government’s national survey of LGBT people. I have asked the Authority to reply.</p><p><strong> </strong></p><p><em><strong>Letter from John Pullinger CB, National Statistician, to The Lord Empey, dated 24 July 2018.</strong></em></p><p> </p><p>Dear Lord Empey,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking what assessment has been made of any change in immigration numbers from non-EU countries between the last two years for which figures are available <strong>(</strong><strong>HL9690)</strong>; and how many non-EU immigrants entered the UK in the last year for which figures are available, broken down by country of origin <strong>(HL9692)</strong>.</p><p>The Office for National Statistics (ONS) released the latest estimates (for the year ending December 2017) of Long-Term International Migration (LTIM) on 16 July 2018[1]. Table 1 shows the immigration, emigration and net migration estimates for the UK of non-EU citizens for years ending December 2016 and December 2017 and the Confidence Intervals (CI) associated with these estimates.</p><p>Non-EU immigration (311,000) is similar to the level seen in 2011. The latest increase (Table 1) follows a low level of non-EU study immigration in the year ending September 2016, which was not reflected in the most comparable visa and Higher Education Statistics Agency (HESA) data. We therefore advise users to avoid comparing the latest year on year change for students and non-EU migration as a whole, but instead to look at the broader evidence and longer time series, allowing a better assessment of trends and showing that non-EU immigration has remained relatively stable over the past few years.</p><p>Within the latest publication an illustrative revised trend was used to adjust for the unusual pattern in the non-EU student immigration in the year ending September 2016 and we concluded that net migration has been broadly stable over the last year.</p><p>Estimates of LTIM to and from the UK are produced by ONS primarily based on data from the International Passenger Survey (IPS), with adjustments made for asylum seekers and people whose intentions change regarding their length of stay. Northern Ireland Statistics and Research Agency (NISRA) data on migration to and from Northern Ireland, based on GP registrations. LTIM estimates are based on the United Nations definition of a long-term international migrant, that is, someone who changes their country of usual residence for a period of one year or more. Further detail on the methodology related to international migration is available via the ONS website[2].</p><p>The latest available estimates of long term international migration of non-EU immigrants entering the UK broken down by country of last residence (assumed to align to country of origin in your question) is for year ending December 2016 from the International Passenger Survey (IPS). I have asked the Authority to reply.</p><p><em><strong>Letter from John Pullinger CB, National Statistician, to The Lord Freyberg, dated 15 October 2018.</strong></em></p><p>Dear Lord Freyberg,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking if any Government controlled datasets are cited as capital assets on the National Balance Sheet; and if so, which ones <strong>(HL10475)</strong>.</p><p> </p><p>No datasets are individually cited within the National balance sheet. Using data sourced from the capital stocks perpetual inventory model (PIM), a depreciated estimate for the total value of computer software and databases for Central Government is produced and published within the National balance sheet[1].
