I have asked the Authority to reply<del class="ministerial">.</del> <ins class="ministerial">and I will place the response in the Library of both houses.</ins></p><p> </p><p><em><strong>Letter from John Pullinger CB, National Statistician, to The Lord Pearson of Rannoch, dated 15 June 2018.</strong></em></p><p>Dear Lord Pearson,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking about the number of suicides since 2000 of separated fathers compared to those of separated mothers <strong>(HL8615)</strong>.</p><p>The Office for National Statistics (ONS) publishes suicide rates for the UK, constituent countries, regions and local authorities in England and Wales in an annual bulletin[1].</p><p>The information we hold on deaths is limited to what is recorded on the Medical Certificate of Cause of Death by a doctor, provided to the registrar by the informant at the time of death registration, or recorded by a coroner following their inquest into the cause and circumstances of the death. We can provide the number of suicides per year by legal marital status, but we have no available information on whether the deceased was (a) separated at the time of death, that is, living apart from their partner; or (b) was a father or mother.</p><p> </p><p>Table 1 attached provides the numbers and crude rates per 100,00 persons of deaths due to suicide, by sex, for each year between 2000 and 2016 in England and Wales. The rates are broken down by marital status recorded at death. star this property answer text <p>The Government considers the full implementation of the Rakhine Advisory Commission's recommendations the best route to addressing the underlying causes of the Rohingya refugee crisis. The UK ensured the UN Security Council's Presidential Statement of November 2017 urged all parts of the Government of Burma to work together to implement the Commission's recommendations swiftly and in full, and supports the work of the Advisory Board to the Implementation Committee for the Rakhine Advisory Commission. The Foreign Secretary has pressed State Counsellor Aung San Suu Kyi to create the conditions in Rakhine State that would allow Rohingya refugees to return, and in their most recent conversation on 11 June underlined the importance of promoting reconciliation between the different communities of Rakhine. The UK continues to press the Burmese authorities to hold to account those responsible for human rights violations in Rakhine, to make clear there can be no impunity for those responsible for the violence that has caused almost 700,000 Rohingya to flee to Bangladesh since 25 August 2017.</p>

He called for Burma's military to exercise restraint and allow humanitarian access. The Minister for Asia and the Pacific made clear on 17 May the Government's concern about the situation in Karen State, calling on all parties to cease fighting; allow access for humanitarian aid; and abide by the National Ceasefire Agreement.</p> more like this

star this property answer text <p>The Government recognises the valuable work undertaken by UK Notified Bodies in ensuring that products placed on the market have been through suitable assessment to ensure they comply with the relevant requirements.</p><p> </p><p>During the implementation period the UK will no longer be a Member State of the European Union, but market access will continue on current terms.</p><p> </p><p>For UK Notified Bodies this means that they will continue to be able to conduct third-party conformity assessments for both the UK and the EU markets as they do now.</p> more like this

star this property answer text <p>The government published a technical paper on customs setting out the UK’s proposal for a temporary customs arrangement between the UK and EU as a backstop solution for the Northern Ireland and Ireland land border, that would only come into force in specific and narrow circumstances. It is in line with Joint Report commitments on maintaining the constitutional integrity of the UK.</p><p> </p><p>Michel Barnier confirmed that he had not rejected the UK’s proposals.</p><p> </p><p>We look forward to discussing this further with the EU.</p> more like this

star this property answer text <p>The charge on disguised remuneration (DR) loans is targeted at artificial tax avoidance schemes where earnings were paid via a third party in the form of ‘loans’ which in reality were never repaid.</p><p> </p><p>DR scheme users took home almost all of their pay tax-free. However, these schemes never worked and the amounts paid were always taxable under the law at the time.</p><p> </p><p>The Government has taken this action to ensure that everybody pays the taxes they owe and contributes towards the public-funded services from which they benefit. HMRC has provided a number of opportunities for DR scheme users to settle their tax affairs, and is actively encouraging scheme users to come forward and settle their tax position ahead of the loan charge arising. HMRC will help those who are in genuine financial difficulty by allowing them to pay their tax bill over time. The charge on DR loans is specifically targeted at these contrived tax avoidance schemes and is not expected to have significant effects on the economy or the NHS.</p><p> </p><p>The Government estimates that up to 50,000 individuals will be affected by the charge on DR loans. Further information can be found at the ‘Disguised remuneration: further update’ policy paper: <a href="https://www.gov.uk/government/publications/disguised-remuneration-further-update/disguised-remuneration-further-update" target="_blank">https://www.gov.uk/government/publications/disguised-remuneration-further-update/disguised-remuneration-further-update</a>.</p><p> </p><p>The loan charge applies to all users of DR tax avoidance schemes. It does not single out a specific group or industry. No estimate of the number of individuals affected at sector level is available.</p><p> </p><p>Fewer than 30 individuals declared the use of a loan scheme on their Self Assessment tax returns for the 2016/17 tax year. No estimate has been made of the number of schemes currently operating in the UK. HM Revenue and Customs (HMRC) continues to challenge avoidance schemes that are declared, and carries out extensive investigation work to track down those that are not.</p><p> </p><p>Enquiries into DR tax avoidance cases can be time consuming and take several years because of the very complex nature of the arrangements. HMRC also relies on the cooperation of scheme users to provide information and agree to pay the tax they owe. A breakdown of the number of DR cases open by the number of years they have been open is not available, as HMRC’s operational data is not held in a way where this information is readily accessible.</p><p> </p><p>Pay As You Earn (PAYE) liabilities fall on the employer in the first instance. The loan charge will not change this principle and HMRC will pursue employers who have used DR schemes for the tax that is due. HMRC will only go to the employee to settle their income tax liability in cases where it cannot reasonably be collected from the employer, for example where the employer is no longer in existence.</p><p> </p><p>HMRC pursues those who promote or enable tax avoidance schemes to ensure that nobody profits from selling avoidance. HMRC is able to charge tough penalties of up to one million pounds where promoters do not provide clear and accurate information to their clients, and penalties of 100% of the fees earned by anyone who designs, sells, or otherwise enables the use of tax avoidance arrangements.</p><p> </p><p>HMRC is proactively reporting DR scheme promoters to the Advertising Standards Authority and professional bodies where they make misleading claims about their products and services or provide misleading advice.</p><p> </p><p>HMRC will also consider criminal investigation where appropriate. Promoters of tax avoidance schemes have been prosecuted, leading to convictions and jail terms.</p><p> </p>
