This is reflected in the year on year updates to the Academies Financial Handbook which strengthen accountability and transparency in the sector. The department introduced new rules in April 2019 for the declaration or approval of related party transactions. Our requirements are the most robust processes for related party transactions in any sector in the country.</p><p>The level of transparency for academies is higher than for local authority schools. 	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>Local authorities are required to provide mainstream schools with sufficient funds to enable them to meet the additional cost of pupils with special educational needs and disabilities, up to the value of £6,000. This funding comes from the schools block of the dedicated schools grant. While authorities will identify a notional special educational needs (SEN) budget for each school within the school’s overall budget, that notional budget is not ring-fenced, and schools are expected to manage their overall budget to best meet the needs of all their pupils, including pupils with SEN.</p><p>When the costs of additional support required for a pupil with SEN exceed £6,000, the local authority should also allocate additional top-up funding to cover the excess costs. This top-up funding, and all funding for special schools comes from the local authority’s high needs budget. Friend, the Secretary of State welcomed the Northern Powerhouse Partnership’s report, ‘Educating the North’. In response to it, my right hon. Friend, the Secretary of State wrote to my right hon. Friend, the Member for Harlow and Chair of the Education Committee, on 13 June 2018, detailing the government’s clear plan for improving education and skills in the North. Member for Barnsley Central to the answer I gave on 11 June 2018 to Questions <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-05-02/140737/" target="_blank">140737, 140738, 140739</a> and to the answer I gave on 18 July 2018 to Questions <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-07-10/162577/" target="_blank">162577, 162578</a>. These responses set out further details of the initiatives referred to in that letter.</p><p>We have launched a school improvement support offer which means schools eligible for support have access to up to 3 days free advice from a national leader of education (NLE). A subset of these schools, judged as 'requires improvement' in their last 2 Ofsted inspections, will have access of up to £16,000 of funded support to address the needs identified by the NLE. In the Sheffield City Region and across the North, a first cohort of schools is currently being offered school improvement support with further eligible schools to be identified later in 2019. In addition, there are 10 projects funded through the Strategic School Improvement Fund (SSIF) where the lead applicant is based in the Sheffield City Region. In total these projects have been awarded over £3 million. These are among the 57 SSIF projects where the lead applicant is based in the Northern Powerhouse area. In total, these projects have been awarded just over £20 million. Doncaster Opportunity Area is one of those areas and is working closely with South Yorkshire Futures on a number of their interventions. This includes work to improve teacher recruitment and retention in the county through funding newly qualified teacher mentoring and collaborating with the Sheffield City Region on our newly-launched Careers Hub, which aims to improve the quality of careers information, advice and guidance given to young people in the borough.</p><p>‘Educating the North’ recommended that the Opportunity Areas programme be extended to the North East. My right hon. Friend, the Secretary of State announced Opportunity North East in October 2018. The programme brings together North East leaders from education, local government and business to work together to improve outcomes for young people in the region. Through Opportunity North East the department will make a substantial investment in the region, including £12 million for the early roll-out of national reforms to improve support for new teachers, and a further £12 million to tackle the 5 key educational challenges identified for the area. It is not intended to cover the costs of meals, other consumables, additional hours or additional services.</p><p> </p><p>However, pupils attending a local authority maintained, academy or free school nursery are entitled to free school meals: as long as they are either in full-time education or receive education both before and after lunch and meet the benefits-based free school meal eligibility criteria. It is clear, however, from both attitudinal surveys and data on uptake, that there is variation in levels of uptake across different geographies and communities.</p><p>On 13 February 2021, the Government Published the UK’s Vaccine Uptake Plan which recognises that some communities have long-standing barriers to engagement with services including for vaccination. The plan acknowledges the need to take a local, community-led approach, with support provided from government, NHS England and NHS Improvement and local authorities to coordinate and enable action. The plan is underpinned at national, regional and local level by four key enablers; working in partnership, removing barriers, data and information and conversations and engagement. If a local authority identifies a shortage of special school places for children and young people in its area, resulting in a significant number having to travel a long way to access an appropriate placement, it will need to consider creating or expanding specialist provision, either attached to mainstream schools or in special schools.</p><p>The department has allocated £215 million of capital funding (over and above basic need funding) to help build new places at mainstream and special schools, and to improve existing places to benefit current and future pupils. On top of this, local authorities provide top up funding to reflect additional need in respect of individual pupils. The level of the top-up funding is a matter for agreement between the local authority and the school, and we do not prescribe in detail how local authorities should allocate their high needs funding.</p><p> </p><p>To assist local authorities in making sure that special schools have sufficient resources, in 2018-19 we have provided Barnsley with £21.9 million in high needs funding, 3.1% more than they planned to spend in 2017-18. That is why we have put in place the significant reforms, through the Children and Families Act 2014, which introduced Educational, Health and Care plans for those that require them, and a real focus on outcomes and transition to adult life.</p><p> </p><p>The supporting statutory guidance, the special educational needs and disability (SEND) Code of Practice, (<a href="https://www.gov.uk/government/publications/send-code-of-practice-0-to-25" target="_blank">https://www.gov.uk/government/publications/send-code-of-practice-0-to-25</a>), makes it clear that all children and young people with special educational needs and disability, including those with visual impairment, must be supported to achieve the good outcomes they deserve.</p><p> </p><p>The framework of core content for Initial Teacher Training sets out that providers should ensure that trainees are equipped to identify the needs of all pupils, and make provision for them, including seeking the advice of colleagues with specialist knowledge and experience. Teachers should be able to recognise signs that may indicate SEND, and support common educational needs through review of their teaching, making adjustments to overcome any barriers to progress and ensuring that pupils with SEND are able to access the curriculum.</p><p> </p><p>We have recently announced £3.4 million funding over 2018-2020, for the SEND schools’ workforce contract, which will be delivered by the Whole School SEND consortium, led by the National Association for Special Educational Needs. The SEND schools’ workforce contract aim is to embed SEND within the school led system of School Improvement in order to equip the workforce to deliver high quality teaching across all types of SEND. 	answer	answer is ministerial correction date of answer 15/06/2018 answer text <p>By 2019-20, the government will be spending around £6 billion on childcare support – a record amount - to help with the costs of childcare, including childcare in the school holidays.</p><p> </p><p>A single parent is able to access the 30 hours free childcare entitlement if they are earning at least the National Minimum Wage or Living Wage for 16 hours a week. This entitlement is available across 38 weeks of the year. However, the entitlement can be “stretched” by taking fewer hours per week over more than 38 weeks of the year to cover term-time and the school holidays, for example 23 hours for 48 weeks of the year. Furthermore, parents are able to use Tax-Free Childcare to support them with paying for childcare support during the school holidays.</p><p> </p><p>We have already increased the level of support for childcare within Universal Credit (UC) from 70% to 85% of eligible childcare costs; its highest ever level. This is more generous than the support available to people on legacy benefits.</p><p> </p><p>This gives parents, including single parents, up to a maximum of £646.35 per month for one child and £1108.04 per month for two or more children. 	answer	answer is ministerial correction date of answer 19/06/2018 answer text <p>The department is taking a number of steps with the Department of Health and Social Care (DHSC) aimed at improving outreach methods for parents and children in need of early intervention services.</p><p>Statutory guidance 'Working Together to Safeguard Children' is clear that local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early. So we are introducing new multi-agency safeguarding arrangements, which put responsibility jointly on local authorities, health and police to put in place services that meet the needs of children and families locally. In making their local arrangements, the safeguarding partners should agree with other relevant agencies the levels for the different types of assessment and services to be commissioned and delivered – which could include outreach services. In implementing these new arrangements, my department is working closely with the DHSC, as well as the Home Office.</p><p>On 4 December 2017 the government published the 'Transforming children and young people’s mental health provision' green paper. It sets out our ambition to go further to ensure that children and young people showing early signs of distress are always able to access the right help, in the right setting, when they need it. There is clear evidence that schools and colleges can, and do, play a vital role in identifying mental health needs at an early stage, referring young people to specialist support and working jointly with others to support young people experiencing problems. We will fund new mental health support teams to provide specific extra capacity for early intervention and ongoing help, supervised by NHS children and young people’s mental health staff, whose work will be jointly managed by schools and the NHS.</p><p>My department is also working with Public Health England (an executive agency of DHSC) to help fulfil its ambition in 'Unlocking Talent, Fulfilling Potential', published in December 2017, to close the word gap in the early years. The specific criteria are set by local authorities’ who have the overarching responsibility for safeguarding and promoting the welfare of all children in their area, and are best placed to set thresholds suited to the needs of local children and families. In addition, our transitional protections will mean that all children currently receiving a free meal will continue to do so.</p><p>In February, the government published an updated equality analysis on the criteria following a public consultation. Our overall assessment was that we expect children with a special educational need or disability, pupils attending schools with no religious character, and children from certain ethnic groups to benefit more than others from the estimated increase in the size of the free school meal cohort. These children were identified as more likely to benefit from the new criteria because they are considered more likely to come from households with earnings below the new eligibility threshold. Pupil Premium funding is only available to children attending state-funded schools or where a local authority is providing significant support for a child’s education. Where parents have decided to educate their children at home, they are only eligible for Pupil Premium if the local authority is providing such support. Similarly, pupil premium is available for pupils attending an independent school only where the local authority is paying all or part of the tuition fees. The Code emphasises that schools, including alternative provision, should work closely with their local authority and other providers to commission specialist services directly, such as speech and language therapists.</p><p> </p><p>The department does not collect data on which pupil referral units employ speech and language therapists. Commissioners of alternative provision should ensure that there is a clear plan for pupils’ progression and keep the arrangements under regular review so that they can be adapted in response to the needs of the child or young person. That is why we have already invested nearly £2 billion in the Aerospace Technology Institute Programme, providing advice on market opportunities and technology. We have also committed with industry around £1 billion through the Advanced Propulsion Centre, to research, develop, and commercialise the next generation of low carbon technologies to keep the UK at the cutting edge of low carbon automotive innovations. Many of them also provide specialist SEND support to other providers.</p><p>In recognition of the costs that MNS experience over and above other providers, we are providing supplementary funding – additional to funding received under the Early Years National Funding Formula (EYNFF) – of around £60 million a year. This will enable local authorities to protect MNS pre-EYNFF funding levels until at least 2019-20.</p><p>In deciding what should happen after 2019-20, we want to ensure that decisions about the future of MNS are based on evidence. 	answer	answer is ministerial correction date of answer 05/02/2019 answer text <p>The government’s commitment to inclusive education of disabled children and young people and the progressive removal of barriers to learning and participation in mainstream education is at the heart of the special educational needs and disabilities (SEND) system. We have made substantial reforms to strengthen the SEND system in recent years, to improve the identification and meeting of the needs of children and young people and to improve families’ experiences of the system. As part of this, the Children and Families Act (2014) secured the general presumption in law of mainstream education in relation to decisions about where children and young people with SEND should be educated, complementing the protections in the Equality Act (2010) against disability discrimination.</p><p> </p><p>Recent steps we have taken to help disabled children and young people reach their full potential in mainstream education include the fact that we have been closely monitoring the pressures on high needs budgets and have provided additional high needs funding for local authorities, alongside their 2019-20 Dedicated Schools Grant (DSG) allocations: a further £125 million in 2018-19 and £125 million of high needs funding for 2019-20.</p><p> </p><p>We are investing £365 million in the Special Provision Capital Fund from 2018 to 2021, helping local authorities create new school places and improve existing facilities for children and young people with SEND. This capital funding is not ring-fenced and local authorities can use it as they see fit to improve special provision in their local areas. The funding can be invested in a range of settings, including mainstream and special schools or academies. We have required local authorities to publish their plans on how they use this funding, and these show that many local authorities intend to expand their specialist provision in mainstream schools.</p><p> </p><p>We recognise the importance of staff in mainstream schools having the skills to identify and meet the needs of pupils with SEND. This is why, for example, we have awarded a 2 year, £3.4 million contract to the Whole School SEND Consortium, led by Nasen, to deliver a programme of work to drive education institutions to prioritise SEND and equip schools to identify and meet the relevant training needs of their workforce. We have also funded the Autism Education Trust since 2011 to deliver autism awareness training to education staff in early years, schools and further education settings. This training has so far reached more than 195,000 people - not just teachers and teaching assistants, but also support staff such as receptionists, dining hall staff and caretakers, encouraging a ‘whole school’ approach to supporting pupils with autism. The statutory guidance, Working Together to Safeguard Children, makes it clear that when children on child protection plans reach the age of eighteen, local authorities should consider whether support services are still required. For children leaving care, the offer of support from local authorities now extends to twenty-five.</p><p>We are already delivering a major programme of reform, as set out in Putting Children First (2016). We are working to improve the quality of the workforce, develop and spread innovative practice, and improve the quality of local authority children’s services. We are also using the Department for Education’s Social Care Innovation Programme to trial programmes to improve the quality of support for adolescents.</p><p>On 16 March the government launched a review into the outcomes of children in need and opened a call for evidence. 	answer	answer is ministerial correction date of answer 11/07/2018 answer text <p>The current arrangements for funding pupils with special educational needs (SEN) in mainstream schools were introduced in 2013. Local authorities are required to allocate funds to schools to a level that enables them to meet the additional cost of pupils with SEN up to £6,000 per annum. This ensures that funding follows pupils to the schools that provide their education and SEN support, and also that there are not perverse incentives for schools to label children as having SEN to attract funding for additional support that is not needed.</p><p>The new national funding formula for schools distributes the majority of funding to local authorities on the basis of pupil numbers and characteristics. Local authorities then fund schools under a local formula that allocates funding to schools based on their pupils and their characteristics. Factors such as the number of pupils with low attainment in the previous phase of their education act as a proxy for the level of SEN in a school. When the costs of additional support required for a pupil with SEN exceed £6,000, the local authority should allocate additional top-up funding to cover the excess costs. This top-up funding follows the pupil for as long as they are at the school and require additional support at that level. In April 2019, the National Living Wage increased to £8.21 per hour, handing a full-time worker a further £690 annual pay rise. By 2024 the National Living Wage will rise to £10.50 per hour, reaching 66% of median UK earnings.
