unstar this property answer text <p>Local Enterprise Partnerships bring together business and civic leaders across a functional economic area to prioritise investment to where it will most effectively drive growth.</p><p> </p><p>As set out in the Government’s National Assurance Framework, all Local Enterprise Partnership boards must have a private sector chair, with at least 50% of the rest of the members also coming from the private sector. Other board membership should be drawn from local authority leaders and other relevant public sector organisations. It is for individual Local Enterprise Partnerships to determine the specific composition of their boards, reflecting the economic priorities of their areas.</p> more like this

unstar this property answer text <p>Table 1 (copy attached) shows the distribution of 2690 ‘applications received’ by the Northern Powerhouse Investment Fund (NPIF) and the 258 ‘successfully awarded investments or loans’ by Local Authority District from March 2017 to March 2018. Of the applications received, 286 were from outside of the Northern Powerhouse area, but could have been eligible if the applicants were willing to relocate to the area or conduct “significant business” there. Please note, the NPIF became operational in March 2017, so there is no data for the Fund before that date.</p><p>Table 2 (also in the attached) shows in £million the sums awarded to the eleven Northern Powerhouse LEPs as Growth Deals for the period 2015-2021. unstar this property answer text <p>The Government has made clear its commitment to crack down on worker exploitation across all sectors of the labour market and welcomes the Labour Market Enforcement Strategy 2018 -19.</p><p> </p><p>There is significant crossover and alignment between this strategy and the government's response to the Taylor Review of Modern Working Practices and subsequent consultations. The Government will publish a response to the Director of Labour Market Enforcement's strategy later this year, once the consultations have closed and the government has considered the responses.</p><p> </p><p>Estimates of the number of jobs paid below National Minimum Wage and National Living Wage by Low Pay Sector (as defined by the Low Pay Commission) are available in Chart 3 on page 10 of the 2017 Government evidence to the LPC report- <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/630197/nmw-nlw-lpc-evidence-compliance-enforcement-2017.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/630197/nmw-nlw-lpc-evidence-compliance-enforcement-2017.pdf</a>.</p><p> </p><p>These estimates are derived from the ONS Annual Survey of Hours and Earnings 2016; and it should be noted that some textile and clothing occupations are included in the ‘Non-Low Paying Sectors’ category.</p><p> </p><p>The Government will publish new evidence to the Low Pay Commission containing ASHE 2017 estimates of jobs below minimum wage rates and enforcement stats for 2017/18 later this year.</p><p> </p><p>HMRC works closely with other government departments and agencies to tackle National Minimum Wage non-compliance and wider labour market risks, including in the garment and fashion manufacturing industry.</p>

unstar this property answer text <p>Workers under 25 are entitled to the National Minimum Wage (NMW), which is designed to ensure younger workers are fairly rewarded, while protecting the employment prospects of those workers. For younger workers, the priority in those years is to secure work and gain experience – something that has always been reflected in the NMW rate structure.</p><p> </p><p>Age-related rates protect younger workers who are more vulnerable in the labour market. For example, between January to March 2018, the unemployment rate for people aged 16 to 24 was 12 per cent compared to 3 per cent for those aged 25 and over.</p><p> </p><p>All of the NLW and NMW rates are recommended by the independent Low Pay Commission (LPC). The LPC is carrying out a review of the youth rate structure to see if the current structure best supports their remit. They are due to provide their advice to Government in Spring 2019.</p><p> </p> more like this

unstar this property answer text <p>Existing laws (such as the Sale of Goods Act 1979 and the Misrepresentation Act 1967) apply to consumer to consumer transactions, including the sale of electrical goods, but we want to make sure that this legal framework is right for the future.</p><p> </p><p>That’s why the Government’s <a href="https://www.gov.uk/government/consultations/consumer-green-paper-modernising-consumer-markets" target="_blank">Consumer Green Paper</a> launched on 11 April seeks views on whether the existing legal framework applicable to consumer-to-consumer transactions should be strengthened further. The consultation is open until 4 July 2018 and the feedback received will help determine next steps.</p> more like this
