answer text <p>A small Proof of Concept was undertaken with DISC Holdings (formerly Govcoin) which included a budgeting app that could be used on a mobile phone. There are no plans to roll out any such pilot at scale. If claimants chose to use an account with a mobile app, as long as it has a standard account number and sort code, then they may do so. It is not within the DWP’s remit to promote one company’s product over another.</p><p> </p><p>DWP has liaised with University College London regarding technological developments in this area. No formal projects were initiated as a result of this.</p><p> </p><p>The Department continues to work with industry to understand how emerging technologies can be used to support claimants.</p> more like this

answer text <p>The Child Maintenance Service’s definition of income includes almost all sources of gross income reported to HMRC by company directors or self-employed parents. The specially trained Financial Investigation Unit (FIU) are able to look into cases where there is concern about a parent’s income. The FIU has been expanded since it was set up in 2014; and between July and September 2017 it opened 1100 complex earner investigations. We recently launched a consultation on our new Child Maintenance Compliance and Arrears strategy which proposes further improvements to the treatment of the income of complex earners, such as high value assets owned by a parent being used to create a notional income.</p> more like this

answer text <p>When the Child Maintenance Service arranges for maintenance payments to be taken directly from the parent’s earnings via the employer, this is done through a Deductions from Earnings Order. The Paying Parent is charged a one off £50 enforcement fee for the Deduction from Earnings Order, as well as on-going collection charges of 20% of the maintenance liability (including any arrears) for using the Collect and Pay service. In <em>Improving Lives: Helping Workless Families</em>, we set out a framework for a continued focus on improving children’s long-term outcomes. This includes nine national indicators to track progress in tackling the disadvantages that affect families and children. Four of these measures are set out in primary legislation which places a duty on the Government report annually to Parliament on the parental worklessness and educational attainment indicators. Data on the non-statutory indicators will also be published each year.</p>

answer text <p>The reforms to the Social Fund in 2013 have allowed local authorities in England and the devolved administrations in Scotland and Wales to deliver their own local provision for people who are in need of urgent help.</p><p> </p><p>Our 2014 review published in November 2014 found that local authorities delivered financial and in-kind support more effectively than the previous provision under the Social Fund, and that therefore local authorities are best placed to ensure help is targeted at those who need it most, alongside their other local services. The Department has no further plans to carry out a further assessment.</p><p>Local authorities in England will receive more than £200 billion to deliver these and other community services between 2016-17 and 2019-20, and will have the certainty to plan ahead through our four-year funding settlement.</p> more like this

answer text <p>The Department introduced a policy several years ago to move away from free standing water chillers with plastic bottles. Instead, where water chillers are required to meet a business need, a plumbed-in supply is normally used.</p><p>There remains a very small number of sites where a plumbed-in supply is not practicable, and in these cases, local arrangements may have been made for water chillers. However, no information is held centrally.</p><p>Prior to the policy change, bottled water would have been provided for business meetings as part of any wider refreshment cost, and cannot be identified separately. Water now provided for official meetings is no longer supplied in plastic bottles; refillable glass bottles or water jugs are provided.</p> more like this

answer text <p>The eligibility for passported benefits is often, but not always, linked to entitlement to income-related benefits such as Income Support, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance, Universal Credit and Pension Credit. The introduction of Support for Mortgage Interest Loans in April 2018 will not change these criteria.</p><p> </p><p>In some instances, claimants who are treated as receiving the income-related based benefit solely due to eligibility for SMI will no longer be automatically entitled to all ‘passported’ benefits. answer text <p>This Government is committed to action that improves long-term outcomes for children and families by focusing on tackling the root causes of poverty and disadvantage. The four ‘Life Chances’ measures introduced through the Welfare Reform and Work Act 2016, which replaced the income based targets set out in the Child Poverty Act 2010, are designed to drive action and measure progress in the areas that we know can make the biggest difference - parental worklessness and children’s educational achievement.</p><p>The measures are based on official statistics produced by the Office for National Statistics on the proportion of children in workless households and the proportion of children in long-term workless households; and on Department for Education statistics on the educational attainment at Key Stage 4 of all pupils, and of disadvantaged pupils.</p><p>Although these statistics do not <ins class="ministerial">all<ins class="ministerial"> </ins></ins>provide data for individual constituencies, local authority-level data is available for the measure of all children in workless households and for both the educational attainment measures.</p><p>In 2016, 21.4 per cent of children were in workless households in Wolverhampton local authority. Children in workless households are five times more likely to be in poverty than those in households where all adults were working. The Welfare Reforms such as the benefit freeze were designed to incentivise parents to choose to move into and progress in work.</p> more like this

answer text <p>Tackling child poverty and disadvantage is a priority for this government. To do this requires an approach that goes beyond the safety net of the welfare state to tackle the root causes of poverty and disadvantage. This is why the income-related targets and the requirement to publish a child poverty strategy set out in the Child Poverty Act 2010 have been repealed. In their place, we introduced statutory measures to drive action on parental worklessness and children’s educational attainment – the two areas that we know can make the biggest difference to disadvantaged children.
