answer	answer is ministerial correction date of answer 16/01/2018 answer text <p>There are no plans to assess poverty levels in connection with closures of individual sites such as Tile Hill Jobcentre.</p><p> </p><p>I would stress that the office mergers are not about reducing services but about taking the opportunity to stop spending money on empty space so we can spend more on supporting those in need. The face-to-face support our work coaches offer at jobcentres will continue to be a core part of the service we deliver.</p><p><strong> </strong></p><p>National statistics on the number of individuals in relative low income are set out in DWP’s annual ‘Households Below Average Income’ publication. Latest 3-year estimates for the West Midlands region in 2013/14 - 2015/16 show the rate of individuals in low income households at 19%, before housing costs.</p><p> </p><p>The number and proportion of individuals in relative low income is not available at a local authority or constituency level because the survey sample sizes are too small to support the production of robust estimates at this geography. Evidence shows work is the best route out of poverty; nearly three-quarters of children from workless families moved out of poverty when their parents entered into full-time work. Children in workless households are five time more likely to be in poverty than those in households where all adults were working. Welfare reforms are designed to incentivise parents to make the choice to move into and progress in work.</p><p>This Government is committed to action that tackles the root causes of poverty and disadvantage with policies that incentivise employment as the best route out of poverty. In <em>Improving Lives: Helping Workless Families</em>, we set out a framework for a continued focus on improving children’s long-term outcomes. This includes nine national indicators to track progress in tackling the disadvantages that affect families and children. Four of these measures are set out in primary legislation which places a duty on the Government report annually to Parliament on the parental worklessness and educational attainment indicators. The coverage area for each weather station is determined by the Met Office which assesses the most appropriate weather station for each postcode area. Cold Weather Payments are triggered when the average temperature recorded at the weather station has been recorded as, or is forecast to be, 0<sup>o</sup>C or below over seven consecutive days.</p><p> </p><p>The estimated numbers of Cold Weather Payments are produced at a weather station level and cannot be broken down further. As a result, estimates given in the tables below are subject to a margin of error when matching to the specified areas.</p><p> </p><p>The postcode areas within (a) Coventry South constituency (b) Coventry City Council metropolitan district are linked to the Coleshill weather station. The number in receipt of tax credits are not available at local authority or constituency level in this publication because the survey sample sizes are too small to support the production of robust estimates at this geography.</p><p> </p><p>In the FRS tax credit receipt is based on self-assessment and therefore may be subject to misreporting, and the FRS is known to undercount receipt of certain benefits. Therefore the numbers in the table have been produced by applying the proportion in each decile from HBAI to the overall number of families in receipt of child tax credit, working tax credit and both child tax credit and working tax credit, from administrative data. However, when the Home Office grant the application for indefinite leave they forward the personal details to NINo operations and a NINo is allocated within 48 hours.</p><p> </p><p>From 15 January 2018 this process is applicable to the principle family member and any adult dependants aged 16 or over in the refugees family.
