We alert the Competition and Markets Authority (CMA) when we believe that competition does not work. In the case of liothyronine, the CMA is currently investigating Concordia’s potential abuse of its dominant position to overcharge the National Health Service for liothyronine.</del></p><p> </p><p><del class="ministerial">In primary care community pharmacies are incentivised to source products at the lowest possible cost by allowing them to retain the medicines margin (the difference between what the NHS reimburses a pharmacy for a product and how much the pharmacy purchases it for) up to £800 million in England. In secondary care, competitive tenders ensure value-for-money to the NHS.</del></p><p><ins class="ministerial"> <p><ins class="ministerial">NHS England is not responsible for approving medicines. The Medicines and Healthcare products Regulatory Agency (MHRA) is responsible for ensuring that medicines and medical devices work and are acceptably safe. The National Institute for Health and Care Excellence makes recommendations for the National Health Service on whether medicines and other treatments represent a clinically and cost effective use of NHS resources.</ins></p><p><ins class="ministerial"><strong> </strong></ins></p><p><ins class="ministerial">A list of medicines licensed by the MHRA for the treatment of thyroid conditions is attached. The list is split into two sections because thyroid conditions can be split into either those associated with an overactive thyroid (hyperthyroidism), or an underactive thyroid (hypothyroidism). The list contains only those medicines licensed for overactive and underactive thyroid. Practices may however exceptionally choose to opt out of providing such services e.g. on workload grounds. Practices which choose to opt out will relinquish a proportion of their global sum income – currently 2.1%. It is the responsibility of the lead commissioner locally (NHS England or clinical commissioning groups under delegated agreement) to ensure the patients of opted out practices can continue to access these services e.g. commissioning the service from a nearby alternative practice.</p><p> </p><p>NHS England and the Department do not collate data on the number of practices that have opted out but financial information gives some indication as payments to these practices are reduced to fund the re-commissioning of services. 	answer	answer is ministerial correction date of answer 15/11/2017 answer text <p>National Health Service prescription forms (FP10) and claims for NHS funded sight tests (GOS 1) and for vouchers for glasses or contact lenses (GOS 3) will be amended to include a Universal Credit box in due course. Some NHS Help with Health Costs claim forms, for example HC5 refund claim forms, have already been amended to include a specific tick box to enable Universal Credit recipients to claim entitlement. All versions of dentistry claim forms were updated on 1 April 2016, to include a tick box for Universal Credit.</p><p> </p><p>A patient can currently make a claim for entitlement if in receipt of Universal Credit by ticking the “gets income based Jobseekers Allowance” on relevant forms. 	answer	answer is ministerial correction date of answer 20/11/2017 answer text <p>In April 2016, the General Practice Forward View set out a package of investment in general practice. This included a number of reforms which will increase capacity in general practice through recruitment and retention of general practitioners (GPs) and the wider workforce, and investment in extended access to GP services and the Time for Care programme.</p><p> </p><p>By 2020 the Government has committed to 5,000 additional GPs and 5,000 other staff in general practice; and by March 2019 everyone having access to GP services, including sufficient routine appointments at evenings and weekends to meet locally determined demand.</p><p> </p><p>The Time for Care programme will spread awareness of innovations that will help release capacity in general practice and facilitate local change programmes to implement them. Examples of these innovations include active signposting and developing the team. It is estimated that most practices can expect to release about 10% of GP time. The Time for Care programme provides support for groups of practices to implement their choice of the actions.
