star this property answer text <p>Numbers of units of e-cigarettes, vaping products and tobacco items sold in prisons in England and Wales in each month for the last year are as set out in the attached annex.</p><p>Prisons are rolling out the smoke free policy, subject to a series of assessments which will test the operational stability, readiness and health readiness of the prisons to implement the policy in a safe, decent and secure way. HMPPS’ health partners in England and Wales are fully involved in supporting prisoners with appropriate smoking cessation services in place.</p><p>The open estate across England and Wales has been smoke free indoors since October 2015.</p> more like this

star this property answer text <p>All adult prisoners in English prisons have an assessment of their maths and English needs on entry to prison, when they transfer between prisons, and prior to release.</p><p> </p><p>As set out in the White Paper, “Prison Safety and Reform” published in November 2016, we will ensure that a core common curriculum, focused on the underpinning basic skills of maths and English, will apply in every prison and that every prisoner will have a Personal Learning Plan linked to their sentence plan. We have introduced additional assessment of prisoners’ levels of maths and English on transfer between prisons and on release, gathering data that will allow us to compare prisoners’ attainment in maths and English on release with that at the start of custody, and to measure progress made by prisoners whilst serving their sentences.</p><p> </p><p>We have already introduced significant flexibility in our funding rules for prison education, giving prison governors more ability to put in place a curriculum that meets the needs of learners and responds to the demand for skills in the areas to which those prisoners will be released. Once existing prison education contracts end, we will make prison governors fully responsible for education provision in their prisons, commissioning the services they think are most appropriate in their individual prison. This will allow governors to decide how to structure their educational regime, and who delivers it, while following a core common curriculum set nationally which will focus on maths and English.</p>

star this property answer text <p>We have put in place a range of measures to support prisoners who are at risk of self-harm or suicide, especially in the early period in custody, when they are at their most vulnerable.</p><p>We have established a Prison Safety programme to support establishments in the implementation of the reforms set out in the Prison Safety and Reform White Paper, including our investment in an additional 2,500 staff who will help deliver consistent, purposeful regimes and allow us to introduce a new key worker role to support better staff-prisoner relationships.</p><p>We are rolling out new training across the estate to support our staff to identify the risks and triggers of suicide and self-harm and understand what they can do to support prisoners at risk. We have put in place specialist roles - regional safer custody teams - in every region to provide advice to prisons and to spread good practice on identifying and supporting prisoners at risk. We are using experts, including providing extra funding for the Samaritans, to provide targeted support for prison staff and to prisoners directly.</p>

star this property answer text <p>The department remains committed to reforming our prisons to make them safe and secure establishments with access to health, including mental health services to support the rehabilitation of offenders in custody.</p><p>Health services, in English prisons are commissioned by NHS England and by Local Health Boards in Wales, informed by evidence of the need in each prison. All prisoners have an initial health screen at reception by clinical staff and may be referred for further treatment, within or outside prisons, where mental health needs are identified.</p><p>Prison staff also have a critical role to play in identifying mental health needs and supporting prisoners. We are rolling out new suicide and self-harm prevention training which includes a module on mental health awareness. This is being delivered to all new prison officers as part of their entry level training (POELT), to existing prison officers, and to non-HMPPS staff who come into contact with prisoners.</p><p>Alongside this, we are investing £100 million towards recruitment of 2,500 new staff, and introducing new offender management arrangements in prisons under which Key Workers will have particular responsibility for a small number of prisoners. These measures will enhance the time and resources available to support prisoners. Dedicated officers will be able to build a relationship with prisoners and be in a better position to recognise and respond to changes in their behaviour or their mental well-being.</p><p>We are continuing to work with our health partners to improve our understanding of the mental health of prisoners. Since April 2017 we have launched co-commissioning, which means governors will now begin to have greater input into decision making about health provision in their prisons, enabling them to identify and work with health commissioners to contribute to the commissioning of quality healthcare services.</p><p />

star this property answer text <p>Follwoing release from prison into the community on licence, all child sex offenders will be subject to a series of licence conditions. This will include as standard, the requirement to “not travel outside the United Kingdom, the Channel Islands or the Isle of Man except with the prior permission of your supervising officer or for the purposes of immigration deportation or removal.” Such permission is granted only in the most exceptional circumstances, where the offender meets a strict set of criteria.</p><p> </p><p>In addition to the prohibitions in a licence in England and Wales, the Police may also apply to the courts for a Sexual Harm Prevention Order (SHPO) to prevent a sex offender from travelling overseas where they suspect that the offender could commit an offence while outside of the UK. This SHPO replaced the Foreign Travel Order, introduced by the Sexual Offences Act 2003, which remains in operation in Northern Ireland.</p> more like this

star this property answer text <p>As of 30 June 2017, there were 6,792 foreign national offenders serving a custodial sentence in England and Wales.</p><p> </p><p>This Government is absolutely committed to removing Foreign National Offenders, and during the financial year 2016 / 2017, 6,343 FNO’s were removed from prisons, immigration removal centres and the community. The barriers to returning FNOs to their countries of nationality are varied and complex which is why the action we take must be tailored to each specific country. I am working closely with ministerial colleagues in DFID, FCO, and Home Office, to ensure that all options are being pursued and that our early removal mechanisms are working as effectively as possible.</p><p> </p> more like this

star this property answer text <p>Ownership of Community Rehabilitation Companies (CRCs) transferred to new providers in 2015. Contracts with CRCs require each CRC to ensure that it employs a sufficient level of staff, and that its workforce is competent and adequately trained. We no longer routinely collect and publish CRC workforce numbers.</p><p>We closely monitor and robustly manage providers to make sure they fulfil their contractual commitments to reduce reoffending, protect the public and provide value for money to the taxpayer.</p> more like this

We are currently planning to sign the contract by the end of October 2017.
