star this property answer text <p>The new e-petitions system has been running for over two years now and the Government is pleased with the level of engagement that it has prompted among the public.</p><p><strong> </strong></p><p>The Parliamentary e-petitions site is jointly owned by the Government and the House of Commons, therefore any assessment of potential changes to the system would have to be agreed between the Government and the House. Individual Departments are responsible for the content and timeliness of responses to e-petitions and the Leader's office has general Government oversight of e-petitions.</p><p> </p> more like this

star this property answer text <p>We are committed to improving standards within the Youth Justice System so that we can not only punish crime effectively but also intervene earlier to help divert young people away from crime. That is why we set out our plans to reform the Youth Justice System in response to Charlie Taylor’s review last December, so that it is better equipped to help young people turn their lives around and play a constructive role in their communities.</p><p> </p><p>The safety and welfare of every young person in custody is our absolute priority and we are clear that more needs to be done to achieve this. We want custody to improve the life chances of children and young people in our care and to deliver improvements to education and health services within youth custody. That’s why we have created a new Youth Custody Service, with an Executive Director for the first time in the Department’s history – to make sure this vital area is given the priority and weight it deserves.</p><p> </p><p>We will continue to engage with key stakeholders and consider their recommendations as this work progresses.</p>

Conflict has had a significant impact on civilians. There continue to be reports of arbitrary detentions, the use of child soldiers and persecution of minorities.</p><p>The UK welcomed UN Human Rights Council's resolution 33/16.</p><p>We call on all parties to respect human rights in Yemen and support the work of the National Comimission in investigating abuses.</p> more like this

star this property answer text <p>The current cholera outbreak in Yemen has been declared by the UN as the worst in the world. Since the start of the outbreak in April, over 612,000 suspected cholera cases have been recorded and more than 2,000 deaths. Fewer than half of Yemen’s health facilities are functioning, and more than 19 million people have no access to clean water or sanitation.</p><p>In response, the UK increased aid to Yemen to £139 million for 2017-18, prioritising life-saving interventions including clean water and sanitation for an expected 1.2 million people. This also includes support to tackle the underlying causes of cholera by helping provide emergency food, nutrition, as well as supporting cholera prevention and providing medical supplies and treatment for those affected.</p><p>This is a significant increase from previous years, and makes us the second-largest contributors to the UN’s 2017 Yemen Appeal and the third-largest humanitarian donor overall. We are constantly reviewing our position and examining whether further funding should be made available, as we continue to work with the UN, other partners and donors to monitor and improve the response to the outbreak.</p><p>On the 11<sup>th</sup> August, the Secretary of State for International Development announced that we are targeting £8 million of our support to UNICEF and the International Organization for Migration on activities specifically to address cholera. The funding will be used to provide medical supplies to half a million people, give safe access to chlorinated water to 300,000 people, and rehabilitate medical facilities used by 250,000 people.</p><p> </p>
