These data are published in the ‘Police workforce, England and Wales’ statistical bulletins. The Home Office does not collect information on the number of posts available.</p><p>Detailed data on the number of officers in post, broken down by rank, gender and ethnicity are collected and published on an annual basis only. Police.uk now gives access to diversity data for officers and police staff, and the profile of BME and female officers by police rank, in comparison to the local force area population. We are in regular discussion with the College of Policing, who are leading work with chief constables and others to improve senior police recruitment.</p><p>The Government’s direct entry schemes at Inspector and Superintendent ranks help to attract the most talented people into policing, bringing in fresh experience, diversity and perspectives. Of the 40 inspectors and superintendents who have started the scheme so far 43% have been women and 13% were from an ethnic minority background. We are committed to reforming youth custody so that it is safer for both young people and staff and better equipped to help young people turn their lives around.</p><p> </p><p>Her Majesty's Chief Inspector of Prisons' inspection took place from 23 January to 3 February 2017. The findings highlighted a need for improvement in the youth custodial estate and we are continuing to take robust action to address the issues identified. At Feltham A, which holds boys aged 15 to 18, we have implemented a range of measures to improve safety including:</p><ul><li>We are recruiting additional staff at Feltham as part of our overall reform to improve safety and rehabilitation.</li></ul><p> </p><ul><li>We are providing young people with a personalised officer to work with on a weekly basis to develop goal-orientated plans, delivered as part of the Custody Support Plan roll-out.</li></ul><p> </p><ul><li>We are progressing with a conflict resolution model to resolve issues between young people in our care.</li></ul><p> </p><ul><li>We are putting in place a revised core day which will facilitate nine hours out of room to effectively occupy the young people in our care.</li></ul><p> </p><ul><li>We continue to deliver a suite of group and one to one interventions and facilitators have now been trained in Anger Replacement therapy which will be delivered to young people</li></ul><p>starting in July 2017.</p><p> </p><ul><li>A new approach to the use of special accommodation has been introduced with the use of a cool down room with appropriate furnishings as an alternative intervention to separation.</li></ul><p> </p><p>In addition, funding has been allocated for the refurbishment of the Enhanced Support Unit for young people with exceptionally complex needs that are unlikely to respond to mainstream services.</p><p>We are confident that we are taking proper and considered action in delivering changes to improve safety and outcomes for the young people in our care at HMP Feltham.</p> answering member printed Lord Keen of Elie question first answered 20/07/2017 15:18:55 answering member 4538 label Biography information for Lord Keen of Elie

	answer	answer is ministerial correction date of answer 14/07/2017 answer text <p>The Department is not party to the contracts made with any of the companies that provide the bedside telephone service to patients and it has not made an assessment of the contingency arrangements National Health Service trusts have in place, should their service provider be unable to fulfil its contractual obligations. Therefore it has no authority to impose any price changes on the suppliers of the services.</p><p>Patients can use their mobile phones as an alternative in specified areas of the hospital and payphones should be available as an alternative.</p><p>It is the responsibility of the NHS trust to consider contingency arrangements, should it wish to continue to provide this service to its patients. The telephone company contracts are made between individual NHS trusts and their chosen suppliers. Trusts do, in fact, have the ability to renegotiate their terms.</p><p>The bedside telephone is an additional service to that which existed in the past so alternatives already exist in hospitals. They need support from specialist services, which is why we are investing an additional £1.4 billion in children and young people’s mental health services to 2020.</p><p> </p><p>The Prime Minister announced earlier in the year that a member of staff in every secondary school in the country would be offered mental health first aid training. This training has now begun. It will equip those undertaking the training with the knowledge needed to identify and make an initial response to mental health concerns, which they can share with colleagues. The Prime Minister also announced a number of pilots to develop practice and evidence about what works in promoting good mental wellbeing, putting peer support schemes in place and developing joint working with specialist mental health services. We are procuring organisations to run these projects and will announce the results as soon as possible.</p><p> </p><p>We have published a blueprint for school counselling services, which provides schools with advice on delivering high quality counselling to all pupils.</p><p> </p><p>We have funded the development of MindEd, a free online resource which allows all those working with children and young people to access training and information on a range of mental health issues.</p><p>The Department has also issued advice on behaviour and mental health providing teachers with information and tools to identify pupils who need help, and to provide effective and early support.</p><p> </p><p>We will be considering with the Department of Health how best to build on this work.
