star this property answer text <p>Whilst noting that it is a personal choice, Armed Forces Personnel are encouraged to anonymously declare their sexual orientation on the Armed Forces HR system. A wide range of methods are utilised to encourage personnel to declare. These include communications campaigns, briefings from senior leaders, encouragement at staff college courses/conferences, involvement of the LGBT staff networks and as part of induction procedures for arrivals at a new unit. Personnel are assured of the confidentiality of the data and the benefits of recording it - to ensure policies are relevant, appropriate and informed.</p> more like this

star this property answer text <p>We maintain frequent Ministerial contact with international counterparts on Syria. The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson), regularly discusses Syria with his counterparts, including at the monthly EU Foreign Affairs Council. The Foreign Secretary's recent conversations have covered the situation in Aleppo; humanitarian access; support for the Syrian opposition including the Higher Negotiations Committee; the current ceasefire and its implementation; and resumption of the UN-led political process, including the Geneva talks due to start this month.</p><p>The Foreign Secretary also discusses Syria bilaterally in meetings in the UK and when he travels. The Prime Minister, my Rt Hon. Friend the Member for Maidenhead (Mrs May), has discussed the political situation in Syria during a number of recent meetings and overseas visits, including to the US and Turkey.</p> more like this

star this property answer text <p>We are aware of recent statements by UN special rapporteurs expressing concern at restrictions placed on human rights defenders and civil society in Egypt. In December, the spokesperson for the then UN Secretary-General, Ban Ki-moon, expressed concern over the arrest of prominent Egyptian human rights defender Azza Soliman.</p><p>We are concerned about the decreasing space for civil society to operate in Egypt. Ministers and senior officials regularly raise our concerns with the Egyptian authorities in both London and Cairo. During my meeting with the Egyptian Ambassador on 8 December, I raised our concerns about the arrest of human rights defender Azza Soliman. In the same meeting I reiterated concerns, outlined in my statement from 1 December, about a proposed new law on Non-Governmental Organisations (NGOs).</p><p>We have also raised our concerns about human rights at the UN. During the most recent session of the UN's Human Rights Council in September we raised concerns about restrictions on civil society in both our national statement and through the EU statement.</p><p>We will continue to monitor the human rights situation in Egypt closely, and to urge the Egyptian government to ensure full implementation of the provisions for the free operation of civil society, contained in the constitution, including through a revised NGO law that conforms to international standards and protects freedom of expression.</p>

star this property answer text <p>The purpose of the Service Complaints system is to provide all serving and former Service personnel with a process that is fair, effective and efficient and one, in which they can have confidence to raise matters of concern relating to their Service, and to seek redress. It is the responsibility of all those involved to ensure that complaints are handled confidentially, fairly, promptly and correctly.</p><p>Once a Service Complaint has been received, the procedures for handling and deciding a complaint are set out in Joint Service Publication (JSP) 831: Redress of Individual Grievances: Service Complaints. This JSP contains the policy and direction on Service Complaints and guidance on the processes involved and best practice to apply.</p> more like this

star this property answer text <p>The office of the Service Complaints Ombudsman for the Armed Forces currently has around 140 unallocated applications for investigation for matters of Maladministration and Substance (the oldest case dates back to January 2018). Applications relating to the review of an admissibility decision and undue delay investigations are being considered within target timescales.</p><p> </p><p>The Ombudsman has been open and transparent about the backlog of casework and is doing everything possible to reduce it. Most notably, work is ongoing to recruit staff to fill investigator vacancies. Further work is being undertaken to determine the correct level of resource required to not only reduce the backlog but to establish an organisation that can sustain future demand. As well as an external review of processes, to identify where efficiencies may be introduced, a peer review is planned by representatives from external Ombudsman organisations in order to benefit from their experiences.</p><p> </p><p>The Ombudsman has made it clear that the quality of investigations undertaken by her office must not suffer as a result of initiatives to reduce the backlog. Applicants are being updated regularly on their case and kept informed of likely timescales.</p>
