star this property answer text <p>The Immigration Act 2016 creates a new Director of Labour Market Enforcement. They will be responsible for overseeing and setting priorities for the Employment Agency Standards Inspectorate, National Minimum Wage enforcement and the Gangmasters and Labour Abuse Authority. This will strengthen efforts to identify businesses that engage in labour exploitation.</p><p> </p><p>To enable more effective enforcement, we are creating:</p><ul><li>A new intelligence hub so that enforcement is targeted at areas of risk; and</li><li>A new regime of Labour Market Enforcement undertakings and orders, backed up by a criminal offence and custodial sentence, to allow us to tackle repeat labour market offenders and rogue businesses.</li></ul><p> </p><p>We have already reformed the Gangmasters Licensing Authority into the Gangmasters and Labour Abuse Authority with the ability to tackle labour exploitation.</p><p><strong> </strong></p> more like this

star this property answer text <p>There is guidance on entitlement to different types of family related leave and pay on gov.uk and on the Acas website. This is relevant to all new parents, including those who have had a premature child, and their employers. The Acas guidance includes an on-line tool for employers which, for example, helps them manage their employees return to work.</p><p> </p><p>The Acas website also includes guidance for employers on good practice in managing absence, including circumstances in which staff need time off to care for premature or sick babies.</p> more like this

star this property answer text <p>Government has no plans at present to change this policy.</p><p>The UK labour market allows individuals and employers to agree employment contracts and patterns of work that suit them and does not want to restrict people’s ability to choose how they work, nor impose strict unnecessary regulations on businesses.</p><p>However, Government is clear that employers must take their employment law responsibilities seriously and cannot simply opt out of their responsibilities or avoid the law.</p> more like this

Employment contracts and contractual changes are a matter for the individual and the employer to agree, but they must comply with the legal framework.</p><p>Guidance on the GOV.UK website reflects the legal requirements employers must follow when asking individuals to consider contractual changes. The guidance also provides advice on recourse available if an individual feels they have been unfairly treated.</p> more like this

star this property answer text <p>The availability of atypical employment provides a number of benefits for workers who cannot or do not want to commit to ‘standard’ full-time employment. This results in high participation rates among groups which might otherwise be excluded from work altogether, like mothers returning to work.</p><p>The UK’s flexible labour market means those who work in flexible arrangements continue to be entitled to employment protections regardless of the contract type. But we recognise that there are instances where the UK labour market is not working fairly for everyone and is why we asked Matthew Taylor to carry out his independent Review of Working Practices. Our full response later this year will reflect Government’s position and next steps.</p> more like this

star this property answer text <p>I made an oral statement to the House on 11 July 2017 to announce the publication of the Matthew Taylor Review of Modern Working Practices.</p><p> </p><p>The Review looked at ways to ensure that the regulatory framework surrounding employment, and the support Government provides to businesses and workers, was keeping pace with changes in the labour market and the economy.</p><p> </p><p>The report is comprehensive and detailed and will require detailed, careful thought and further consultation.
