This Government’s manifesto included a commitment to stand up for the rule of law and human rights in Zimbabwe. The Foreign and Commonwealth Office’s 2015 Annual Human Rights Report lists Zimbabwe as a Priority Country. We continue to call, both bilaterally and in partnership with others, for an end to abuses and the restoration of internationally accepted standards.</p> more like this

star this property answer text <p>​The British Government's view is that the human rights situation in Zimbabwe has worsened in recent weeks. We have been particularly concerned by police violence in response to recent protests and demonstrations. As set out in the EU Statement of 30 August, the freedom to demonstrate and present petitions is enshrined in the Zimbabwean constitution, along with other fundamental human rights and freedoms, including freedom of expression, assembly and association.</p><p>This Government made a 2015 manifesto commitment to stand up for the rule of law and human rights in Zimbabwe. Zimbabwe remains one of the 30 UK Human Rights Priority Countries, where we monitor and report regularly on human rights and support programmes designed to make abuses less likely. We regularly call, both bilaterally and in partnership with others, for an end to human rights abuses and the restoration of internationally accepted standards.</p> more like this

star this property answer text <p>The Defence policy review has broadened to cover both remotely piloted air and wider highly automated systems. Officials are currently consulting stakeholders; we expect the review to conclude early in 2017.</p><p>Regarding Joint Doctrine Note 2/11, I refer the noble Lord to the answer I gave on 2 February 2016 to Question number HL5353. I reported the intention for the Development, Concepts and Doctrine Centre (DCDC) to review and update Joint Doctrine Note 2/11 &quot;The UK Approach to Unmanned Aircraft Systems&quot;. Following this review, it was decided to upgrade the note to a full publication (Joint Doctrine Publication 0-30.2), which is currently being drafted in consultation with stakeholders, in parallel with the policy review.</p><p>A review of the future joint and environmental operating concepts concluded that an integrated concept for defence is preferred; consequently the Future Air and Space Operating Concept will be incorporated into an unified Future Operating Concept, which is expected to be published in Spring 2017.</p>

star this property answer text <p>The Government is committed to improving transport connectivity across the North of England, including east-west routes. Current work includes upgrades to the road network as set out in <em>Road Investment Strategy: for the 2015/16 – 2019/20 Road Period</em> (March 2015).</p><p> </p><p>Work has already started to deliver improved rail journeys between Liverpool and Manchester. The Ordsall chord will enable direct links from the Northeast to Manchester Airport. Sir Peter Hendy’s rail upgrade re-plan (<em>Hendy review - </em><em>Replanning Network Rail’s investment programme: a report from Sir Peter Hendy to the Transport Secretary (Nov 2015)</em>) includes significant benefits for the North of England, such as the Transpennine Route Upgrade Programme, which is aligned to Rail North’s <em>Long Term Rail Strategy</em> (September 2015). Current proposals are to deliver faster journeys and more capacity on the existing railway line between Leeds and Manchester. This work is expected to provide up to six fast trains per hour, with a target journey time of 62 minutes between Manchester and York and 40 minutes between Leeds and Manchester.</p><p> </p><p>Additionally, the new TransPennine Express (TPE) and Northern franchises, which came into effect on 1 April, will deliver a range of significant benefits to their passengers, including increases to services between Manchester and Newcastle, more daily services to Hull from Manchester and Leeds, and 44 new 125 mph TPE trains fitted with free Wi-Fi and real-time passenger information screens.</p><p> </p><p>The Government is also working with Transport for the North on future transport plans in the North of England. As set out in the <em>Northern Transport Strategy: Spring 2016 Report</em> (March 2016), these plans include east-west connectivity improvements through HS3/Northern Powerhouse Rail and the strategic studies investigating the cases for a trans-Pennine road tunnel and upgrading the A66 and A69.</p><p> </p><p>All four documents referred to in this reply have been placed in the libraries of both Houses.</p>

star this property answer text <p>The Renewable Transport Fuel Obligation (RTFO) was amended in 2011 to provide double reward for biofuels derived from wastes.</p><p> </p><p>Since the Renewable Transport Fuel Obligation (RTFO) was established waste based biofuels have risen from 12% of total biofuel supply in the first year of the obligation 2008/09, to 50% based on the latest full year’s data for 2014/15 (<em>Biofuels Statistics obligation year 7 2015/16 - Report 6</em>). According to our latest but incomplete dataset, covering 2015/16, waste based biofuels have risen to 54% of total biofuel supply (<em>Biofuels Statistics obligation year 8 2015/16 - Report 3</em>).</p><p> </p><p>Used cooking oil from the UK was the most widely reported source under the RTFO for biodiesel in 2014/15 (by feedstock and country of origin) making up 19%. The latest available (incomplete) data for 2015/16 suggests used cooking oil from the UK has risen to 24% of biodiesel.</p><p> </p><p>In addition we have made available a total of £25 million in match-funded grants to construct three demonstration scale advanced biofuel plants in Swindon, Tees Valley and Grangemouth. These projects will convert low value waste to high value transport fuel.</p>

star this property answer text <p>The UK Government has unreservedly condemned the failed attempt to overthrow the democratically elected government of Turkey on 15 July. Both the Prime Minister and the Foreign Secretary spoke to their Turkish counterparts on the day following the coup attempt. The Minister for Europe and the Americas visited Turkey on 20-21 July to reiterate the UK's support for democracy in Turkey, the first Minister to do so following the coup attempt. During his visit he stressed the need for Turkey to respect human rights and the rule of law, and the importance of taking measures under the State of Emergency that are proportionate and justified. The Foreign Secretary met his Turkish counterpart on 7 September in London.</p> more like this

star this property answer text <p><strong>The evidence behind the comments from Simon Stevens, Chief Executive NHS England, comes from the Public Health England report ‘Sugar reduction: the evidence for action’ published in October 2015. </strong></p><p><strong> </strong></p><p><strong>The PHE report states that soft drinks are the largest single source of sugar for children and teenagers in England, and that consuming too much sugar can lead to weight gain, which in turn increases the risk of heart disease, type 2 diabetes, stroke and some cancers. It is also linked to tooth decay.</strong></p><p><strong> </strong></p><p><strong>This is why at Budget 2016, the Chancellor announced a new levy aimed at the producers and importers of added sugar soft drinks. The levy is designed to encourage companies to reduce the amount of added sugar in soft drinks and move consumers towards healthier choices. </strong><strong>The levy will from part of a wider comprehensive childhood obesity strategy which the government launch in the summer. </strong></p>
