	answer	answer is ministerial correction date of answer 14/12/2015 answer text <p>Current UK legislation requires nuclear power plants in England to limit their radioactive gaseous emissions to within safe levels. Similar legislation is in place in Wales and Scotland. The UK and territorial environmental agencies are responsible for implementing this legislation, which includes setting specific emissions limits and monitoring and reporting requirements for individual plants.</p><p>The regulators have powers to vary these requirements, including the scope and frequency of emissions monitoring and reporting, as they deem necessary for the purpose of verifying each plant’s compliance with its permitted emissions limits. 	answer	answer is ministerial correction date of answer 16/12/2015 answer text <p>The IEA estimate that global coal electricity capacity will be around 8-17% higher in 2020 than 2013, with some growth even under the IEA’s estimate of a 2°C scenario.</p><br /><p>We know that limiting the global growth in unabated coal use is necessary to tackle climate change. The UK Government announced at COP19, in Warsaw in 2013, its plans to end support for public financing of new coal-fired power plants overseas, except in rare circumstances. In order to limit global warming to less than 2 degrees, globally we need to rapidly move away from unabated coal power generation.</p><br /><p>We have negotiated a new policy in November 2015 on how OECD export credit agencies can contribute to our goal to address climate change. The new policy places significant restrictions on the financing of coal-fired power plants by OECD export credit agencies. Support for the larger less-efficient coal-fired power plants is removed, and will encourage a move away from low-efficient towards high-efficient coal-fired power plants. Over two-thirds of the coal-fired power projects receiving official export credit support from Participants between 2003 and 2013 would not have been eligible for such support under the new rules. The new rules will take effect from 1 January 2017, and are subject to a mandatory review starting in 2019, with the goal of strengthening them.</p><br /><p>My rt. hon. 	answer	answer is ministerial correction date of answer 15/12/2015 answer text <p>In March 2015 DECC published a report by AECOM titled ‘An Assessment of the Costs, Performance, and Characteristics of UK Heat Networks’. The report included a review of the prices charged to final customers by a representative sample of heat networks (7 in total). The average heat price was found to be 6.43p/kWh but with a wide range of 4.64 to 9.88 p/kWh reflecting differences in network design, construction, commissioning and operation. On average this is less than the modelled cost of gas central heating in flats and terraced houses when boiler ownership costs are included (7.22 to 10.24p/kWh).</p><br /><p>The Government is aware that costs to the consumer can vary and achieving cost savings is dependent on the quality of the individual network. DECC has supported industry development of a technical code of practice for heat networks, and worked closely with industry and consumer groups on the development of Heat Trust, an independent consumer protection scheme that launched in November 2015. There are also plans to launch an on-line cost comparator tool in 2016 to allow a consumer to assess their charges against gas central heating.
