unstar this property answer text <p>The Commission has had no discussions on providing facilities on the parliamentary estate for hon. Members’ staff and visitors to donate toiletries, and non-perishable food to a food bank.</p><p>We are unable to provide the proportions for the treatment of unused and uneaten food waste across the parliamentary estate as we do not separately record the amount of such waste entering the general waste stream.</p><p>All catering food waste segregated at the kitchens and food preparation areas is recovered or recycled; and no general office or catering waste from Parliament is sent to landfill.</p><p>The majority of food waste generated by the House of Commons is not fit for human consumption. A very minimal amount of edible food will end up as waste due to the controls in place to prevent this. Even if a minimal amount of edible food could be recovered, it is also a legal requirement that this food meets strict hygiene standards even upon donation, which cannot be guaranteed once it leaves the premises.</p><p>Working closely with the Maintenance and Environment teams, Catering Services have removed approximately 152 tonnes of organic waste from the general waste stream from August 2015 to July 2016. This is an increase of 30% from the first full year of the scheme.</p><p>There are no plans for HoC Catering Services to look at alternative ways of recycling food, i.e. as donations.</p><p>Westminster Chapel, telephone number 020 7834 1731, hosts the nearest food bank: The Westminster Foodbank, Westminster Chapel, Buckingham Gate, London, SW1E 6BS. unstar this property answer text <p>Fairtrade products are sold by Catering Services across Parliament which include a variety of popular drinks and snacks labelled with the 'Fairtrade' mark or sticker on packaged products. No fair trade wines are stocked at the current time.</p><p>Catering Services recognises and supports Fair Trade Fortnight. It makes catering customers aware of Fair Trade Fortnight through promotional screens in the catering venues as well as informing people about the Fair Trade organisation through table talkers and posters across the estate in catering venues.</p> more like this

This replacement implemented a new Annunciator graphics system that includes but was not limited to the following features:</p><ul><li>resilient hardware platform</li><li>software and hardware solution to generate high-definition Commons and Lords graphics</li><li>software application to support the creation of graphics templates</li><li>software application to maintain a local cache of selected data obtained from the Members’ Names Data Platform for inclusion in the graphics service</li><li>software application to support the provision of a live graphics service</li><li>separate systems for the Commons, Lords and Security teams that are connected using a video signal flow</li><li>software solution with the capability to support the development of additional functionality<p><p></li></ul><p /> <p>The Parliamentary Digital Service has some funding in the Digital Portfolio in the next financial year to extend the annunciator service based on the new software platform. This funding will be informed by some user research amongst Members to confirm what features would be of most benefit.</p><p />

The replacement provides an improved platform from which to implement further service enhancements. In parallel in 2018 we prototyped some tools to explore how we might provide the annunciator plus additional extended information in a mobile app. A key learning was that to provide Members with a smartphone app with the timeliness and accuracy of the annunciator service required further feasibility work. Funding for this feasibility work is available in the new financial year and also for some user research with Members to confirm what other new features related to the Annunciator would be of most benefit. No explicit timing for this work has yet been defined but it is hoped to have completed the feasibility review by the autumn.</p> more like this

unstar this property answer text <p>Single lens reflex (SLR) cameras are permitted in Westminster Hall if they are used in line with the regulations governing photography in the Palace. If the advice was given that photographs could be taken on mobile phones but not on SLR cameras this was incorrect. The Visitor Services team and Parliamentary Security Department will reissue briefing instructions to their staff to ensure that the regulations are applied correctly and consistently.</p><p>Filming and photography in Westminster Hall is for ‘personal’ rather than ‘professional’ use unless agreed in advance. Photography is not permitted in the following circumstances:</p><ul><li>Tripods, lighting equipment or trailing cables are involved</li><li>The images are for commercial purposes</li><li>The images include signage or banners for party political purposes</li><li>The images will be used to promote a specific cause or campaign.</li></ul> more like this

unstar this property answer text <p>The number of Contracted (Agency) staff is difficult to calculate due to the number of different agencies used and the often short term, varied work they are engaged to do. The number of contracted (agency) staff compared to the number of permanent staff is relatively low and accounts for less than 10% of the workforce costs with most contracted (agency) staff covering <em>ad hoc</em> operational requirements.</p><p>The percentage of workforce costs that represent agency staff for the years 2009 to 2015 were as follows:</p><table><tbody><tr><td><p>2009/10</p></td><td><p>2.84% of staff costs</p></td></tr><tr><td><p>2010/11</p></td><td><p>2.17% of staff costs</p></td></tr><tr><td><p>2011/12</p></td><td><p>4.11% of staff costs</p></td></tr><tr><td><p>2012/13</p></td><td><p>4.34% of staff costs</p></td></tr><tr><td><p>2013/14</p></td><td><p>6.00 % of staff costs</p></td></tr><tr><td><p>2014/15</p></td><td><p>8.11% of staff costs</p></td></tr></tbody></table><p>Along with growing guaranteed hours staff, contracted (Agency) staff have helped with the flexibility of the business needs since the directorate restructured to a smaller core team in 2011 and 2013 and in response to a growing banqueting and events business through income generation initiatives. As a result total staff costs have been much better controlled by being able to have a flexible resource which resources up to peaks in demand rather than having too many staff during quieter periods.</p>

unstar this property answer text <p><del class="ministerial">The House of Commons Commission has agreed a number of actions to promote responsible alcohol consumption on the Parliamentary Estate.</del> <ins class="ministerial">On 19 March 2018, the House of Commons Commission endorsed the recommendations of the Administration Committee to help to promote responsible drinking in Commons catering venues. The Commission also agreed to return to this matter on a six-monthly basis. The Commission did so on 29 October 2018, also giving due weight to the reference to access to alcohol within the Dame Laura Cox report on bullying and harassment. On 17 December 2018 the Commission agreed a number of actions to promote responsible alcohol consumption on the Parliamentary Estate.</ins> These include<ins class="ministerial">d</ins> increasing the range of non-alcoholic drinks and lower strength beers available, training and supporting staff to refuse to serve customers when necessary, expanding and encouraging alcohol-free areas including all six House of Commons cafeterias (Bellamy's, Courtyard Café, Debate, Jubilee Café, Members' Tea Room, Terrace Cafeteria), discouraging Members and staff from drinking in offices after bars are shut, and not running promotional advertisements.</p>

unstar this property answer text <p>The House of Commons terms and conditions of employment include provision to compensate staff for working late and/or additional hours during late sittings of the House.</p><p> </p><p>Staff in pay bands A–E (and some senior staff) required to work until the rise of the House or beyond are paid an Unsocial Hours Payment (UHP) for the commitment to work to an undefined time and a flat rate for each additional hour they work after 6pm once that have completed 8 hours work during that day. Staff who are not normally required to work to the rise of House or beyond, but agree to do so, may be eligible for paid overtime payments or time off in lieu (TOIL).</p><p> </p><p>Staff in catering pay bands are required to work until 15 minutes after the rise of the House if they are contracted to work in venues that supply services to Members. Staff who work in these areas or volunteer to work in these areas are paid overtime for any additional hours worked.</p><p> </p><p>Line managers have the discretion to agree flexibility around working hours by compensating individuals for additional hours worked by granting TOIL. Where business needs allow, TOIL can be granted to manage peaks and troughs in workloads. The extent to which TOIL is used varies between areas or roles, but is used frequently in some cases where workloads vary significantly between sitting and non-sitting periods. Work is under way to introduce a Flexible Time Management Policy.</p><p> </p><p>Security staff are employed by the Metropolitan Police Service and are paid in accordance with their terms and conditions of employment.</p>

unstar this property answer text <p>Members’ staff are regularly consulted on service issues by House authorities. These consultations include regular meetings between House staff and MPs’ staff representative bodies, and invitations to focus groups to feed into service design. A sample of Members’ staff have also recently been surveyed on how effective the services provided by the House are for them. There is also an annual meeting between House staff and MPs’ staff bodies (specifically Members and Peers Staff Association and Unite) at which service issues can be raised.</p><p>More recently, the House of Commons Commission has discussed the Gemma White review, and it welcomed the broad thrust of the recommendations made, which included better HR services for Members’ staff and how the sense of isolation that they feel can be addressed. They have asked the House Administration to carry out further work to examine the practical steps that can be taken in response to it.</p><p>Terms and conditions of service for Members’ staff fall within the remit of the Independent Parliamentary Standards Authority.</p>
