NHS Digital do however collect and publish an annual survey on the quality of life of individuals in state funded domiciliary care, their satisfaction with services, and other important outcomes which is available at the following link:</p><p><a href="https://digital.nhs.uk/data-and-information/publications/statistical/adult-social-care-outcomes-framework-ascof" target="_blank">https://digital.nhs.uk/data-and-information/publications/statistical/adult-social-care-outcomes-framework-ascof</a>.</p><p>Care staff visiting multiple private homes in one day should receive personal protective equipment (PPE) from the care provider they work for in line with the latest government recommendations. To support staff in using this equipment, Public Health England published tailored guidance on the use of PPE in domiciliary care on 27 April. Throughout the pandemic, we have made available over £2 billion in specific funding for adult social care, in addition to over £6 billion for local authorities to address pressures on their services. 	answer	answer is ministerial correction date of answer 27/01/2022 answer text <p>To provide further support for domiciliary providers, we have extended the Infection Control and Testing Fund by a further £388.3 million until 31 March 2022. Domiciliary care providers are able to access this funding to put in place effective infection prevention and control measures, including supporting testing and increasing vaccine uptake.</p><p>We have made available two rounds of the Workforce Recruitment and Retention fund, totalling £462.5 million to support local authorities and care providers recruit and retain care staff. Home care workers will be eligible for the Health and Care Worker visa for a 12-month period and added to the shortage occupation list, making it quicker, cheaper and easier to recruit eligible workers from overseas to fill vital gaps.</p><p>The Government has committed to providing free Personal Protective Equipment for their COVID-19 needs until the end of March 2023. To support staff, a bespoke testing supply channel has been set up to enable asymptomatic home carers to access weekly polymerase chain reaction tests to administer at home. 	answer	answer is ministerial correction date of answer 27/04/2021 answer text <p>The vast majority of care workers are employed by private sector providers who set their pay and conditions, independent of central Government. However, we do expect all employers to meet their legal and contractual obligations. The law requires employers to enrol all eligible workers into a qualifying workplace pension scheme and make at least a minimum contribution to their pension. The Pensions Regulator is responsible for maximising employer compliance.</p><p>There is statutory protection for workers against unlawful deductions from wages, including complete non-payment. Workers who believe that unlawful deductions have been made from their wages may complain to an employment tribunal. 	answer	answer is ministerial correction date of answer 23/11/2016 answer text <p>The statutory guidance to the Care Act 2014 is clear that local authorities should commission services to meet the needs of individuals and that very short home care visits would not normally be compatible with high quality care.</p><p> </p><p>Local authorities are responsible for commissioning decisions, accountable to their local populations through elected members. The Government does not routinely intervene in individual decisions, but both the Government and the Association of Directors of Adult Social Services (ADASS) agree that inappropriately short home care visits are unacceptable.</p><p> </p><p>The Department has worked with local government and the care sector to develop and encourage good practice in commissioning and managing local markets. A suite of guidance is now available at the online Hub that is now published on GOV.UK under market shaping and commissioning.</p><p> </p><p>In particular, the guidance ‘Commissioning for Better Outcomes’ (under Resources for Commissioners) is being actively used in the sector to improve commissioning and directly asks commissioners to review how short home care visits are used.</p><p> </p><p>We are working with the Local Government Association (LGA) and ADASS through a sector-led improvement approach to encourage best practice and improve local commissioning skills.
