We are developing a central programme plan with a phased approach to implementation. 	answer	answer is ministerial correction date of answer 15/04/2016 answer text <p>Working with the Department, Public Health England regularly undertakes an autism self assessment exercise with local authorities and their partners to gauge progress in implementing the Autism Strategy. The results of the self assessment and the individual returns from areas are made public so that organisations and people can challenge locally if they think that more needs to be done. The assessment questions and the process for local agreement are reviewed each time, taking into account that general continuity is needed in terms of measuring progress. The February meeting of the cross government Autism Programme Board considered the changes proposed for the next exercise which were put forward following discussions with representatives of Government departments, local authorities, the National Health Service, the autism third sector and people with autism and family carers. 	answer	answer is ministerial correction date of answer 21/10/2015 answer text <p>With the financial controls package and help from system leads, we are working towards delivering a balanced position against the overall spending controls in this financial year, despite an unprecedented level of deficit in the National Health Service provider sector.</p><br /><p>The NHS must now put in place cost-control measures we have introduced, like clamping down on agency spend, limiting the use of management consultants and making sure trusts have to justify the pay package of any manager who is paid more than the Prime Minister, while we continue to work with hospitals on ways to improve productivity and reduce waste.</p><br /><p>This year, we are investing £173 million of additional money in mental health, including £30 million for services for young people with eating disorders. We are taking a targeted and phased approach to the additional investment, to enable local areas to develop additional capacity and a collaborative approach across health, education and children’s services. We have invested £175 million via the GP Access Fund to commission 57 schemes across the country. In total 18 million patients in 2,500 practices have benefited from improved access to general practice.</p><p> </p><p>The GP Access Fund is promoting greater innovation in how practices offer access. This could be, for example, through networks of practices offering shared clinics at evenings and weekends.</p><p> </p><p>The first independent report on the national evaluation of wave one schemes looked at how schemes have provided more general practitioner appointments and expanded the type of patient appointments to improve patient and staff satisfaction. It is a factor in eating disorders and other mental health problems.</p><br /><p>The Children and Young People's Improving Access to Psychological Therapies (CYP IAPT) programme is already being expanded to cover additional areas of clinical practice, and extended so that by 2018 children and young people across all of England will have access to Child and Adolescent Mental Health Services which have been transformed by CYP IAPT and are providing evidence based psychotherapies coupled with session by session outcome monitoring. The benefits of the cap have had to be weighed against the need to focus on supporting the system that supports the most vulnerable.</p><p>In reaching the difficult decision to delay we considered the impact on those who would have entered the cap system from April next year. Though they will not benefit from the additional help straightaway, many will still benefit from the cap system when it is introduced in 2020. We know how hard GPs and their practice teams work and the challenges that they are facing in providing care for growing numbers of older people and patients with more complex needs.</p><p>Figures from the Health and Social Care Information Centre show that the number of patients registered with a GP has increased from 28,595,310 in 2015 to 28,893,403 in 2016, an increase of 1.0%. The GP Patient Survey, published in January 2016 shows a slight decline in the number of patients reporting that they are able to get a convenient GP appointment. Taken together, this suggests that GP workload may be increasing.</p><p>The Government is committed to providing the support GPs need so they can spend more time with patients. The new contract will see an investment of £220 million for 2016 to 2017, and we are keen to reduce administrative demands on those delivering care where practicable.</p><p>We are also investing in the primary and community care workforce and are committed to increasing the workforce by 10,000 by 2020, including an extra 5,000 doctors working in general practice.</p><p>GPs are changing the way patients can access GP appointments, not just 9am to 5pm Monday to Friday. 	answer	answer is ministerial correction date of answer 28/01/2016 answer text <p>We recognise the potential influence of online platforms, including social media, on both promoting self-harm and supporting people who have or may be at risk of self-harm.</p><br /><p>There is a link between bullying including cyberbullying and self-harm and the Department for Education produced guidance in October 2014, advising schools about preventing bullying. This guidance refers to new powers under the Education Act 2011 for teachers to search pupils, to confiscate IT equipment including mobile phones and to destroy offensive or inappropriate images.</p><br /><p>The Government continues to provide financial support for the <em>Multi-Centre Study of Self-Harm in England</em>, which monitors trends in self-harm and recognises the potential influence of online platforms on self-harming in young people.</p><br /><p>The Department for Culture, Media and Sport expects social media companies to have robust processes in place to address inappropriate and abusive content on their sites. This includes having clear reporting channels, acting promptly to assess reports, and removing content which does not comply with their acceptable use policies or terms and conditions. Social media can also help signpost vulnerable users to helpful sources of information and support.</p><br /><p>Recently, Ofcom led a social media working group on behalf of UK Council for Child Internet Safety to develop best practice guidance to encourage responsible practice from industry, and ensure children using their services are able to do so in a safe and protected way. However, we are committed to a sustainable future for our National Health Service.</p><p>The Government has reaffirmed its commitment to the NHS by again committing to increase health funding each year in this parliament, in spite of the continuing fiscal challenges.</p><p>By 2020-21, the Government will increase funding for the NHS by £10 billion a year in real terms compared with 2014-15, to support the implementation of the NHS’s own plan - the NHS Five Year Forward View - to transform services across the country. And we will be giving the NHS £3.8 billion more this year (2016-17), over and above inflation, and almost £6 billion of the £10 billion in the first two years of the six-year period.</p><p>It is not, however, down to funding alone. The health system needs to match the increase in funding with service transformation and it is vitally important that we continue to strive for efficiency and give support to the development of new, more integrated, models of care; to the use of technology and transparency of data to drive up quality and choice for patients; to local areas to determine what is right for them through devolution; and to drive up the focus on prevention.</p><p>The NHS achieving 2-3% net efficiency gains each year until 2020-21 would represent a strong performance but it is achievable. 	answer	answer is ministerial correction date of answer 23/03/2016 answer text <p>We know there are challenges ahead across the health and care sectors, but the principle with which we will approach the decisions ahead will be to prioritise and maximise funding for frontline services. The Government believes that the answer to these challenges lies in changing the way services are delivered and keeping people well and independent for longer, not in altering the fundamental principles that underpin the National Health Service.</p><p> </p><p>As a result of the Spending Review, NHS funding will be £10 billion higher in real terms by 2020-21 than 2014-15. And the NHS will not have to wait until the end of the parliament for much of this investment. We will be giving the NHS £3.8 billion more next year, over and above inflation, and almost £6 billion of the £10 billion in the first two years of the six year period. This shows that the Government has listened and responded to what the NHS has said about the level of investment it needs to deliver the Five Year Forward View.</p><p> </p><p>The Five Year Forward View – the NHS’s own plan – takes account of rising demand from demographic change and sets out new models of care that can meet the changing needs of patients, including better meeting the needs of the frail elderly, and maximising the opportunities presented by new technologies and treatments. We have committed NHS England through the NHS Mandate to take action to reduce premature death for people with mental illness. Over £400 million has been invested in Improving Access to Psychological Therapies to ensure access to talking therapies for those who need them, including those with autism.</p><br /><p>An additional investment of £1.4 billion has been allocated to children and young people’s mental health services over the course of this Parliament. The Department is working closely with NHS England to invest in clinical commissioning groups (CCGs) to deliver Local Transformation Plans, which must address the full spectrum of need including children with autism and learning disabilities. The highest United Kingdom suicide rate in 2013 by broad age group was among men aged 45 to 59. We also know that suicide is the leading cause of death in England and Wales for men aged between 20 and 34 years of age.</p><br /><p>In September 2012, the Department launched ‘Preventing Suicide in England: a cross-government outcomes strategy to save lives’. This strategy aims to reduce the suicide rate and improve support for those affected by suicide and was informed by an earlier consultation on preventing suicide in England. The strategy outlines six areas for action including, reducing the risk of suicide in key high-risk groups, including men aged under 50, reducing access to the means of suicide and supporting research, data collection and monitoring.</p><br /><p>We provide financial support for the National Suicide Prevention Alliance and work with a range of experts and partner organisations to deliver suicide prevention activities across all age groups. The cross-government suicide prevention strategy, Preventing Suicide in England, identifies young men as a high risk group to prioritise suicide prevention activities.</p><br /><p>The strategy also recognises that schools, social care and the youth justice system have an important contribution to make in suicide prevention by promoting mental wellbeing and identifying underlying issues such as bullying, poor self-image and lack of self-esteem.</p><br /><p>We provide financial support for the National Suicide Prevention Alliance and work with a range of experts and partner organisations to deliver suicide prevention activities across all age groups, including young men.
