star this property answer text <p>38 UK zones are exceeding EU air pollution limit values. An entire zone is considered to be in exceedance if any point within the zone boundary is in exceedance. While only 17.6% of total modelled road length exceeds EU limit values, the total land area covered by the 38 zones is equivalent to 72.6% of the total UK land area, but the points within the zones which are in exceedance cover a much smaller land area.</p><p> </p><p> </p> more like this

star this property answer text <p>HM Treasury’s Green Book guidance provides the framework for economic appraisal and evaluation of all Central Government policies, programmes and projects. In line with its advice, departments should reflect air quality impacts in decision-making wherever possible. Specific guidance is provided for government departments to use in valuing the impacts of air quality. This guidance has been available since 2013.</p><p> </p><p> </p><p> </p><p>The Government is currently consulting on draft air quality plans. Alongside the air quality plans interim appraisal guidance has been published to reflect the latest health evidence related to Nitrogen Dioxide. This guidance supplements the Green Book guidance.</p><p> </p><p> </p><p> </p><p>Both sets of guidance are available on the gov.uk website. Copies are attached.</p><p> </p> more like this

star this property answer text <p>In England, overall responsibility for monitoring ambient air quality lies with the Secretary of State for Environment, Food and Rural Affairs. In addition the Environment Agency is responsible for monitoring emissions from large and complex industrial processes in England. This function is undertaken by the Scottish Environmental Protection Agency in Scotland, Natural Resources Wales in Wales and the Northern Ireland Environment Agency in Northern Ireland. Under the Local Air Quality Management System, local authorities are responsible for reviewing and assessing ambient air quality.</p> more like this

star this property answer text <p>The air quality plan for reducing nitrogen dioxide emissions published on 17 December last year sets out the investment we have made to date to improve air quality and our future commitments. For example, we have committed over £2bn to greener transport measures since 2011 including, over the next five years, £600m to support the development and take up of ultra-low emission vehicles and £580m for a new access fund for sustainable travel.</p><p>The plan confirms that we will be providing funding to help five Local Authorities in England outside London to implement clean air zones and support the implementation of additional measures where necessary. We will be discussing the details of this with the relevant Local Authorities. In London, the 2015 Spending Review and Autumn Statement set out the financial settlement for Transport for London which is supporting a number of measures in the capital as set out in the air quality plan.</p> more like this

star this property answer text <p>Air quality has improved significantly in recent decades and we are working at local, national and international levels to continue those improvements. The UK currently meets legal limits for almost all pollutants.</p><p> </p><p>The national air quality plan for NO<sub>2</sub>, published in December last year, combines targeted local and national measures, forming part of a wider approach that exploits new and clean technologies, such as electric and ultra-low emission vehicles. As part of the national plan we are requiring five cities to implement Clean Air Zones. The relevant cities are Birmingham, Derby, Leeds, Nottingham and Southampton.</p><p>These measures will also reduce particulate matter concentrations.</p><p> </p><p>Alongside national action, local authorities have opportunities to improve air quality for the protection of public health and the environment through their decisions on local land use planning, environmental health, roads, highways and local air quality management. Local authorities are also able to introduce Clean Air Zones voluntarily.</p><p> </p><p>The Committee on the Medical Effects of Air Pollution provides independent evidence to Government on the impacts of air pollution on health. It regularly reviews latest research, and Defra reflects its guidance in its policy-making.</p><p> </p>

star this property answer text <p>Improving air quality is a priority for this Government and we are determined to cut harmful emissions.</p><p> </p><p>The Government is considering next steps in light of both the High Court judgment and recent updates in data on emissions from diesel vehicles and we will set out further measures next year.</p><p> </p><p>Our plans, which include national and local measures for all 38 zones and Clean Air Zones in the areas of greatest challenge, have always followed the best available evidence and we have always been clear that we are ready to update them if necessary. We can now confirm a timetable for updating our plans next year and further improving the nation’s air quality. We will consult on a revised air quality plan by 24 April 2017 and publish a final plan by 31 July 2017.</p><p> </p><p> </p> more like this

Members of the public or other organisations may also sign up to email bulletins via UK-AIR which provide timely information, including the air pollution forecast and latest monitoring information directly to subscribers when they need it.</p><p>Defra has developed a multi-agency response group to be convened in the event of any air pollution event. This group comprises representatives from Defra, the Department of Health, Public Health England, the Met Office and Devolved Administrations. This group decides on the severity of the event, appropriate escalation and communication to ensure that consistent, evidence based key messages reach the public quickly.</p><p>Between the 29 November and 6 December 2016 the group convened on three occasions at 10.15am each morning. As part of the agreed agenda a communications approach was discussed and agreed between all attendees. During the three events Defra issued proactive tweets on Twitter referring to the health advice, which was then re-tweeted by Public Health England. Defra took steps to inform the health charity network, which includes Asthma UK and the British Heart Foundation who work directly with vulnerable groups.</p>
