They must live with the consequences of their abuse each and every day of their lives. The Independent Panel Inquiry into Child Sexual Abuse has been set up to determine whether state and non-state institutions take, and have taken, seriously their duty of care to protect children from sexual abuse within England and Wales. Any specific allegation to the Inquiry will, where necessary, be referred to law enforcement bodies for consideration for criminal investigation. The Home Office has funded Operation Hydrant, which is the national policing response to the oversight and co-ordination of all child abuse investigations concerning persons of public prominence or those offences which have taken place in institutional settings. answer	answer is ministerial correction date of answer 01/07/2015 answer text <p>Responsibility for leading the Government’s work to tackle child sexual exploitation sits with the Home Office.</p><p>On 3 March 2015, the previous Government published its response to the failures in the Rotherham, which were identified by Professor Alexis Jay and Louise Casey in their reviews. The report, Tackling Child Sexual Exploitation, sets out the Government’s approach to tackling sexual exploitation. Additionally, the police recorded crime data that the Home Office does collect are based on the number of offences recorded, not the number of offenders.</p><p>The Ministry of Justice hold data on the number of defendants proceeded against at magistrates’ courts and found guilty at all courts of sexual offences against children, in England and Wales. We have prioritised child sexual abuse as a national threat which will help to ensure that police forces and Police and Crime Commissioners have in place the capabilities they need to protect children from sexual abuse.</p><p>In 2015/16 the Home Office provided an additional £10 million to the National Crime Agency for the creation of more specialist teams to tackle online child sexual exploitation. We will continue the work of overhauling how our police, social services and other agencies work together to protect vulnerable children. To this end, we have prioritised child sexual abuse as a national threat like serious and organised crime, which means police forces now have a duty to collaborate with each other across force boundaries to safeguard children.</p><p>The provision of police training is an operational matter. The College of Policing and the National Policing Lead for child protection and abuse investigation have set the requirement for all forces to train all new and existing police staff to respond to child sexual exploitation and abuse, including call handlers, Police Community Support Officers, police officers, detectives and specialist investigators.</p><p>The College of Policing has issued Achieving Best Evidence guidance and training for all officers engaged in interviewing children and vulnerable witnesses. This includes training on the sensitivity needed when dealing with victims and witnesses who may be vulnerable as well as working with partners – such as social workers – and their involvement in interviews.</p><p>Specialist courses for child sexual abuse and rape specialist investigators also expand on these requirements in relation to interviewing children and vulnerable adults.</p><p>The role of social workers in these investigations, including their training, is a matter for the Department for Education.
