Apprenticeship reforms continue to improve the quality of apprenticeships for all, providing the skills that employers need. Our reforms include implementation of the Apprenticeship Levy and new funding system to encourage employers to offer more high quality apprenticeships opportunities to people of all ages.</p><p> </p><p>There were 509,400 apprenticeship starts in the 2015/16 academic year of which 285,300 were by people under 25. answer	answer is ministerial correction date of answer 03/07/2017 answer text <p>In study programmes for 16 and 17 year old students there is a requirement for a minimum of 540 planned hours per year for a programme to qualify as full time. However, the expectation on providers is to deliver programmes of 600 hours per year and the funding rate is set on that basis. The Department for Education plans to make additional funding available to support the introduction of new technical education routes, T levels. In the March budget we announced that we anticipate the number of programme hours for students on those routes will increase to over 900 a year on average, including the completion of a high quality work placement. We are currently working through the detail of our proposals for implementing the technical education reforms and the actual amounts that will be made available are still to be determined, but will be from the additional resources announced in the March Budget for 16-19 technical education to implement the Sainsbury reforms: the first line in Table 2.1 in the Budget report.
