star this property answer text <p>UK Official Development Assistance does not provide financial assistance or assets to support the Palestinian Authority (PA) agencies implicated in the Human Rights Watch report and continues to have a no contact policy with Hamas in its entirety. The report has made some serious and concerning allegations about human rights violations by the PA and we have immediately raised our concerns with the Palestinian Ministry of Interior. We continue to urge the PA to respect human rights, to ensure complaints of mistreatment or arbitrary detention are properly investigated and to continue to improve the performance of the security sector.</p><p> </p><p>The Ministry of Defence (MOD) currently delivers training courses and supports the development of training institutions across the Palestinian Authority security sector. Participants from two agencies referenced in the report, the Preventative Security Organisation and General Intelligence Service, have attended courses delivered by the MOD and by training institutions that are supported by the MOD. These courses serve to reinforce accountability, responsible governance and a common approach to the upholding of human rights and human rights law.</p>

Since 2000, Gavi has helped to immunise 690 million children, preventing more than 10 million deaths. We see Gavi’s Mid-Term Review meeting as a crucial opportunity to celebrate Gavi’s extraordinary work, whilst also critically assessing how it can make even further progress in improving access to lifesaving vaccines for the world’s most vulnerable people.</p><p>Regretfully, diary pressures mean Ministers are unavailable to attend the meeting. We have recently written to all of our partners to remind them of their responsibility to provide their own mechanisms for reporting and investigating suspicions and/or allegations of sexual violence. Wherever these relate to a DFID programme we also expect that our partners report those to us in a timely manner. star this property answer text <p>The UK continues to raise concerns with the Saudi led-Coalition about the potential impact of any assault on the port and city of Hodeidah and is monitoring the resumption of hostilities in and around Hodeidah closely.</p><p>As we have consistently made clear, the Coalition must ensure that any further military operations in and around Hodeidah are conducted in accordance with international humanitarian law, including on the protection of civilians and civilian infrastructure, and do not disrupt commercial and humanitarian flows both through the port and onwards across the country. For their part, the Houthis must not compromise civilian facilities (such as Hodeidah port as well as schools, hospitals and food storage facilities) and allow unhindered access to humanitarian agencies throughout areas they control.</p><p>To date, Red Sea ports remain operational and continue to import most of the food and fuel on which Yemenis rely.</p> more like this

We welcomed the leadership shown by the Palestinian Authority at the Gaza Reconstruction Conference in Cairo, and their agreement to the Gaza Reconstruction Mechanism which is facilitating the import of construction materials into Gaza. star this property answer text <p>Overall, the UK has committed £132.5m to the crisis in South Sudan and a further £58.9 million for South Sudanese refugees in the region, making it the second largest bilateral donor after the US. The UK has been an early responder since the start of the crisis in South Sudan, mobilising resources within days of the onset of conflict, and committing resources to the food security response early on to help avert famine in 2014. In response to the 2015 UN Appeal the UK has already allocated over £20 million. Additionally the UK disbursed almost £30 million in December 2014. The timely disbursement of these contributions was to take advantage of the 2015 dry season window; enabling partners to pre-position vital supplies and achieve cost effective transportation allowing more lives to be saved.</p><p> </p><p> </p><p> </p><p>On 9<sup>th</sup> February 2015, at a joint UN Office of Coordination of Humanitarian Affairs and Intergovernmental Authority on Development High-Level Event on the Humanitarian Crisis in South Sudan the UK strongly lobbied other donors to commit early funding in 2015 to the protracted humanitarian crisis and called on the Government of South Sudan to contribute more resources towards meeting the vast humanitarian needs of their people, facilitating unhindered humanitarian access and increasing support for basic services. At the conference, $618 million was pledged to support the 2015 humanitarian response in South Sudan.</p><p> </p>

We are also developing tax capacity building work in a further 4 priority countries. star this property answer text <p>Assessing the needs of men, women, girls and boys in emergency situations, including their protection needs, is a core function of DFID humanitarian partners. In conflict affected areas for example, children face multiple problems ranging from being used as child soldiers, to sexual exploitation, to denial of access to education. DFID views facilitating education as one of the ways we can help to protect children.</p><p> </p><p>In the Syria region for example, the No Lost Generation initiative contributes to protecting children through access to learning and psychosocial support. It advocates for better protection of children from violence, abuse and exploitation, aiming to restore hope for the future to thousands of children. DFID has allocated £50m to the No Lost Generation initiative, and is working with UNICEF and other partners to maximise the quality, coverage and coherence of these interventions, contributing to resilience and peaceful co-habitation. DFID has also funded education, psychosocial support and child protection across the region, with a particular focus on support to education in Lebanon and Jordan.</p><p> </p><p>We have also focussed on protecting children as part of our Call To Action on Violence Against Women and Girls (VAWG), which saw commitments from partners that included creating new protection officer roles, incorporating the issue of VAWG into humanitarian coordination response plans, supplying additional human resources on VAWG and to increase the evidence base on this issue for more effective targeting of UK assistance. In each rapid onset emergency DFID supports, we review specific actions to address Violence Against Women and Girls. For example in response to Typhoon Haiyan, which hit the Philippines during the Call to Action meeting in 2013, the Secretary of State convened a high level meeting with donors and UN agencies to specifically ensure that VAWG was addressed as a priority. As a result, participants agreed that the Philippines should act as a pilot for improving how VAWG is addressed in emergencies. The Secretary of State tasked a team of DFID experts to the Philippines to take stock of the international response VAWG within the first weeks of the emergency and to ensure DFID programmes addressed this issue.</p><p> </p>

star this property answer text <p>Protection of children in emergencies is a priority for DFID. Examples of our work include in the Syrian region DFID is helping to provide protection to children affected by armed conflict. We are providing more than £500 million in humanitarian aid to help people, including children, who have lost everything as a result of the violence. Of this the UK has dedicated £82 million specifically for the protection, trauma care and education of children affected by the crisis. In Eastern DRC, DFID is in close discussion with the international community and the government of DRC on Disarmament, Demobilisation and Reintegration (DDR) programming with a specific child soldier component.</p><p> </p><p> </p><p> </p><p>Additionally the UK has supported child protection activities in emergencies through our work on Violence Against Women and Girls following Typhoon Haiyan in the Philippines, in the recent Iraq crisis and through security sector reform programmes in Somalia. In Sierra Leone we are supporting UNICEF for child protection activities in the Ebola outbreak, where DFID deployed child protection advisers to jump start a focus on this important issue.</p><p> </p><p> </p><p> </p><p>Child protection activities in emergencies are often part of wider projects and funding is not recorded separately. For example, education projects in emergencies will often provide protection and since 2009/10 DFID has more than doubled education spending in conflict and fragile states. From 2010 to 2015, the UK has supported 11 million children in primary and lower secondary school, and trained more than 190,000 teachers.</p><p> </p>

star this property answer text <p>General budget support to Malawi was suspended in 2011 due to concerns relating to human rights and public financial management. Tightly managed sector budget support for health and education was continued by all donors but following the Cash-gate scandal in November 2013 this too was suspended. There can be no consideration of putting UK funding through Malawi government systems until the integrity of the Government’s financial management systems has been restored and independently verified. However, the UK is still committed to poverty reduction and supporting poor people in Malawi, through a large programme of ongoing investments delivered, in health, education, agriculture, water and sanitation, economic development and governance.</p><p> </p><p> </p><p> </p><p>In the wake of the Cash-gate corruption scandal in 2013, we have funded a forensic audit as well as technical assistance to the investigation agencies to help bring the culprits to court and continue to support public financial management reforms.</p><p> </p>

star this property answer text <p>General budget support to Malawi was suspended in 2011 due to concerns relating to human rights and public financial management. Tightly managed sector budget support for health and education was continued by all donors but following the <em>Cashgate</em> scandal in November 2013 this too was suspended. There can be no consideration of putting UK funding through Malawi government systems until the integrity of the Government’s financial management systems has been restored and independently verified. However, the UK is still committed to poverty reduction and supporting poor people in Malawi, through a large programme of ongoing investments delivered outside of government systems, in health, education, agriculture, water and sanitation, economic development and governance.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>Since November 2013 to date the DFID bilateral programme in Malawi has disbursed £ 70.4 million to NGOs, Multilaterals and other non-state channels outside of government systems. Expected outcomes include:</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>- An important contribution to meeting contraception needs in a country with a high total fertility rate and increasing population pressure. By 2016, the UK’s Malawi Family Planning Programme is expected to support 800,000 additional women to access and use modern methods of family planning.</p><p> </p><p> </p><p> </p><p>- Improved access to Water and Sanitation. 750,000 people will have access to clean drinking water sources by 2016.</p><p> </p><p> </p><p> </p><p>- Supporting 15,000 girls to benefit from secondary school bursaries by 2016.</p><p> </p><p> </p><p> </p><p>- Supporting improved health outcomes. star this property answer text <p>DFID’s Peacebuilding Support Programme supports the provincial Government to deliver improved security and justice to 250,000 citizens in Khyber Pakhtunkhwa (KP). It focuses on strengthening civilian security (police, prosecutions, prisons) and the formal and informal justice sectors. DFID also contributes to a Multi Donor Trust Fund supporting areas of KP affected by militancy and conflict. It helps improve state-citizen trust and reduce the root causes of insecurity through improved infrastructure, economic development and service delivery.</p><p> </p><p> </p><p> </p><p>UK aid to Pakistan also addresses the conditions that might breed violent extremism by reducing poverty, meeting basic needs, increasing economic opportunities and promoting inclusion. It supports the government to build an effective state that is more able to respond to violent extremism through strengthening democratic processes and institutions, delivering better services and improving access to justice.</p><p> </p><p> </p><p> </p>

star this property answer text <p>DFID Malawi has committed to provide up to £4.1 million to support both emergency response and early recovery efforts. These are funds from DFID Malawi’s 14/15 budget, including contingency humanitarian funds and the use of value for money savings. This is additional to the £3.4m already provided to meet the humanitarian needs of the food insecure during the lean season. DFID is working closely with partners to ensure that flooding support reaches those that need it most, in line with the Government of Malawi’s Preliminary Response Plan and coordinated through Government-led structures. No UK funding is channelled through Government of Malawi systems.</p><p> </p><p> </p><p> </p><p>UK commitments so far include:</p><p> </p><p>· £1m to the World Food Programme which is supplying 370,000 people with food for the first weeks, including by air to areas cut off by rising waters.</p><p> </p><p>· £665,000 to UNICEF to provide emergency water, sanitation and hygiene facilities to prevent the spread of disease in displacement camps.</p><p> </p><p>· Over £1m through NGO and private sector partners to provide seeds and tools to smallholder farmers whose crops have been damaged by the floods.</p><p> </p><p>· £800,000 through the UN Humanitarian Fund, in support of particular coordination and camp management, nutrition, protection and health activities, plus funds for specialist UN personnel to coordinate the response.</p><p> </p><p> </p><p> </p><p>In addition, a number of NGOs have also accessed the Start Fund, a funding mechanism for delivering rapid humanitarian assistance which is jointly funded by the UK and Irish Governments. ActionAid, Christian Aid, Concern Worldwide and Save the Children have used £350,000 from the fund to provide vital resources to those displaced by the floods.</p><p> </p>

star this property answer text <p>DFID support to the re-integration of former combatants from Sierra Leone took place in two ways. In the first phase 1999 to 2001/02, DFID made contributions to the World Bank managed Multi Donor Trust Fund. Along with other donors, DFID funds were specifically targeted at re-integration activities, including vocational and skills training, medical assistance, psychosocial support and a re-integration allowance of US$300 per individual. By the time the DDR Trust Fund had ended, it was estimated that over 70,000 ex-combatants had benefitted from the Trust Fund.</p><p> </p><p> </p><p>From 2002 to 2006, DFID implemented a Reintegration and Rehabilitation Programme in Sierra Leone that focused specifically on rebuilding communities and re-integrating ex-combatants into society, through a community based approach.</p> more like this
