	answer	answer is ministerial correction date of answer 06/01/2015 answer text <p /> <p>From April 2010 Local Criminal Justice Boards (LCJBs) took responsibility for the governance and performance management of the 143 accredited Specialist Domestic Violence Courts (SDVCs) across England and Wales. As of March 2014 there were 137 accredited SDVCs. However, the closure of SDVCs in some areas does not necessarily mean that provision in that area has ceased, as many of the SDVC systems cover a number of courthouses. 	answer	answer is ministerial correction date of answer 05/01/2015 answer text <p /> <p>By virtue of Section 47 of the Mental Health Act 1983 (the 1983 Act), the Secretary of State for Justice may, by warrant, direct that a sentenced prisoner be removed and detained in a secure hospital provided that he is satisfied by reports from at least two registered medical practitioners that:</p><p>· the person is suffering from mental disorder; and</p><p>· the mental disorder is of a nature or degree which makes it appropriate for him to be detained in hospital for medical treatment; and</p><p>· appropriate treatment is available for him.</p><p>The number of prisoners serving custodial sentences who have been admitted to hospital after the issue of a transfer direction under the 1983 Act in each year since 2010 is set out in the table below. Such transfers directions are valid for 14 days. The figures for total admissions include sentenced prisoners admitted to hospital more than once in a given year.</p><p> </p><p> </p><p> </p><p>Table One</p><p>Year Total Admissions</p><p>2010 446</p><p>2011 442</p><p>2012 462</p><p>2013 457</p><p> </p><p>Once a transfer direction has been issued, it is the Secretary of State’s expectation that the prisoner is always transferred to hospital within 14 days.</p><p> </p><p>However, there may be exceptional circumstances in which the transfer does not take place or is delayed. Such circumstances may include:-</p><p> </p><p>· the proposed hospital bed placement becomes unexpectedly unavailable and the transfer direction expires after 14 days (in which case the Secretary of State will issue a new direction once a new bed placement has been confirmed);</p><p>· other court proceedings may intervene, with a new court order superseding the transfer direction</p><p> </p><p>The number of transfer directions issued under section 47 the Act in respect of prisoners serving custodial sentences in each year since 2010 is set out in the table below.</p><p> </p><p>Table Two</p><p>Year Total of Directions Issued</p><p>2010 451</p><p>2011 444</p><p>2012 458</p><p>2013 463</p><p> </p><p>It should also be noted that as the direction is valid for 14 days, it may be issued in late December one calendar year with the actual admission to hospital not taking place until early January the next calendar year.</p><p> </p><p>For the reasons set out above, the number of transfer directions issued in each year will not match exactly the number of hospital admissions in that year. We only use temporary staff to fill business-critical posts and essential frontline services where they can provide a fast, flexible and efficient way to obtain necessary skills that are not currently available in-house. The National Archives holds a paper index (the Manorial Documents Register) which describes and locates these records and is available for the public to view in its reading rooms. 	answer	answer is ministerial correction date of answer 05/01/2015 answer text <p /> <p>The <em>Youth Justice Board for England &amp; Wales (Amendment of Functions) Order 2014</em> will, subject to Parliamentary approval, assist the Youth Justice Board (YJB) in more efficiently and effectively carrying out its statutory function of overseeing the operation of the youth justice system.</p><p> </p><p>Having considered the additional functions which would be given to the YJB through the Order against the criteria in the Cabinet Office’s <em>Guide to Making Legislation</em>, an impact assessment is not required. The Order would not impose additional costs or reduce existing costs on business or civil society organisations, impose new or remove existing information obligations in respect of the public sector, introduce other administrative burdens or unfunded policy costs, involve some kind of redistribution affecting public, private or civil society organisations, and would not involve regulatory change relevant to the Government’s “one-in, one-out” rule in respect of regulatory burdens. 	answer	answer is ministerial correction date of answer 06/01/2015 answer text <p /> <p>The Government is aware of the concerns raised by representatives of the research community about amendments to the proposed EU General Data Protection Regulation that could prevent health research involving personal data from taking place. These concerns centre on amendments to the proposed Regulation which have been agreed by the Civil Liberties, Justice and Home Affairs (LIBE) committee of the European Parliament.</p><p> </p><p>Negotiations on the EU data protection framework are ongoing and the final text will be subject to the co-decision of the Council of the European Union and the European Parliament under the ordinary legislative procedure. However, negotiations have yet to reach the ‘trialogue’ stage as the Council of the EU has not yet agreed a general approach on the text.</p><p> </p><p>The Government’s view is that the ability of researchers to process personal data in the way that they are legitimately able to do so at present must be preserved. The Government is committed to working with the profession in the first half of 2015 to make progress on reforms that will ensure the legal aid advocacy market operates competitively, sustainably and in such a way as to optimise quality. In particular, the Government proposes to take steps to ensure that defendants in criminal cases always have an informed and effective choice of the advocate who is to represent them. The Government also proposes to take measures to strengthen the current ban by the Legal Aid Agency on the payment or receipt of referral fees and to address any potential conflicts of interest.
