They are administering a local voucher scheme which is broadly based on the same principles and procedures as the BDUK scheme, but funding comes from sources other than the Urban Broadband Fund. </ins><del class="ministerial">There are 22 Super-Connected Cities in the UK. Ofcom’s Infrastructure Report 2014 notes that 84% of the UK (outdoors) and 71% of the UK (indoors) has 3G coverage from all operators, with mobile services among the cheapest in Europe. Coverage in each area is ranked from 1 to 5 on the level of mobile coverage (1= 95% or more; 2= 90% - less than 95%; 3= 80% - less than 90%; 4= 60% - less than 80%; 5= less than 60%). It is also possible to download the data in tabular form. The data were last up-dated on 13 December 2013. Ed Richards in his evidence to the Communications Committee on 18 November 2014 confirmed that Ofcom had the necessary power to deliver gaining provider led switching for mobile services. However the Regulator has stated that they will undertake a review of the consumer experience of switching to identify the most appropriate powers to use, to address consumer protection and competition issues. 	answer	answer is ministerial correction date of answer 11/12/2014 answer text <p>The Communications Act 2003 confers functions on Ofcom to make provisions about the regulation of the provision of electronic communications services. Section 45 of the Act gives Ofcom the power to set general conditions on service providers. Section 51 specifies that one of the reasons for imposing such conditions is to protect the interests of consumers of electronic communications services. However, the ‘UK Book Publishing Industry in Statistics’ produced by the Publishers Association (PA), shows that in the invoiced value of UK publisher sales of books fell 2 per cent in 2013 to £3.4bn, with a 5 per cent decrease in physical book sales and despite a 19 per cent growth in digital sales.
