Through the Strategically Important and Vulnerable Subjects advisory group, HEFCE seeks to identify where action might be necessary to ensure that the supply of graduates meets the needs of the economy and society. The advisory group includes representatives of agriculture, tourism and other related subjects that affect the rural economy.</p><p>The Government supports Universities offering subjects that benefit the rural economy. Subjects such as agriculture and forestry attract high cost ‘band B’ funding. While primarily aimed at helping employers with employees who are facing long term sickness absence, the self-employed can access free, impartial work related health advice through the advice element of the scheme. Fit for Work is a free service which provides both a supportive occupational health assessment and general health and work advice to employees, employers and General Practitioners (GPs), to help individuals stay in or return to work.</p><p> </p><p>We are committed to making it easier for small business owners to run their business. We are helping small businesses access the finance they need to startup and grow with British Business Bank programmes already supporting £2.3 billion of finance to 40,000 smaller businesses. Small businesses have less regulation to follow, with savings to businesses of £10bn of red tape in the last Parliament, and have better access to business advice and support through GREATbusiness.gov.uk. The ‘My Business Support Tool’ helps businesses find the support they need quickly, and businesses can speak to or webchat with a helpline adviser direct using our Business Support helpline. 	answer	answer is ministerial correction date of answer 17/03/2015 answer text <p>A total of £1.25bn has been secured by the five LEPs (Local Enterprise Partnerships) in the North West – Liverpool City Region, Cheshire and Warrington, Greater Manchester, Lancashire and Cumbria – from the Government’s Local Growth Fund. As part of this, Liverpool City Region secured £232.2 million in July 2014 and a further £31.6 million through the expansion to Growth Deals in January 2015.</p><p> </p><p> </p><p> </p><p>The North West Fund is an ERDF (European Regional Development Fund) Financial Engineering Instrument which can invest £155 million into SMEs across the North West, including Merseyside, until 31<sup>st</sup> December 2015. 50% of the fund is public sector resources coming from the ERDF programme (£77.5 million) and 50% from the private sector (a further £77.5 million). This will provide loan and equity investments to SMEs in the North West.</p><p> </p><p> </p><p> </p><p>As of December 2014 the fund had invested £111.18 million in capital funding across the North West, of which £36.8 million had been invested to support SMEs in Merseyside. There is sufficient residual funding within the North West Fund to support the capital investment in Merseyside which has already been identified by local partners for the remainder of 2015.</p><p> </p><p> </p><p> </p><p>The Department is currently working with LEPs to develop the 2014-20 ERDF Programme; we anticipate the Operational Programme will receive approval by the European Commission in June 2015. 	answer	answer is ministerial correction date of answer 27/10/2015 answer text <br /><p>The report, building on work commissioned by UK Trade &amp; Investment (UKTI) from Professor James Foreman-Peck at Cardiff University, reviewed the evidence and quantified the impact of language skill deficiencies on UKtrade performance.Professor Foreman-Peck’s analysis showed that UK firms may be missing out on international opportunities because of inadequate information which in turn stemmed from poor language skills and insufficient knowledge of the cultures of other countries. Professor Foreman-Peck estimated that these missed opportunities were equivalent to around 3.5% of national income (£48bn). This estimate does not refer to just exports as it is based on total trade opportunities which include imports.</p><br /><p>HMG has long recognised that there are barriers to trade and that Government has a role to play in helping firms overcome barriers to trade such as language skills and cultural awareness. UKTI provides a range of services to help companies address barriers to trade including language and culture issues in order to break into new or additional markets, or to increase their overseas presence. UKTI has a network of domestic and overseas trade advisors who help firms navigate barriers and trade internationally. The services offered by UKTI include bespoke help and advice plus a number of services. Amongst these services there are two specifically aimed at helping firms tackle language barriers. The Export Communications Review is a bespoke service to help companies address language barriers in all forms of communication including spoken, written, visual and digital; and “Web Optimisation for International Trade” are workshops that help firms make their websites fit for international business. In 2015/16 over 50,000 firms are expected to benefit from UKTI support; of which over 700 firms are expected to take advantage of the Export Communications Review Service and UKTI will run over 70 Web Optimisation Workshops.</p><br /><p>UKTI has also published a guide for exporters on overcoming language and cultural barriers. Over seven thousand have been distributed to date.
